which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of the Treasury to mint coins in recognition of the late Prime Minister Golda Meir and the 75th anniversary of the United States-Israel relationship.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H15793041C0C34FE6989C674F55C9506F"><section section-type="section-one" id="HD993EC14350E43CCAFC7E850C5A99ECC"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prime Minister Golda Meir Commemorative Coin Act</short-title></quote>.</text></section><section id="HC341AB6ACB6545BCB96888E7A18778F6"><enum>2.</enum><header>Findings; purpose</header><subsection id="HA9843A099C714FD28F8BF32C57539205"><enum>(a)</enum><header>Findings</header><text>Congress finds the following:</text><paragraph id="H245FE8F425814D0AB365BF3A0A0B02EB"><enum>(1)</enum><text>Prime Minister of Israel Golda Meir was born on May 3, 1898, in Kyiv, Ukraine.</text></paragraph><paragraph id="H82052FF560A9473AA5C09D9208390021"><enum>(2)</enum><text>Prime Minister Golda Meir moved to Milwaukee, Wisconsin with her family in 1906.</text></paragraph><paragraph id="HE5E60DFC31D649398D94A3AD02099ABF"><enum>(3)</enum><text>Growing up in a time where women were not expected to receive an education and pursue a career, Prime Minister Golda Meir fought against the status quo and defied her parents by moving to Denver, Colorado, to live with her sister.</text></paragraph><paragraph id="H07FD5640020548999F1EEDF6BB0BC222"><enum>(4)</enum><text>In 1921, Prime Minister Golda Meir emigrated with her husband to Mandatory Palestine where she worked as head of the Political Department of the Jewish Agency for Palestine, the chief Jewish liaison with the British, during World War II.</text></paragraph><paragraph id="H69D58CEB02AD4D8B91EF8C88ADA90D9B"><enum>(5)</enum><text>When the State of Israel declared its independence in 1948, Prime Minister Golda Meir was a signer of its declaration of independence.</text></paragraph><paragraph id="H4B41A439A74842CEBE0E60929574201D"><enum>(6)</enum><text>Prime Minister Golda Meir served as the fourth Prime Minister of the State of Israel from 1969 to 1974.</text></paragraph><paragraph id="HED86CC2E00D74CA283FE07F0CCE2BB1E"><enum>(7)</enum><text>Prime Minister Golda Meir is remembered today as the first female Prime Minister of the State of Israel and a trailblazer for women’s rights.</text></paragraph><paragraph id="H1AD05BE6642A453BAF501E8E92CB35FD"><enum>(8)</enum><text>Prime Minister Golda Meir is additionally remembered for the unique relationship she had with the United States and its people, evident by her adorning the cover of Time Magazine in 1969 and being voted by the people of the United States as Gallup’s <quote>Most Admired Woman</quote> in 1971, 1973, and 1974.</text></paragraph></subsection><subsection id="H57F989E4581A471EB0EF91887ACCBAE8"><enum>(b)</enum><header>Purpose</header><text>The purpose of this Act is to honor and commemorate—</text><paragraph id="H32EC7E5A2DB54EE6891366E4387AD0BE"><enum>(1)</enum><text>the 75th anniversary of the United States-Israel relationship;</text></paragraph><paragraph id="H3C829AA7081642B889586684A9C2F6A7"><enum>(2)</enum><text>the first female Prime Minister of the State of Israel, Golda Meir; and</text></paragraph><paragraph id="H2D7E7DB146EC47DA81B0D076CEF6D548"><enum>(3)</enum><text>the unique relationship Prime Minister Golda Meir had with the United States.</text></paragraph></subsection></section><section id="H5DE6B0044ED5419C846A88F1F648F8E6"><enum>3.</enum><header>Coin specifications</header><subsection id="HFAD1460312B347F8BA889B87A3F5C1C1"><enum>(a)</enum><header>Denominations</header><text>In commemoration of the late Prime Minister Golda Meir and the 75th anniversary of the United States-Israel relationship, the Secretary of the Treasury (hereafter in this Act referred to as the <quote>Secretary</quote>) shall mint and issue the following coins:</text><paragraph id="H75D58DFEF0D845D09DB1FD0494B757DD"><enum>(1)</enum><header>$5 gold coins</header><text>Not more than 50,000 $5 coins, which shall—</text><subparagraph id="HA0B96535A338461896EB5B34881B7AF2"><enum>(A)</enum><text>weigh 8.359 grams;</text></subparagraph><subparagraph id="HF4BD2729DA4040B6B14089EA2F8B22C9"><enum>(B)</enum><text>have a diameter of 0.850 inches; and</text></subparagraph><subparagraph id="H32DB136B0A3944BAA3D66E0C92B44603"><enum>(C)</enum><text>contain at least 90 percent gold.</text></subparagraph></paragraph><paragraph id="H8627EC32B24047938DBBBD94687894FD"><enum>(2)</enum><header>$1 silver coins</header><text>Not more than 400,000 $1 coins, which shall—</text><subparagraph id="H780D883074E44D4DB5AFB179FA6F4D84"><enum>(A)</enum><text>weigh 26.73 grams;</text></subparagraph><subparagraph id="HC480CBB3BB9742B88AD19E28FBCC1070"><enum>(B)</enum><text>have a diameter of 1.500 inches; and</text></subparagraph><subparagraph id="H9144C37C481A4A018CA528C185E24742"><enum>(C)</enum><text>contain at least 90 percent silver.</text></subparagraph></paragraph><paragraph id="H2C1B1647FA1F431C853D12E2AA4400CC"><enum>(3)</enum><header>Half-dollar clad coins</header><text>Not more than 750,000 half-dollar coins which shall—</text><subparagraph id="H1DBFE98EBB9E41CD9FDA3891F1F59676"><enum>(A)</enum><text>weigh 11.34 grams;</text></subparagraph><subparagraph id="H8AF3520EB50C4215A7EB367D3A431155"><enum>(B)</enum><text>have a diameter of 1.205 inches; and</text></subparagraph><subparagraph id="H3BD6CB5A69284303B10983E8C3CB56BE"><enum>(C)</enum><text>be minted to the specifications for half-dollar coins contained in section 5112(b) of title 31, United States Code.</text></subparagraph></paragraph></subsection><subsection id="HC67C396F09494DE298687A4274C7A094"><enum>(b)</enum><header>Legal tender</header><text display-inline="yes-display-inline">The coins minted under this Act shall be legal tender, as provided in section 5103 of title 31, United States Code.</text></subsection><subsection id="H0CB3F76D8C1C405AA188F8BE84160026"><enum>(c)</enum><header>Numismatic items</header><text display-inline="yes-display-inline">For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this Act shall be considered to be numismatic items.</text></subsection></section><section id="H2AA2C3547008440FA6279F01D0546FF9"><enum>4.</enum><header>Design of coins</header><subsection id="HDB59B579E5F84E5B8A03B1ABA2FC538C"><enum>(a)</enum><header>Design requirements</header><paragraph id="HE5F3C8C24A56426083441B6C9ADA22D8"><enum>(1)</enum><header>In general</header><text>The designs of the coins minted under this Act shall bear an image of and the name of Prime Minister Golda Meir on the obverse side.</text></paragraph><paragraph id="H9E91D36D0BCC4EC6ACE3040C848C534D"><enum>(2)</enum><header>Designation and inscriptions</header><text>On each coin minted under this Act, there shall be—</text><subparagraph id="H277F57E3CEE443908A395EE476984748"><enum>(A)</enum><text>a designation of the value of the coin;</text></subparagraph><subparagraph id="HB12E64BC9F02480CAB33F9FB3B94B663"><enum>(B)</enum><text>an inscription of <quote>Golda Meir</quote>, <quote>Israel 75</quote>, and the year <quote>2026</quote>; and</text></subparagraph><subparagraph id="HC3C1E6BCB43B4DEAA02167302D3A34DC"><enum>(C)</enum><text>inscriptions of the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of America</quote>, and <quote>E Pluribus Unum</quote>.</text></subparagraph></paragraph></subsection><subsection id="HAB412C8D58B34B7C8987D4EFEEC91FE1"><enum>(b)</enum><header>Selection</header><text>The designs for the coins minted under this Act shall be—</text><paragraph id="H10B2A3EFB4BF49E0A81C758703F632CF"><enum>(1)</enum><text>selected by the Secretary after consultation with the American Friends of Kiryat Sanz Laniado Hospital Inc. and Commission of Fine Arts; and </text></paragraph><paragraph id="H7B6ED678BD6B4425889AED014D85BE70"><enum>(2)</enum><text>reviewed by the Citizens Coinage Advisory Committee.</text></paragraph></subsection></section><section id="HA57313D06A934BE18093D3E8D615ABBC"><enum>5.</enum><header>Issuance of coins</header><subsection id="HDC083209F4CF4F2A93DF0DF224EA586E"><enum>(a)</enum><header>Quality of coins</header><text>Coins minted under this Act shall be issued in uncirculated and proof qualities.</text></subsection><subsection id="HF23C3A0D44654D7CB64892BD3361AF87"><enum>(b)</enum><header>Mint facility</header><text>Only 1 facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</text></subsection><subsection id="H2BF6C94297D44CC8A6DFFE9F28A8DEF6"><enum>(c)</enum><header>Period for issuance</header><text>The Secretary may issue coins under this Act only during the period beginning on January 1, 2026, and ending on December 31, 2026.</text></subsection></section><section id="HBFCA9D0218D54AB494EE21C08AA99D3E"><enum>6.</enum><header>Sale of coins</header><subsection id="H800D7EED62E34C26A98A161A7DE422AA"><enum>(a)</enum><header>Sale price</header><text>The coins issued under this Act shall be sold by the Secretary at the price equal to the sum of—</text><paragraph id="H7E5CD3878BB34E7698628FC33E45B7FD"><enum>(1)</enum><text>the face value of the coins;</text></paragraph><paragraph id="H308E4A3C43544D658854CB0BC856AD1B"><enum>(2)</enum><text>the surcharge provided under section 7(a) with respect to the coins; and</text></paragraph><paragraph id="HE254C180E60D43FDBEE27938F0F645D6"><enum>(3)</enum><text>the cost of designing and issuing the coins including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping.</text></paragraph></subsection><subsection id="HFAD427924894455D921D8BFE0D21691D"><enum>(b)</enum><header>Bulk sales</header><text>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</text></subsection><subsection id="H2283068F56BC4582A40D216567A3A8A8"><enum>(c)</enum><header>Prepaid orders</header><paragraph id="HE56ADEE4DD1D4828B357BD3C6F2F729F"><enum>(1)</enum><header>In general</header><text>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of the coins.</text></paragraph><paragraph id="HB069AB027DDA4719B1622BFACF6C9126"><enum>(2)</enum><header>Discount</header><text>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</text></paragraph></subsection></section><section id="H4208599BA65540EF9E726D235D91AFDE"><enum>7.</enum><header>Surcharges</header><subsection id="HEF90B234AAA94F44A0EF34E757C8BC1F"><enum>(a)</enum><header>In general</header><text>All sales of coins issued under this Act shall include—</text><paragraph id="H4A2E75A187864ADAA1B579D12E37FFF0"><enum>(1)</enum><text>a surcharge of $35 per coin for the $5 coins;</text></paragraph><paragraph id="H65DBC99BC9B9413EB71B4F5F42A14FFA"><enum>(2)</enum><text>a surcharge of $10 per coin for the $1 coins; and</text></paragraph><paragraph id="H46395309CDCA4B25AAEA4BC59AF00B50"><enum>(3)</enum><text>a surcharge of $5 per coin for the half-dollar coin.</text></paragraph></subsection><subsection id="HD5A862B26CD74C7D9AC2A8DEFEBB1227"><enum>(b)</enum><header>Distribution</header><text>Subject to section 5134(f) of title 31, United States Code, all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to the American Friends of Kiryat Sanz Laniado Hospital Inc. for the purpose of—</text><paragraph id="HD431830EDE924217A26B5CBB645D21A3"><enum>(1)</enum><text>the continued growth of, support for, and the promotion of Kiryat Sanz Laniado Hospital; and</text></paragraph><paragraph id="H8C134C440D5F47B1AC59EA58C171F9F9"><enum>(2)</enum><text>the furtherance of the missions and goals of Kiryat Sanz Laniado Hospital. </text></paragraph></subsection><subsection id="H442F0CB96DD54EE0954F95C894D4DC8C"><enum>(c)</enum><header>Audits</header><text>The American Friends of Kiryat Sanz Laniado Hospital Inc. shall be subject to the audit requirements of section 5134(f)(2) of title 31, United States Code, with respect to the amounts received under subsection (b).</text></subsection><subsection id="HC130266405BC49AE9CFA13AD4DC751FF"><enum>(d)</enum><header>Limitation</header><text>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under section 5112(m)(1) of title 31, United States Code (as in effect on the date of the enactment of this Act). The Secretary may issue guidance to carry out this subsection.</text></subsection></section><section id="H606E2FEDF6DE40E48DBED10B5A4C3253"><enum>8.</enum><header>Financial assurances</header><text display-inline="no-display-inline">The Secretary shall take such actions as may be necessary to ensure that—</text><paragraph id="HC09699B1F9CC4DD5BA663F8530F2069E"><enum>(1)</enum><text>minting and issuing coins under this Act result will not result in any net cost to the United States Government; and</text></paragraph><paragraph id="H91707B9ED19A4B2B99AF6F72FAE23151"><enum>(2)</enum><text>no funds, including applicable surcharges are disbursed to any recipient designated in section 7 until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of title 31, United States Code. </text></paragraph></section></legis-body></bill>
