RES. 1459</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240917">September 17, 2024</action-date><action-desc><sponsor name-id="L000604">Mr. Lopez</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing the sense of the House of Representatives that States should reconsider implementing ranked choice voting systems.</official-title></form><preamble><whereas><text>Whereas ranked choice voting forces voters to make a determination for every candidate instead of simply voting for their favorite, thus complicating the election process;</text></whereas><whereas><text>Whereas a voter’s first choice vote may end up thrown out if their candidate receives the lowest number of first choice votes;</text></whereas><whereas><text>Whereas the possibility that a vote doesn’t count creates disenfranchisement with the electoral process;</text></whereas><whereas><text>Whereas ranked choice voting requires multiple rounds until a candidate receives more than 50 percent of the vote, prolonging the time it takes to complete the election;</text></whereas><whereas><text>Whereas the complicated process leads to voter confusion;</text></whereas><whereas><text>Whereas the increase in voting rounds may lead to counting errors;</text></whereas><whereas><text>Whereas ranked choice voting has been banned by the States of Florida, Tennessee, South Dakota, Montana, and Idaho;</text></whereas><whereas><text>Whereas candidates who would have won under traditional election rules have been shown to lose under the ranked choice voting system; and</text></whereas><whereas><text>Whereas implementing ranked choice voting systems on a large scale would require hefty financial investment to update voting equipment: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="H98090A69E6F343A8A62083AD48B0DDCD"><section id="H6B40564209284A64AF7784C7D5AAAA23" display-inline="yes-display-inline" section-type="undesignated-section"><text display-inline="yes-display-inline">That the House of Representatives believes States attempting to implement ranked choice voting systems on a wide scale should evaluate the underlying agenda that is driving the implementation of ranked choice voting systems.</text></section></resolution-body></resolution>
