<congress display="yes">118th CONGRESS</congress><session display="yes">1st Session</session><legis-num display="yes">S. 111</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To require each agency, in providing notice of a rulemaking, to include a link to a 100-word plain language summary of the proposed rule.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H8DEBA3690416496DB34E3F3F92F675E8"><section section-type="section-one" id="HEE20394D309D4A25973B62AADC0AF159" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Accountability Through Transparency Act of 2023</short-title></quote>.</text></section><section id="HF6D2FC69A285416AB8031C19D74C2D18" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Requirement to post a 100-word summary to regulations.gov</header><text display-inline="no-display-inline">Section 553(b) of title 5, United States Code, is amended—</text><paragraph id="HAAE1266597C240E1AE361352C6978231" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)<added-phrase committee-id="SSGA00" reported-display-style="italic">,</added-phrase> by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H4B234D88A6DE4FCC8D057C6F99C2D58E" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H329965C6D4804327B909D520CE74CE37" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after paragraph (3) the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="H1ADC4E676EA4494184A5F9EC657E2241"><paragraph id="H24DCA4C8A573459B8529C274A24E587E" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">the Internet address of a summary of not more than 100 words in length of the proposed rule, in plain language, that shall be posted on the Internet website under section 206(d) of the E-Government Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/44/3501">44 U.S.C. 3501</external-xref> note) (commonly known as regulations.gov).</text></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section></legis-body><attestation><attestation-group><attestation-date date="20230622" chamber="Senate">Passed the Senate June 22, 2023.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
