which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To develop a national strategy to increase the number of youth recreation visits to Federal land, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Recreation for All Act</short-title></quote>.</text></section><section id="id56fa667c116b4e46b7a0ba40c079b1a0" changed="not-changed"><enum>2.</enum><header>Increasing youth recreation visits to Federal land</header><subsection id="id029ea5039c9d4bae805d8f72062bdbf5" changed="not-changed"><enum>(a)</enum><header>Strategy</header><text>Not later than 1 year after the date of enactment of this Act, and not less frequently than once every 5 years thereafter, the Secretary of the Interior and the Secretary of Agriculture (referred to in this Act as the <quote>Secretaries</quote>) shall develop and make public a national strategy, after public notice and comment, to increase the number of youth recreation visits to Federal land.</text></subsection><subsection id="id62232e31274549988490434663c7cfbf" changed="not-changed"><enum>(b)</enum><header>Requirements</header><text>A strategy developed under subsection (a)—</text><paragraph id="id04c2790773f241318fa5f1271706b9c3" changed="not-changed"><enum>(1)</enum><text>shall—</text><subparagraph id="id470cb3ae2a4f4d43b69764f3ad06b9d4" changed="not-changed"><enum>(A)</enum><text>emphasize increased recreation opportunities on Federal land for underserved youth;</text></subparagraph><subparagraph id="idd6f1f116b4f340c2bdb960cd678f5b47" changed="not-changed"><enum>(B)</enum><text>establish objectives and quantifiable targets for increasing youth recreation visits; and</text></subparagraph><subparagraph id="id312194df8e4a4c1f94c813c9166c2edb" changed="not-changed"><enum>(C)</enum><text>provide the anticipated costs to achieve the objectives and meet the targets established under subparagraph (B); and</text></subparagraph></paragraph><paragraph id="id1ac2a8f9c36c49a5ac5358fcddaa82f2" changed="not-changed"><enum>(2)</enum><text>shall not establish any preference between similar recreation facilitated by noncommercial or commercial entities.</text></paragraph></subsection><subsection id="id139d56e1eb3049d080312ee700931831" changed="not-changed"><enum>(c)</enum><header>Agreements</header><text>The Secretaries may enter into contracts or cost-share agreements (including contracts or agreements for the acquisition of vehicles) to carry out this section. </text></subsection></section><section id="ided27eff8990e42c3a6152057074eb93e" changed="not-changed"><enum>3.</enum><header>Monitoring for improved recreation decisionmaking</header><subsection id="id6732e8393b784dd2b864c9b0473fc0b3" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Secretaries shall seek to capture comprehensive recreation use data to better understand and inform decisionmaking by the Secretaries.</text></subsection><subsection id="id87ea9d93ac0c495198bc6005a93c2a10" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Pilot protocols</header><text>Not later than 1 year after the date of enactment of this Act, and after public notice and comment, the Secretaries shall establish pilot protocols at not fewer than 10 land management units under the jurisdiction of each of the Secretaries to model recreation use patterns (including low-use recreation activities and dispersed recreation activities) that may not be effectively measured by existing general and opportunistic survey and monitoring protocols. </text></subsection></section><section id="id65bfcdd2e3464a1f9e6870427c5a44d6" changed="not-changed"><enum>4.</enum><header>Informing the public of access closures</header><subsection id="id570e6cf8b92a423d92fae12fc8a6a86c" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Secretaries shall, to the extent practicable and in a timely fashion, alert the public to any closure or disruption to public campsites, trails, roads, and other public areas and access points under the jurisdiction of the applicable Secretary.</text></subsection><subsection id="ide18b461d7a564c56b1b2edab6426bbfe" changed="not-changed"><enum>(b)</enum><header>Online alert</header><text>An alert under subsection (a) shall be posted online on a public website of the appropriate land unit in a manner that—</text><paragraph id="id87465791b05d48a3a0f6e6ee0a716858" changed="not-changed"><enum>(1)</enum><text>ensures that the public can easily find the alert in searching for the applicable campsite, trail, road, or other access point; and</text></paragraph><paragraph id="id5195a56db9104f99bd724e14b5677fda" changed="not-changed"><enum>(2)</enum><text>consolidates all alerts under subsection (a). </text></paragraph></subsection></section><section id="id103bb8c778f64719899dafd52dfb1a66" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>5.</enum><header>Recreation budget crosscut</header><text display-inline="no-display-inline"> Not later than 30 days after the end of each fiscal year, beginning with fiscal year 2025, the Director of the Office of Management and Budget shall submit to Congress and make public online a report that describes and itemizes the total amount of funding relating to outdoor recreation that was obligated in the preceding fiscal year in accounts in the Treasury for the Department of the Interior and the Department of Agriculture. </text></section></legis-body></bill>
