RES. 201</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230307">March 7, 2023</action-date><action-desc><sponsor name-id="D000632">Mr. D'Esposito</sponsor> (for himself, <cosponsor name-id="M001221">Mr. Molinaro</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="L000598">Mr. LaLota</cosponsor>, <cosponsor name-id="L000600">Mr. Langworthy</cosponsor>, and <cosponsor name-id="W000828">Mr. Williams of New York</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending the Rules of the House of Representatives to prohibit a Member who is indicted for an offense involving financial or campaign finance fraud from receiving compensation for biographies, media appearances, or expressive or creative works, and for other purposes.</official-title></form><resolution-body style="OLC" id="HD8873165FFA440F6A3D5853DDD19123B"><section id="HF5BEC02FF36A4DF69DDF2BFB4CE84DF3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This resolution may be cited as the <quote>No Fame for Fraud Resolution</quote>. </text></section><section display-inline="no-display-inline" section-type="subsequent-section" id="HBD0A64160B804041AE3941F4C91A1BDD"><enum>2.</enum><header>Prohibiting Members indicted for financial or campaign finance offenses from receiving compensation for biographies, media appearances, or expressive or creative works</header><text display-inline="no-display-inline">Rule XXV of the Rules of the House of Representatives is amended by adding at the end the following new clause:</text><quoted-block style="OLC" id="HF1B145D709DC47F499E9164DBF5F0433" display-inline="no-display-inline"><rules-clause id="H75C3D9D0E85B496B9CDDC21B95B84F43"><enum>9.</enum><paragraph id="H0C3CCF37FFE945E7BCFE14637F52B426" display-inline="yes-display-inline"><enum>(a)</enum><text>A Member, Delegate, or Resident Commissioner who is indicted for an offense described in paragraph (b) may not receive compensation, or enter into an agreement to receive compensation, for a biography, media appearance, or an expressive or creative work.</text></paragraph><paragraph id="H48CD45F6825F4F789CDEF8E6B6EEE3DB" indent="up1"><enum>(b)</enum><text>An offense described in this paragraph is—</text><subparagraph id="H4E2474E83D6345F98E48A7364C48FC05"><enum>(1)</enum><text>any offense described in subparagraph (B) of section 8332(o)(2) of title 5, United States Code, without regard to whether the offense is described in subparagraph (A) of such section; or</text></subparagraph><subparagraph id="H2622D82E16634F2CACA565356D41CB61"><enum>(2)</enum><text>any offense which is based on a violation of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30101">52 U.S.C. 30101 et seq.</external-xref>)</text></subparagraph></paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
