<congress display="yes">118th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 1299</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To amend title 38, United States Code, to require the Secretary of Veterans Affairs to periodically review the automatic maximum coverage under the Servicemembers’ Group Life Insurance program and the Veterans’ Group Life Insurance program, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section id="idd0bee745eee84a068959211b5e7651fe" section-type="section-one" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fairness for Servicemembers and their Families Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" id="H78B6B5C06C1A4470B938609D67013A18" commented="no" display-inline="no-display-inline"><enum>2.</enum><header display-inline="yes-display-inline">Periodic review of automatic maximum coverage under Servicemembers’ Group Life Insurance and Veterans’ Group Life insurance</header><subsection commented="no" display-inline="no-display-inline" id="id6e67e8a41faa4c3c96fb7aeab2a363e3"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/19">chapter 19</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" display-inline="no-display-inline" id="id1DFC5F11F76D4D4DA2A35EF70C626284"><section id="HF94B4236485E424998B830696EDC4363" section-type="subsequent-section" commented="no" display-inline="no-display-inline"><enum>1980B.</enum><header display-inline="yes-display-inline">Periodic review of automatic maximum coverage</header><subsection commented="no" display-inline="no-display-inline" id="H0B2102E95ECC44688212F24EDE2AD041"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">On January 1, 2025, and every five years thereafter, the Secretary shall—</text><paragraph commented="no" display-inline="no-display-inline" id="HDA542D1F44734713AD0DBE4707ADA4D0"><enum>(1)</enum><text display-inline="yes-display-inline">complete a review of how the amount specified in section 1967(a)(3)(A)(i) compares to the amount described in subsection (b); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA58971E80E3D420C8B982BCC20E7CCEB"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the Committees on Veterans' Affairs of the House of Representatives and the Senate the results of the review, which may serve as a guide for coverage increases within the existing administrative incremental structure. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HBDB0664939034162B58B3BB83330D7F7"><enum>(b)</enum><header display-inline="yes-display-inline">Amount described</header><text display-inline="yes-display-inline">The amount described in this subsection is the amount equal to—</text><paragraph commented="no" display-inline="no-display-inline" id="HBBECB88D4E2340EC918C38A57B4DC8B4"><enum>(1)</enum><text display-inline="yes-display-inline">$500,000; multiplied by </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC753229B7BB74FFC8D020655569ED18B"><enum>(2)</enum><text display-inline="yes-display-inline">the average percentage by which the Consumer Price Index changed during the five fiscal years preceding the review under subsection (a).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id08311084c8724414a02d721e05bb4858"><enum>(c)</enum><header display-inline="yes-display-inline">Consumer Price Index defined</header><text display-inline="yes-display-inline">In this section, the term <term>Consumer Price Index</term> means the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor.</text></subsection></section><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id122bb4a1a0d443ab93a75645656e963d"><enum>(b)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of chapter 19 of such title is amended by inserting after the item relating to section 1980A the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0DE69B5756084CDCB420A77FE7E09796"><toc><toc-entry level="section" bold="off">1980B.
