RES. 725</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230926">September 26, 2023</action-date><action-desc><sponsor name-id="K000376">Mr. Kelly of Pennsylvania</sponsor> (for himself, <cosponsor name-id="K000381">Mr. Kilmer</cosponsor>, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, and <cosponsor name-id="H001038">Mr. Higgins of New York</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the designation of September 30, 2023, as <quote>Rare Cancer Day</quote> to highlight the challenges patients with rare cancers face and to raise awareness and support efforts to improve early diagnosis and treatment.</official-title></form><preamble><whereas><text>Whereas approximately 1 in 5 people living with cancer in the United States is diagnosed with a rare cancer;</text></whereas><whereas><text>Whereas all pediatric cancers are rare;</text></whereas><whereas><text>Whereas a quarter of all cancer deaths each year are due to rare cancers;</text></whereas><whereas><text>Whereas the 5-year survival rate is lower for patients with a rare cancer than for those diagnosed with a more common cancer;</text></whereas><whereas><text>Whereas the early detection and treatment of rare cancers is challenging for patients, providers, and scientists;</text></whereas><whereas><text>Whereas early detection of rare cancers currently is challenging for patients because they are not aware of rare cancer symptoms;</text></whereas><whereas><text>Whereas the length of time that it takes for providers to diagnose a rare cancer is longer than for more common cancers because symptoms may be unusual and less recognizable;</text></whereas><whereas><text>Whereas efforts to increase awareness of rare cancer symptoms among patients and clinicians would lead to earlier detection and improvements in survival rates;</text></whereas><whereas><text>Whereas scientific understanding of and the development of effective treatments for many rare cancers are less established than with more common cancers; and</text></whereas><whereas><text>Whereas treatment options for many rare cancers currently are more limited than with more common cancers: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H1687D24D78C24D168A83FEA3CC115A84"><section id="H5F53ED57DF4B49F1AD78E0C36604AC60" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives—</text><paragraph id="HF949BD96D12B43E3827FE9941003B74B"><enum>(1)</enum><text>supports designating a <quote>Rare Cancer Day</quote>;</text></paragraph><paragraph id="H6553EF99DFF24248A88047A09291EBDA"><enum>(2)</enum><text>recognizes the challenges of detecting rare cancer;</text></paragraph><paragraph id="H43AD1400645A41D68842D5513AB155F1"><enum>(3)</enum><text>understands that rare cancer is prevalent among cancer patients;</text></paragraph><paragraph id="HB02FB744AB8F4893B0ACFB6F977E261B"><enum>(4)</enum><text>acknowledges the devastating impact that rare cancer has on individuals;</text></paragraph><paragraph id="H4074F9ECF12D403080F9C38DBA088AF2"><enum>(5)</enum><text>recognizes the low survival rate of individuals with rare cancer compared to more common cancers;</text></paragraph><paragraph id="H4A0A2EFA7CC5459E8EF07A3C8E72C20F"><enum>(6)</enum><text>supports increasing awareness of rare cancer symptoms to increase early detection and improve survival rates;</text></paragraph><paragraph id="H1059D2E7542645308745404CB307458A"><enum>(7)</enum><text>encourages partnerships with the medical and scientific fields to improve the early diagnosis of rare cancers and to develop effective treatments to eradicate them; and</text></paragraph><paragraph id="H66EEB069550245BDBBDD4A7F26086515"><enum>(8)</enum><text>supports the dedication of funding to explore cures and treatments for rare cancers.</text></paragraph></section></resolution-body></resolution>
