Prohibiting remote voting in committees

Clause 2(f) of rule XI of the Rules of the House of Representatives is amended—(1)in the heading, by striking proxy and inserting proxy or remote;(2)by striking (f) and inserting (f)(1); and(3)by adding at the end the following:(2)A vote by a member of a committee or subcommittee with respect to any measure or matter may not be taken remotely..

Recognition of Members during meetings of committees

Clause 2 of rule XI of the Rules of the House of Representatives is amended by adding the following:(q)During a meeting of a committee or subcommittee, the chair shall recognize members in the order in which they seek recognition..
