<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 1304</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230426">April 26, 2023</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> (for himself, <cosponsor name-id="S317">Mr. Barrasso</cosponsor>, <cosponsor name-id="S346">Mr. Lee</cosponsor>, <cosponsor name-id="S411">Mr. Marshall</cosponsor>, <cosponsor name-id="S383">Mr. Sullivan</cosponsor>, and <cosponsor name-id="S355">Mr. Cruz</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Comptroller General of the United States to conduct a study on the carbon footprint and environmental impacts of electric vehicles, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Directing Independent Research To Yield Carbon Assessment Regarding Electric Vehicles Act of 2023</short-title></quote> or the <quote><short-title>DIRTY CAR EV Act of 2023</short-title></quote>.</text></section><section id="idf6766a386db74ff48e3f8fb3ab6759a1"><enum>2.</enum><header>Study on carbon footprint and environmental impact of an electric vehicle ecosystem</header><subsection id="id43923b21f99e498eb110cc22dbc18b24"><enum>(a)</enum><header>In general</header><text>The Comptroller General of the United States, in consultation with the Secretary of Energy and the Administrator of the Environmental Protection Agency, shall conduct a study on the total carbon footprint and environmental impact of an electric vehicle ecosystem, including—</text><paragraph id="idecc436eb210d47c08bbb6ceb973f4a0d"><enum>(1)</enum><text>the production of batteries used in electric vehicles, including the mining and processing of minerals for those batteries;</text></paragraph><paragraph id="id5349a1fa6bd142e18482378e43ca65a1"><enum>(2)</enum><text>the production, transmission, and distribution of electricity used to charge and power electric vehicles; and</text></paragraph><paragraph id="idc4e3dd839c3c44e5a5ab2c42f8c8e92d"><enum>(3)</enum><text>all other aspects of the production, use, and disposal of electric vehicles, including all minerals necessary for, and components of, electric vehicles.</text></paragraph></subsection><subsection id="id8fae952fb3c14348aaff83a9b93b9691" commented="no"><enum>(b)</enum><header>Requirement</header><text>In conducting the study under subsection (a), the Comptroller General of the United States shall conduct a thorough analysis of—</text><paragraph commented="no" display-inline="no-display-inline" id="id7c455971aa1a43848d782620721640c3"><enum>(1)</enum><text display-inline="yes-display-inline">the burden on electric grids across the United States that would result from full adoption of electric vehicles in the United States;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id84735e9ac6754c0bad9cfdfeb2024619"><enum>(2)</enum><text display-inline="yes-display-inline">the costs and implications of building out a national network of charging stations and home charging to support full adoption of electric vehicles in the United States; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcc2e45179ff64d1e98c39c7faaf0329f"><enum>(3)</enum><text display-inline="yes-display-inline">ongoing costs to maintain an electric vehicle ecosystem that supports full adoption of electric vehicles in the United States; and</text></paragraph><paragraph id="idb26b0011f5ae45e4b3698024401d5b93"><enum>(4)</enum><text>the cost implications on repairing and strengthening roads and bridges. </text></paragraph></subsection><subsection id="id180a7d84c6754905bf4553bfb01b2dc2" commented="no"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress and make publicly available a report describing the results of the study conducted under subsection (a), including the analysis conducted under subsection (b).</text></subsection></section></legis-body></bill>
