which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/131">chapter 131</external-xref> of title 5, United States Code, to require Senior Executive Service and schedule C employees to disclose Federal student loan debt, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H53939E9A4DA846008AD8E7010E5AC31B"><section section-type="section-one" id="HBE24AF09B29741B9B508F4654FDAB71A"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Employee Student Debt Transparency Act</short-title></quote>. </text></section><section id="HE1D732A730BD4AB9B77DA1BDA5CCF5A2"><enum>2.</enum><header>Disclosure of Federal student loan debt by SES and schedule C employees</header><text display-inline="no-display-inline">Section 13104 of title 5, United States Code, is amended by adding at the end the following: </text><quoted-block style="USC" display-inline="no-display-inline" id="H17FC0F8D42BD4CA9A7158BF8B495D065"><subsection id="H8F67911122AF437B81F8A522558606AD"><enum>(j)</enum><header>Disclosure of Federal student loan debt by SES and schedule C employees</header><paragraph commented="no" display-inline="no-display-inline" id="id607ed936d41147d6b27b56768c544d04"><enum>(1)</enum><header>Definition</header><text>In this subsection, the term <quote>covered employee</quote> means an employee of the executive branch who occupies—</text><subparagraph commented="no" display-inline="no-display-inline" id="id53f590015f1042f9b74e465209ea162e"><enum>(A)</enum><text display-inline="yes-display-inline">a Senior Executive Service position (as defined in section 3132(a)); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddfb4d658dcd84c9095459ec6de4bee4a"><enum>(B)</enum><text display-inline="yes-display-inline">a position of a confidential or policy-determining nature under schedule C of subpart C of part 213 of title 5, Code of Federal Regulations, or any successor regulation. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id39bebbc4046c40db9e5e61e02ccadb5a"><enum>(2)</enum><header display-inline="yes-display-inline">Reports by covered employees</header><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of the Federal Employee Student Debt Transparency Act, and not later than February 28 of each year thereafter, each covered employee shall file a report containing a full and complete statement of the outstanding balance of principal and interest owed by the covered employee on—</text><subparagraph commented="no" display-inline="no-display-inline" id="id26bcc23791da45f7a73be2c1558832a9"><enum>(A)</enum><text display-inline="yes-display-inline">each loan made under part D of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087a">20 U.S.C. 1087a et seq.</external-xref>); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id76a126a129ff4697836d9d89f78b858d"><enum>(B)</enum><text display-inline="yes-display-inline">any loan made, insured, or guaranteed under part B or E of such title (<external-xref legal-doc="usc" parsable-cite="usc/20/1071">20 U.S.C. 1071 et seq.</external-xref>, 1087aa et seq.).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4366f3a0c9e742438673fb0ffb5e2c5e"><enum>(3)</enum><header>New covered employees</header><text display-inline="yes-display-inline">Not later than 60 days after the date on which an individual assumes the position of a covered employee, the individual shall file a report containing the information required under paragraph (2).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6e49d24623aa48cea23fd5f76ef80969"><enum>(4)</enum><header>Reports to Congress</header><text display-inline="yes-display-inline">Not later than May 1 of each year, the Director of the Office of Government Ethics shall transmit to Congress a report containing—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf857fca197d14e998e69f971f84495d8"><enum>(A)</enum><text display-inline="yes-display-inline">the total amount owed by all covered employees as reported pursuant to paragraphs (2) and (3); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id501048b711e14f53acd8286b0d333b62"><enum>(B)</enum><text display-inline="yes-display-inline">the name of any covered employee who failed to file or report any information required to be reported pursuant to paragraph (2) or (3).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
