the following resolution; which was referred to the Committee on
Foreign Affairs

RESOLUTION
Reaffirming the support of the United States to our strongest ally in
the region, Israel, and recognizing the authoritarian and extremist
regime of the Islamic Republic of Iran as a threat to Israel, the
region, the United States, and global stability.
Whereas the State of Israel was established on May 14, 1948, and, 11 minutes
later, President Harry Truman recognized the provisional Jewish
Government as the de facto authority of the Jewish State;
Whereas, since the establishment of Israel in 1948, the State has faced a
consistent threat to its existence by its neighboring Arab states,
fighting seven recognized wars to ensure its survival, and still faces
threats by hostile regimes to this day, in particular the Islamic
Republic of Iran;
Whereas, since the inception of the State of Israel, the United States has
remained a steadfast ally and has provided Israel consistent bilateral
assistance and missile defense funding;
Whereas the relationship with Israel is a two-way partnership with the United
States, with Israel sharing intelligence on terrorism threats, nuclear
proliferation, and provision of cutting-edge technologies that have
saved American lives as well as helping to shape the United States
approach to homeland security;
Whereas leaders of the Islamic Republic of Iran have historically called for the
destruction of Israel, with the Supreme Leader Ayatollah Ali Khamenei
calling Israel a ``cancerous tumor'' that ``will undoubtedly be uprooted
and destroyed'' in a speech on May 22, 2020, and Lotfollah Dezhkam, a
representative for Ayatollah Khamenei, stated in a speech on October 1,
2021, ``The global arrogance led by America with complicity of Israel
seeks to delay the realization of an important issue, which is the
destruction of the Zionist regime.'';
Whereas the Islamic Republic of Iran has engaged in acts of aggression with
Israel, executing a cyberattack on April 24 and 25, 2020, on water
supplies in at least two locations in Israel, attacking an Israeli-owned
commercial ship in the Indian Ocean on July 3, 2021, and providing
weapons, training, and funding to its proxy terrorist group, Hezbollah,
and also provides funding for Hamas and other terrorist groups, which
have continuously attacked Israel from both Lebanon and Syria;
Whereas the Islamic Republic of Iran has continuously threatened the United
States and, in 2021, sent members of the regime to kill Masih Alinejad,
an Iranian-American human rights activist, on American soil;
Whereas, on March 23, 2023, a suspected Iranian drone attacked a coalition base
in Syria, injuring four American troops, and according to the United
States military, United States troops have been attacked by Iranian-
backed groups roughly 78 times since 2021;
Whereas the Islamic Republic of Iran has enough enriched uranium to build
``several'' nuclear weapons according to January 2023 reports from the
United Nations, and reports from March 2023 show that Iran has allegedly
made a deal with Russia to guarantee deliveries of enriched uranium; and
Whereas should the Islamic Republic of Iran build a nuclear weapon, Israel, the
United States, and the world may be at risk of an unprovoked nuclear
attack and increasing global instability: Now, therefore, be it
Resolved, That the House of Representatives--
(1) recognizes the State of Israel as our strongest ally in
the region and reaffirms the support of the United States for
Israel to actively defend its right to existence;
(2) stands firmly in defense of Israel and its citizens;
and
(3) believes the United States and international community
must ensure the Islamic Republic of Iran does not build or
acquire any nuclear weapons.
