which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 37, United States Code, to authorize the payment of a basic allowance for housing for certain members of the uniformed services assigned to naval vessels undergoing maintenance, and to amend title 5, United States Code, to authorize an increase in the number of Navy deployed resiliency counselors available to such members.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Seaman Xavier Sandor Support for Sailors Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="ide62a070572d0484691862646938b3af7"><enum>2.</enum><header display-inline="yes-display-inline">Allowances and resources for members of uniformed services assigned to certain naval vessels</header><subsection id="id5C3C58D77AFF4F0E9B42F316DEE0638C"><enum>(a)</enum><header>Basic allowance for housing for members assigned to vessels undergoing maintenance</header><text>Section 403(f)(2) of title 37, United States Code, is amended—</text><paragraph id="idFF14063BC64440DE87BE6C2A47943477"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>subparagraphs (B) and (C)</quote> and inserting <quote>subparagraphs (B), (C), and (D)</quote>; and</text></paragraph><paragraph id="idB96B2CD99F71495E92FC90EFA46ED233"><enum>(2)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF990F968C17942F4A866C6CEDD74599C"><subparagraph id="id9992a43fe87d497abf844aa90c7fe1cb" indent="up2"><enum>(D)</enum><clause commented="no" display-inline="yes-display-inline" id="id22DA2208DEC74370B5B92B7E3AED29D6"><enum>(i)</enum><text>Under regulations prescribed by the Secretary concerned, the Secretary may authorize the payment of a basic allowance for housing to a member of a uniformed service without dependents who is serving in any of pay grades E–1 through E–5 and has orders to a naval vessel that is undergoing maintenance. </text></clause><clause indent="up1" id="id8D257CF2E39D4A2ABE5CFB16C4E8B98F"><enum>(ii)</enum><text>In prescribing regulations under clause (i), the Secretary concerned shall—</text><subclause commented="no" display-inline="no-display-inline" id="idac98b4ed2c904d30b52991943d9aa7c8"><enum>(I)</enum><text display-inline="yes-display-inline">specify the types of vessel maintenance and the duration of that maintenance required for a member described in clause (i) to be eligible for a basic allowance for housing under that clause; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idd4328626c0474c829c46a0735b5e7935"><enum>(II)</enum><text display-inline="yes-display-inline">consider the availability of quarters for such members before authorizing the payment of a basic allowance for housing for such members. </text></subclause></clause><clause indent="up1" id="id16629A7DF4A0480596ECE9B0AB8DBEBF"><enum>(iii)</enum><text>The Secretary concerned shall terminate the provision of a basic allowance for housing to a member described in clause (i) upon the completion of the vessel maintenance described in that clause.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id41b1d358218940a3ae875c06c1075232"><enum>(b)</enum><header>Increase in number of Navy deployed resiliency counselors</header><text>Section 9903(e) of title 5, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id55950ee739c84423ae32e87c61d04b32"><enum>(1)</enum><text>by striking <quote>The number</quote> and inserting <quote>(1) Except as provided by paragraph (2), the number</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id70aaa96d8a804f7d8fc382450fc330e4"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id32672DF0E5594C29BD84453CA2121F8F"><paragraph commented="no" display-inline="no-display-inline" id="id3dc5b59a8c924cc89e599a9440331cce" indent="up1"><enum>(2)</enum><text>Without regard to the limitation under paragraph (1), the Secretary may appoint and retain under subsection (b)(1) two licensed clinicians to serve as Navy deployed resiliency counselors for each nuclear-powered aircraft carrier (CVN) or large deck amphibious ship/landing helicopter assault ship (LHD/LHA) in the Naval Vessel Register.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
