which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name>, and in addition to the Committees on <committee-name committee-id="HBU00">the Budget</committee-name>, and <committee-name committee-id="HRU00">Rules</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Congressional Budget and Impoundment Control Act of 1974 to include timely completion of budgetary actions as an essential purpose of such Act and to establish limitations on the official travel of Members of Congress upon failure to timely adopt a concurrent resolution on the budget, and for other purposes.</official-title></form><legis-body id="H630C851E88B6468E9DD890C8B098C7E6" style="OLC"><section id="H4063BFEFB20D4452BB1570C1BECC5B5B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Budget, No Recess Act</short-title></quote>. </text></section><section id="H2952573DA1F44B0A97D9B267A5A547B8"><enum>2.</enum><header>Timely completion of budgetary actions</header><subsection id="H1D386DD05F54485790A92D85BB7AAB36"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/621">2 U.S.C. 621</external-xref>) is amended—</text><paragraph id="H36A136BB34F7406DB0ABFBBAAB40A74B"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="HF0513D8A8A7F41B582AFA139FDEE5F64"><enum>(2)</enum><text>in paragraph (5), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H88F54485B94F405E8DB0C9081814666C"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H85A4083762C3485183C08407FD706B48" display-inline="no-display-inline"><paragraph id="H0134BDF4E45D44899BA5FE784539ED76"><enum>(6)</enum><text display-inline="yes-display-inline">to ensure timely completion of budgetary actions as outlined in this Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H0271B526B3E9464BBF0740C048B057F8"><enum>(b)</enum><header>House approval of regular appropriation bills</header><text display-inline="yes-display-inline">Section 309 of such Act is amended by inserting <quote>or August</quote> after <quote>July</quote>.</text></subsection></section><section id="HA475B76D994644E4BE0AF397DE0A92BB"><enum>3.</enum><header>Limits on official travel of Members of Congress upon failure to adopt a concurrent resolution on the budget in a timely manner</header><subsection id="H551C1FD1E7D048E19C8DF5245C0F9B8C"><enum>(a)</enum><header>Limits on official travel</header><paragraph id="H3A479EBD79FC4891A8D2A9E2E2104C3A"><enum>(1)</enum><header>Limitation</header><text>Except as provided in <internal-xref idref="HA4ABA7395A65460CA49878823939C99C" legis-path="2.(a)(2)">paragraph (2)</internal-xref>, no amounts may be obligated or expended for official travel by a Member of Congress (including a Delegate or Resident Commissioner to the Congress) during the period described in <internal-xref idref="HF00930B55C84411A8BFD7163E5019487" legis-path="2.(b)">subsection (b)</internal-xref>.</text></paragraph><paragraph id="HA4ABA7395A65460CA49878823939C99C"><enum>(2)</enum><header>Exceptions</header><subparagraph id="HE797E4BEA358401BBF549F09B929E29B"><enum>(A)</enum><header>Return to DC</header><text>If a Member of Congress is away from the seat of Government on the date on which the period described in <internal-xref idref="HF00930B55C84411A8BFD7163E5019487" legis-path="2.(b)">subsection (b)</internal-xref> begins, funds may be obligated and expended for official travel for a single return trip to the seat of Government by the Member of Congress.</text></subparagraph><subparagraph id="H93F8B0B341324E8EA6E4CBB1D0531C7A"><enum>(B)</enum><header>Travel in National Capital Region</header><text>During the period described in <internal-xref idref="HF00930B55C84411A8BFD7163E5019487" legis-path="2.(b)">subsection (b)</internal-xref>, amounts may be obligated and expended for official travel by a Member of Congress from one location in the National Capital Region to another location in the National Capital Region.</text></subparagraph><subparagraph id="H3953921D406241A6AE2FFD0F7FA5CBEE"><enum>(C)</enum><header>National security events</header><text>During the period described in <internal-xref idref="HF00930B55C84411A8BFD7163E5019487" legis-path="2.(b)">subsection (b)</internal-xref>, if a national security event that triggers a continuity of operations or continuity of Government protocol occurs, amounts may be obligated and expended for official travel by a Member of Congress for any official travel relating to responding to the national security event or implementing the continuity of operations or continuity of Government protocol.</text></subparagraph></paragraph></subsection><subsection id="HF00930B55C84411A8BFD7163E5019487"><enum>(b)</enum><header>Period described</header><text>The period described in this subsection is the period that—</text><paragraph id="HDF4AD8E94B9C46B3B0E219B303050665"><enum>(1)</enum><text>begins on the next calendar day after April 15 of each calendar year if the House of Representatives and the Senate have not adopted a concurrent resolution on the budget as required by section 301(a) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(a)</external-xref>); and</text></paragraph><paragraph id="H3990B575C9F849548F8FFD38329F36DB"><enum>(2)</enum><text>ends on the date of the adoption of a concurrent resolution on the budget.</text></paragraph></subsection><subsection id="HE478EFA6E72E4C77BC6F38386487D673"><enum>(c)</enum><header>Definitions</header><text>For the purposes of this section—</text><paragraph id="H8D8E05E73FB4471AA6AF71DF19D2320E"><enum>(1)</enum><text>a <quote>calendar day</quote> shall exclude Saturdays, Sundays, and legal holidays; and</text></paragraph><paragraph id="HD29ECE8E35444D1E9787FA39E7575933"><enum>(2)</enum><text>the term <term>National Capital Region</term> has the meaning given that term in section 8702 of title 40, United States Code.</text></paragraph></subsection></section></legis-body></bill>
