which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the appointment or designation of emerging technology leads in certain Federal agencies.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Oversee Emerging Technology Act</short-title></quote>.</text></section><section id="id9B148D1392FF4EE6B8990D98E1628751"><enum>2.</enum><header>Emerging technology leads</header><subsection id="id4F2DDA51A5734DA4B03C1F204DD0C83A"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id3CE53D26002549AE88D3B6D2E46A8EF4"><enum>(1)</enum><header>Covered agency</header><text>The term <term>covered agency</term> means—</text><subparagraph id="id0F307593E06D4101B4D798A80AD1A3D8"><enum>(A)</enum><text>an agency listed in section 901(b) of title 31, United States Code; or</text></subparagraph><subparagraph id="id6BC3540D8A4B423A836583AC4711D5BC"><enum>(B)</enum><text>an element of the intelligence community, as defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>).</text></subparagraph></paragraph><paragraph id="id8FF5943FC52E4E53846FEE207C48CE75"><enum>(2)</enum><header>Covered individual</header><text>The term <term>covered individual</term> means—</text><subparagraph id="id8536B63B0CB94230B24A0F3811793CF5"><enum>(A)</enum><text>an individual serving in a Senior Executive Service position, as that term is defined in section 3132 of title 5, United States Code;</text></subparagraph><subparagraph id="id8969F406F9FC423C8AF17950FCC92595"><enum>(B)</enum><text>an individual who— </text><clause id="id8A17F1898C2043D693D9DCF9658E292F"><enum>(i)</enum><text>is serving in a position to which section 5376 of title 5, United States Code, applies; and</text></clause><clause id="idF6EFB638EE9A47A0B15A371A2E3DE3AB"><enum>(ii)</enum><text>has a significant amount of seniority and experience, as determined by the head of the applicable covered agency; and</text></clause></subparagraph><subparagraph id="id0480BD045CA74D8C80E31AEB2F740ABF" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>another individual who is the equivalent of an individual described in subparagraph (A) or (B), as determined by the head of the applicable covered agency. </text></subparagraph></paragraph></subsection><subsection id="idBA965DB028AF4711AC3785F8F6E6EFC0"><enum>(b)</enum><header>Appointment or designation</header><text display-inline="yes-display-inline">The head of each covered agency that is substantially engaged in the development, application, or oversight of emerging technologies shall appoint or designate a covered individual as an emerging technology lead to—</text><paragraph commented="no" display-inline="no-display-inline" id="idfe7c948de8ba4baf8714fdfa6c3f3917"><enum>(1)</enum><text display-inline="yes-display-inline">advise the covered agency on the responsible use of emerging technologies, including artificial intelligence;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id23e8a352a5c6464c99782aa4c11a7e08"><enum>(2)</enum><text display-inline="yes-display-inline">provide expertise on responsible policies and practices;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd48994ae372743efb0a4153d4fd7af28"><enum>(3)</enum><text display-inline="yes-display-inline">collaborate with interagency coordinating bodies; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55a3c5759e8a48db8573f82d1a93bd5e"><enum>(4)</enum><text display-inline="yes-display-inline">provide input for procurement policies. </text></paragraph></subsection><subsection id="id2FEBAD76BCC44D82823127B66EB22BCF"><enum>(c)</enum><header>Informing Congress</header><text>Not later than 180 days after the date of enactment of this Act, the President shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id8f6595496cd244c9a3494edd6a116077"><enum>(1)</enum><text display-inline="yes-display-inline">inform Congress of each covered agency for which a covered individual has been appointed or designated as an emerging technology lead under subsection (b); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc5019c36ad594cdd8820bff86d75b74d"><enum>(2)</enum><text display-inline="yes-display-inline">provide to Congress a description of the authorities and responsibilities of the covered individuals described in paragraph (1). </text></paragraph></subsection></section></legis-body></bill>
