which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the goals and ideals of Fentanyl Prevention and Awareness Day on August 21, 2024.</official-title></form><preamble><whereas><text>Whereas families in the United States affected by the use of illicit fentanyl use Fentanyl Prevention and Awareness Day to—</text><paragraph id="id85971d054b5b4384839e398f5e5d9121"><enum>(1)</enum><text>preserve the memory of the individuals lost to illicit fentanyl overdose or poisoning who were unsuspecting victims, experimenting with the drug, or suffering from substance use disorder;</text></paragraph><paragraph id="idc28b8fcc2595436e97018a0fa5932778"><enum>(2)</enum><text>acknowledge the devastation caused by the use of illicit fentanyl and other dangerous drugs; and </text></paragraph><paragraph id="id992ee05cd93a4fa2bee03da702b18259"><enum>(3)</enum><text>share awareness about the dangers of the use of illicit fentanyl to prevent a public health crisis, self-harm, addiction, and death; </text></paragraph></whereas><whereas><text>Whereas Fentanyl Prevention and Awareness Day is celebrated each year on August 21 by State governors and attorneys general, the Centers for Disease Control and Prevention, parent-teacher associations, the High Intensity Drug Trafficking Areas program, the Office of National Drug Control Policy, the Drug Enforcement Administration (referred to in this preamble as the <quote>DEA</quote>), and hundreds of other organizations throughout the United States;</text></whereas><whereas><text>Whereas fentanyl is a highly addictive synthetic opioid that is 100 times more potent than morphine;</text></whereas><whereas commented="no"><text>Whereas, according to the DEA, illicit fentanyl is—</text><paragraph id="ID4fbf6caedc6444db843770dfe4b7b5f2"><enum>(1)</enum><text>manufactured with other illicit drugs to increase potency;</text></paragraph><paragraph id="ID9cc65c8be38a43c0957b1f1e27135a66"><enum>(2)</enum><text>sold as a powder or mixed with other illicit drugs; and</text></paragraph><paragraph id="ID6416517415f84034a632a1cfadeb7e7a"><enum>(3)</enum><text>pressed into counterfeit pills to look like legitimate pharmaceutical drugs;</text></paragraph></whereas><whereas><text>Whereas the illicit fentanyl crisis in the United States is a serious public safety threat;</text></whereas><whereas commented="no"><text>Whereas the illicit fentanyl poisoning rate in 2023 was among the highest in the history of the United States, and fentanyl poisoning was the number 1 cause of death among people in the United States aged 18 to 45;</text></whereas><whereas commented="no"><text>Whereas synthetic opioids, primarily fentanyl and the analogues of fentanyl, are devastating communities and families at an unprecedented rate, claiming <fraction>2/3</fraction> of the more than 107,000 lives lost to drug overdoses in 2023;</text></whereas><whereas commented="no"><text>Whereas, in 2023, the number of drug-related deaths throughout the United States reached not less than 107,543;</text></whereas><whereas commented="no"><text>Whereas individuals increasingly use pills or other drugs without knowing those substances contain fentanyl;</text></whereas><whereas commented="no"><text>Whereas, as of June 2024, U.S. Customs and Border Protection personnel have seized more than 15,100 pounds of illicit fentanyl, and Federal, State, local, and Tribal law enforcement agencies continue to make record breaking seizures of illicit fentanyl for the safety of the people of the United States;</text></whereas><whereas commented="no"><text>Whereas families in the United States affected by the use of illicit fentanyl have gained momentum in educating the public about the dangers of the use of illicit fentanyl and other drugs and actively engage with Federal agencies to promote such education and awareness;</text></whereas><whereas commented="no"><text>Whereas families in the United States affected by the use of illicit fentanyl seek to raise awareness of the use of illicit fentanyl and prevent illicit fentanyl-related deaths, and those families join together in the effort to save lives on Fentanyl Prevention and Awareness Day; and</text></whereas><whereas commented="no"><text>Whereas parents, young people, schools, businesses, law enforcement agencies, religious institutions and faith-based organizations, service organizations, senior citizens, medical and military personnel, sports teams, and individuals throughout the United States will demonstrate a commitment to healthy, productive, and drug-free lifestyles on Fentanyl Prevention and Awareness Day: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="H77377E3AB4064FEDACC1C62069F50B66"><section id="H8BBE64ED1F3E4625B37DC9D9CAB37147" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the House of Representatives—</text><paragraph id="H456A75BB37664B0ABF1EFFEB536C9245"><enum>(1)</enum><text>supports the goals and ideals of Fentanyl Prevention and Awareness Day;</text></paragraph><paragraph id="H1402007A6DF14A37B0226D06F344D27D"><enum>(2)</enum><text>encourages the people of the United States to promote prevention of the use of illicit fentanyl and to educate young people on Fentanyl Prevention and Awareness Day, symbolizing a commitment to healthy, drug-free lifestyles;</text></paragraph><paragraph id="H9AF5EF0E5C54410694AA2F6244152FCF"><enum>(3)</enum><text>encourages children, teenagers, and other individuals to choose to live drug-free lives; and</text></paragraph><paragraph id="H5723915FCC704EC09DA0A1EAAC1121ED"><enum>(4)</enum><text>encourages the people of the United States to—</text><subparagraph id="H1A42B127576E4DF4A3B82C70D875DF06"><enum>(A)</enum><text>promote drug prevention and the creation of drug-free communities; and</text></subparagraph><subparagraph id="HA07DBFE82D2A4363A5A89F37C971ED4A"><enum>(B)</enum><text>participate in drug prevention activities to show support for healthy, productive, and drug-free lifestyles. </text></subparagraph></paragraph></section></resolution-body></resolution>
