</longTitle>
<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d103e62" identifier="/us/bill/118/s/112/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>BENEFITS FOR CERTAIN CHILDREN OF VIETNAM VETERANS AND CERTAIN OTHER VETERANS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d103e66" identifier="/us/bill/118/s/112/s1/a" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Definitions</inline>.—</heading><chapeau><ref href="/us/usc/t38/s1831">Section 1831 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d103e80" identifier="/us/bill/118/s/112/s1/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraphs (2) and (3) as paragraphs (4) and (5), respectively; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d103e88" identifier="/us/bill/118/s/112/s1/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (1) the following new paragraphs:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><content>The term ‘<term>covered child</term>’ means a child who is eligible for health care and benefits under this chapter.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">“(3) </num><content>The term ‘<term>covered veteran</term>’ means an individual whose children are eligible for health care and benefits under this chapter.”</content></paragraph></quotedContent>.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d103e106" identifier="/us/bill/118/s/112/s1/b" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content><ref href="/us/usc/t38/ch18/schIV">Subchapter IV of chapter 18 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new sections:<quotedContent><section style="-uslm-lc:I650164"><num value="1835">“§ 1835.</num><heading> Advisory council</heading><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">“(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary shall establish an advisory council on health care and benefits for covered children.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">“(b) </num><heading><inline class="smallCaps">Membership</inline>.—</heading><content>The advisory council established under subsection (a) shall be composed of Federal employees.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">“(c) </num><heading><inline class="smallCaps">Duties</inline>.—</heading><content>The advisory council established under subsection (a) shall solicit feedback from covered children and covered veterans on the health care and benefits provided under this chapter and communicate such feedback to the Secretary.</content></subsection></section>
<section style="-uslm-lc:I650164"><num value="1836">“§ 1836.</num><heading> Care and coordination teams</heading><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">“(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary shall establish care and coordination teams for covered children.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">“(b) </num><heading><inline class="smallCaps">Outreach</inline>.—</heading><chapeau>A care and coordination team established under subsection (a) shall attempt to contact each covered child—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">“(1) </num><content>not less frequently than once every 180 days, to ensure the continued care of the child and assist with any changes in care needed due to a changed situation of the child; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><content>as soon as practicable after the identification of a condition listed in the report required by subsection (c).</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">“(c) </num><heading><inline class="smallCaps">Report</inline>.—</heading><content>Not later than 180 days after the date of the enactment of this section, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report setting forth a list of conditions that will trigger outreach to covered children under subsection (b)(2).</content></subsection></section>
<section style="-uslm-lc:I650164"><num value="1837">“§ 1837.</num><heading> Duration of health care and benefits provided</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  “The Secretary shall provide a covered child with health care and benefits under this chapter—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">“(1) </num><content>for the duration of the life of the child; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><content>notwithstanding any death of a parent of the child that precedes the death of the child.</content></paragraph></section>
<section style="-uslm-lc:I650164"><num value="1838">“§ 1838.</num><heading> Biennial report</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  “Not less frequently than once every two years, the Secretary shall submit to Congress a report setting forth the following:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">“(1) </num><content>The number of covered children receiving health care or benefits under this chapter as of the date on which the report is submitted.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><content>The number of covered children for which the Department is paying for or providing a social worker as of such date.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">“(3) </num><content>Metrics on outreach conducted under section 1836(b) of this title.”</content></paragraph></section>
</quotedContent>.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d103e225" identifier="/us/bill/118/s/112/s1/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Memorandum of Understanding</inline>.—</heading><chapeau>Not later than 90 days after the date of the enactment of this Act, the Under Secretary for Benefits of the Department of Veterans Affairs and the Under Secretary for Health of the Department shall enter into a memorandum of understanding—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d103e233" identifier="/us/bill/118/s/112/s1/c/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>to better assist covered children (as defined in <ref href="/us/usc/t38/s1831">section 1831 of title 38, United States Code</ref>, as amended by subsection (a)); and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d103e241" identifier="/us/bill/118/s/112/s1/c/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>to establish conditions to be included in the report required by <ref href="/us/usc/t38/s1836/c">section 1836(c) of title 38, United States Code</ref>, as added by subsection (b).</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d103e249" identifier="/us/bill/118/s/112/s1/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Implementation</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d103e256" identifier="/us/bill/118/s/112/s1/d/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Advisory council</inline>.—</heading><content>Not later than 270 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall establish the advisory council required under <ref href="/us/usc/t38/s1835">section 1835 of title 38, United States Code</ref>, as added by subsection (b).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d103e268" identifier="/us/bill/118/s/112/s1/d/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Care and coordination teams</inline>.—</heading><content>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall establish the care and coordination teams required under section 1836 of such title, as added by subsection (b).<page/></content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d103e278" identifier="/us/bill/118/s/112/s1/e" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Clerical Amendment</inline>.—</heading><content>The table of sections at the beginning of <ref href="/us/usc/t38/ch18">chapter 18 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new items:<quotedContent><toc>
