RES. 802</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231020">October 20, 2023</action-date><action-desc><sponsor name-id="H001068">Mr. Huffman</sponsor> (for himself and <cosponsor name-id="G000577">Mr. Graves of Louisiana</cosponsor>) submitted the following resolution</action-desc></action><action display="yes"><action-date date="20231025">October 25, 2023</action-date><action-desc>Referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the designation of October 23, 2023, as <quote>National Marine Sanctuary Day</quote>.</official-title></form><preamble><whereas><text>Whereas, on October 23, 1972, the Marine Protection, Research, and Sanctuaries Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/33/1401">33 U.S.C. 1401 et seq.</external-xref>) became law and ushered in a new era of ocean conservation;</text></whereas><whereas><text>Whereas the National Marine Sanctuary System is a nationwide network that conserves spectacular ocean, coasts, and Great Lakes waters;</text></whereas><whereas><text>Whereas communities across the United States can nominate their most treasured places in marine and Great Lakes waters for consideration as national marine sanctuaries;</text></whereas><whereas><text>Whereas national marine sanctuaries protect biodiversity and vital habitats for countless species of fish and wildlife, safeguard extraordinary seascapes, historic shipwrecks, and sacred cultural places, and provide abundant recreational opportunities;</text></whereas><whereas><text>Whereas the National Marine Sanctuaries Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1431">16 U.S.C. 1431 et seq.</external-xref>) aims to coordinate plans for the protection and management of the National Marine Sanctuary System in coordination with Federal agencies, State and local governments, and Native American tribes and organizations concerned with continuing the health and resilience of these marine areas; </text></whereas><whereas><text>Whereas the conservation of marine ecosystems is vital for a healthy ocean, coasts, and Great Lakes, addressing climate change, and sustaining productive coastal economies;</text></whereas><whereas><text>Whereas national marine sanctuaries increase access to nature and support coastal communities, and generate billions of dollars annually in local communities by providing jobs in the United States, supporting commercial, Tribal, and recreational fisheries, bolstering tourism and recreation, engaging businesses in stewardship, and driving the growth of the blue economy;</text></whereas><whereas><text>Whereas national marine sanctuaries connect people and communities through science, education, recreation, and stewardship that inspire community-based solutions that help individuals understand and protect the Nation’s most spectacular underwater habitats, wildlife, archaeological resources, and cultural seascapes of the United States;</text></whereas><whereas><text>Whereas national marine sanctuaries are living laboratories to conduct cooperative science and research to improve resource management and advance innovative public-private partnerships;</text></whereas><whereas><text>Whereas national marine sanctuaries can help make the ocean, coasts, and Great Lakes more resilient by protecting ecosystems that sequester carbon, safeguarding coastal communities from flooding and storms, and protecting biodiversity;</text></whereas><whereas><text>Whereas the United States of America is a maritime Nation, and the ocean, coasts, and Great Lakes are central to the way of life of the people of the United States;</text></whereas><whereas><text>Whereas engaging communities as stewards of these protected waters makes national marine sanctuaries unique and provides a comprehensive, highly participatory approach to managing and conserving marine and Great Lakes environments for current and future generations; and</text></whereas><whereas><text>Whereas October 23, 2023, is recognized as <quote>National Marine Sanctuary Day</quote> to increase awareness about the importance of the National Marine Sanctuary System and a healthy ocean, coasts, and Great Lakes and celebrate the many recreational opportunities available for the enjoyment of this network of protected waters: Now, therefore, be it </text></whereas></preamble><resolution-body style="traditional" id="HEB82E6F9EEE94D17AA89C338DB355A9C"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HE75088EEACD648778281A327FCEBEBEA"><enum/><text>That the House of Representatives—</text><paragraph id="H3D975D8C053440BDB14884DDED972FEE"><enum>(1)</enum><text display-inline="yes-display-inline">supports the designation of <quote>National Marine Sanctuary Day</quote>;</text></paragraph><paragraph id="H44FAEB52490240B69F2A2704D1547EE2"><enum>(2)</enum><text>encourages the people of the United States and the world to responsibly visit, experience, recreate in, and support the treasured national marine sanctuaries of the United States;</text></paragraph><paragraph id="HE7BA775FAA4342A8974E08DED559A8C6"><enum>(3)</enum><text>acknowledges the importance of national marine sanctuaries to supporting community resilience, protecting biodiversity, and increasing access to nature;</text></paragraph><paragraph id="H7976E8F1D04241429EF1B639030B6FFB"><enum>(4)</enum><text>recognizes the importance of national marine sanctuaries for their recreational opportunities and contributions to local and national economies across the United States;</text></paragraph><paragraph id="H0341D394967D492F952AF0BBBCA7CAE6"><enum>(5)</enum><text>celebrates the ability of the National Marine Sanctuary System to protect nationally significant places in the ocean, coasts, and Great Lakes;</text></paragraph><paragraph id="HDE47AE095E71468B8AD5CACDF741F53A"><enum>(6)</enum><text>calls on the National Oceanic and Atmospheric Administration to partner with communities and find consensus to complete designations of new national marine sanctuaries; and </text></paragraph><paragraph id="HDA63F5192641419C939B9B9CCAB53918"><enum>(7)</enum><text>encourages Federal agencies to balance priorities and work together to support the priorities of the Marine Protection, Research, and Sanctuaries Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/33/1401">33 U.S.C. 1401 et seq.</external-xref>). </text></paragraph></section></resolution-body></resolution>
