<section display-inline="yes-display-inline" section-type="undesignated-section" id="H7c9e9cab-fd31-408e-9b16-7cef388934aa"><text display-inline="yes-display-inline">That upon adoption of this resolution it shall be in order to consider in the House the bill (H.R. 8281) to amend the National Voter Registration Act of 1993 to require proof of United States citizenship to register an individual to vote in elections for Federal office, and for other purposes. All points of order against consideration of the bill are waived. The amendment in the nature of a substitute recommended by the Committee on House Administration now printed in the bill shall be considered as adopted. The bill, as amended, shall be considered as read. All points of order against provisions in the bill, as amended, are waived. The previous question shall be considered as ordered on the bill, as amended, and on any further amendment thereto, to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on House Administration or their respective designees; and (2) one motion to recommit.</text></section> <section id="H598C007757F3405B8574F047062B4D35"><enum>2.</enum> <subsection id="H01DA0761BCBE49A08E7A3F85BF940AE7" display-inline="yes-display-inline"><enum></enum><text>Upon adoption of this resolution it shall be in order to consider in the House the joint resolution (H.J. Res. 165) providing for congressional disapproval under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/8">chapter 8</external-xref> of title 5, United States Code, of the rule submitted by the Department of Education relating to ‘‘Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance’’. All points of order against consideration of the joint resolution are waived. The joint resolution shall be considered as read. All points of order against provisions in the joint resolution are waived. The previous question shall be considered as ordered on the joint resolution and on any amendment thereto to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Education and the Workforce or their respective designees; and (2) one motion to recommit.</text></subsection>

<section id="H48B5A09D6DC84946B1A4A1812F49FD02"><enum>3.</enum><text display-inline="yes-display-inline">At any time after adoption of this resolution the Speaker may, pursuant to clause 2(b) of rule XVIII, declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of the bill (H.R. 8772) making appropriations for the Legislative Branch for the fiscal year ending September 30, 2025, and for other purposes. The first reading of the bill shall be dispensed with. All points of order against consideration of the bill are waived. General debate shall be confined to the bill and shall not exceed one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their respective designees. After general debate the bill shall be considered for amendment under the five-minute rule. The bill shall be considered as read. All points of order against provisions in the bill are waived. </text></section> <section id="H4E44C323963C4788A3D49C8053FCE179"><enum>4.</enum> <subsection id="H387D2A9D9A9F4CBE8D38C77B2B5E0105" display-inline="yes-display-inline"><enum>(a)</enum><text>No amendment to H.R. 8772 shall be in order except those printed in the report of the Committee on Rules accompanying this resolution and pro forma amendments described in section 5 of this resolution.</text></subsection>
<subsection id="HC284499837794091985A8316F7C20536"><enum>(b)</enum><text>Each amendment printed in the report of the Committee on Rules shall be considered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to amendment except as provided by section 5 of this resolution, and shall not be subject to a demand for division of the question in the House or in the Committee of the Whole.</text></subsection> <subsection id="HD46F050E877442A2AD2EE58BC4587AFD"><enum>(c)</enum><text>All points of order against amendments printed in the report of the Committee on Rules are waived.</text></subsection></section>
<section id="HF7D80B0CC8B04D0381891FEBC46A620D"><enum>5.</enum><text display-inline="yes-display-inline">During consideration of H.R. 8772 for amendment, the chair and ranking minority member of the Committee on Appropriations or their respective designees may offer up to 10 pro forma amendments each at any point for the purpose of debate.</text></section> <section id="H4D91DD4F0680467999748AA5136F9431"><enum>6.</enum><text display-inline="yes-display-inline">At the conclusion of consideration of H.R. 8772 for amendment the Committee shall rise and report the bill to the House with such amendments as may have been adopted.
