<whereas><text>Whereas, since 1965, Medicare has been, and continues to be, essential for senior citizens of the United States;</text></whereas> <whereas><text>Whereas, since 1935, Social Security has been, and continues to be, essential for senior citizens of the United States;</text></whereas> 
<whereas><text>Whereas, in 2022, there were over 64,000,000 citizens of the United States who were Medicare and Social Security beneficiaries, with approximately 10,000 new eligible enrollees each day;</text></whereas> <whereas><text>Whereas a promise has been made by the Federal Government to provide Medicare services and Social Security benefits for senior citizens;</text></whereas> 
<whereas><text>Whereas many Social Security and Medicare beneficiaries rely on these critical benefits to make ends meet each month;</text></whereas> <whereas commented="no"><text>Whereas in the absence of meaningful reform, Medicare is scheduled to deplete by 2028, according to the nonpartisan Congressional Budget Office;</text></whereas> 
<whereas><text>Whereas in the absence of meaningful reform, Social Security is scheduled to deplete by 2037, according to the nonpartisan Social Security Administration;</text></whereas> <whereas commented="no"><text>Whereas the Department of Health and Human Services estimates that $46.7 billion was lost in fiscal year 2022 due to improper payments, including waste, fraud, and abuse, in the Medicare Program; and</text></whereas> 
<whereas><text>Whereas the Social Security Administration estimates that $5.9 billion was lost in fiscal year 2021 due to improper payments, including waste, fraud, and abuse, in the Social Security program: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H9EE81B58BE784E31911D5E6961DDD893"> <section display-inline="yes-display-inline" section-type="undesignated-section" id="H63AE86E703804747BAB07A61F39E5EEA"><text>That the House of Representatives—</text> 
<paragraph id="H477A3250C89247099D958032A8939935"><enum>(1)</enum><text>affirms its deep obligation to fulfill the promises made to senior citizens of the United States regarding access to Medicare and Social Security;</text></paragraph> <paragraph id="HE142707A4AB542D59E8E8EDA4C411183"><enum>(2)</enum><text>rejects, in the strongest possible terms, any changes to Medicare or Social Security that diminish benefits for Americans currently enrolled, or citizens of the United States who are in or near retirement, in the Medicare Program under title XVIII of the Social Security Act, or in the Social Security program under title II of such Act;</text></paragraph> 
<paragraph id="H1280A9440F1540DCA0BBD92CAF896DB1"><enum>(3)</enum><text>expresses its firm commitment that Medicare and Social Security should be strengthened and preserved for future enrollees; and</text></paragraph> <paragraph id="H04E99A30326B48E680059EE388ECC898"><enum>(4)</enum><text>supports efforts to reduce waste, fraud, and abuse in the Medicare and Social Security programs.</text></paragraph></section>
