which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Energy to establish and carry out a program to provide rebates for the purchase and installation of cool roof products.</official-title></form><legis-body id="HB4517ADBDA1144FC817C9458D5A84876" style="OLC"><section id="HD581259065FC44FDA25F510DF3EAA403" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cool Roof Rebate Act of 2024</short-title></quote>. </text></section><section id="H1EAF175313894CB3862D8719C01A4119" commented="no"><enum>2.</enum><header>Cool roof rebate program</header><subsection id="H6A26C001366245A4972A504050298946" commented="no"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish and carry out a program to provide rebates to eligible households for the purchase and installation of eligible cool roof products. </text></subsection><subsection id="HE644AC34189E4D8F9B33E10C72208E78" commented="no"><enum>(b)</enum><header>Rebate amount</header><text display-inline="yes-display-inline">The amount of a rebate provided under the program established under subsection (a) shall be—</text><paragraph id="H3C80680787AB42F28B6694592DB5BBC7" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to an eligible cool roof product installed on a low-sloped roof—</text><subparagraph id="HB3552BADB3294E2FB32B9BCA976518DE" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">$0.25 per square foot if such eligible cool roof product has—</text><clause id="HD0A9C4CD0F6B45988500873905043EA5" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">a minimum 3-year aged solar reflectance of 0.65 and a minimum 3-year-aged thermal emittance of 0.75; or</text></clause><clause id="H0E8D169C8BD441CDBCCC0B6B905EFF84" commented="no"><enum>(ii)</enum><text>a minimum 3-year aged Solar Reflectance Index of 78; and</text></clause></subparagraph><subparagraph id="H81815EEDDBE94B3199E0A52D535C4508" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">$0.75 per square foot if such eligible cool roof product has—</text><clause id="HCFC9ECBD72204469A9E90D7DE87E35BC" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">a minimum 3-year aged solar reflectance of 0.75 and a minimum 3-year-aged thermal emittance of 0.75; or</text></clause><clause id="HF38BE9FF94394FE9886DA5A86C404EBC" commented="no"><enum>(ii)</enum><text>a minimum 3-year aged Solar Reflectance Index of 92; and</text></clause></subparagraph></paragraph><paragraph id="HE5E6F40DFD14499BB48A84A93926A174" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">with respect to an eligible cool roof product installed on a steep-sloped roof—</text><subparagraph id="HF8516ADD30B943158068DAA6BC1B152C" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">$0.25 per square foot if such eligible cool roof product has—</text><clause id="H95EEC05C47DC41B8A26C9B930BF44BB8" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">a minimum 3-year aged solar reflectance of 0.25 and a minimum 3-year-aged thermal emittance of 0.75; or</text></clause><clause id="H6EDA8752E46E42DB9209B906A0E597FF" commented="no"><enum>(ii)</enum><text>a minimum 3-year aged Solar Reflectance Index of 23; and</text></clause></subparagraph><subparagraph id="HA860DD2408FF4DD995C166B7E77BD813" commented="no"><enum>(B)</enum><text>$0.75 per square foot if such eligible cool roof product has—</text><clause id="H123583424BC847C49C7C2F7C3306BD49" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">a minimum 3-year aged solar reflectance of 0.40 and a minimum 3-year-aged thermal emittance of 0.75; or</text></clause><clause id="HAC0C6AEFE2D446DFA6BF6A69B276B905" commented="no"><enum>(ii)</enum><text>a minimum 3-year aged Solar Reflectance Index of 43.</text></clause></subparagraph></paragraph></subsection><subsection id="H39880F7A10A14F98A34911E47B05D99E" commented="no"><enum>(c)</enum><header>Combining rebates</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to prohibit an eligible household from receiving any other grant, rebate, or other financial assistance with respect to the same eligible cool roof product for which a rebate is provided under the program established under subsection (a).</text></subsection><subsection id="H58EFCEC83D6947ADB7A70F69A362DCB6" commented="no"><enum>(d)</enum><header>Termination date</header><text display-inline="yes-display-inline">The program established under subsection (a) shall terminate on September 30, 2029. </text></subsection><subsection id="H5BD883A91E06420B9287744E104DF536" commented="no"><enum>(e)</enum><header>Reporting requirement</header><text display-inline="yes-display-inline">Not later than 6 months after the program established under subsection (a) terminates, the Secretary shall submit to Congress a report describing, for each program participant—</text><paragraph id="H30DA20577C4E42D19DE2E700D72B721D" commented="no"><enum>(1)</enum><text>whether the participant used the rebate to help retrofit an old roof or install a new roof;</text></paragraph><paragraph id="H9B7801C960A34E8C926640F5FF85F488" commented="no"><enum>(2)</enum><text>if the participant retrofitted an old roof, which older roof product the new eligible cool roof product replaced or covered; and</text></paragraph><paragraph id="HF7EA59D87A9645F1A0D534AF0E6EC82B" commented="no"><enum>(3)</enum><text>what eligible cool roof product the participant purchased using the rebate.</text></paragraph></subsection><subsection id="H26EB137106384E59A730CA79A1504499" commented="no"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $25,000,000 for each of fiscal years 2025 through 2029.</text></subsection><subsection id="H85882572A5A8445D8D78435A910D63DB" commented="no"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act: </text><paragraph id="H86C03CE7551740C880B3173CA641C14D" commented="no"><enum>(1)</enum><header>3-year aged</header><text display-inline="yes-display-inline">The term <term>3-year aged</term> means, with respect to solar reflectance or thermal emittance of an eligible cool roof product, the solar reflectance or thermal emittance is tested after completing 3 years of field exposure, or tested after laboratory exposure that has replicated the effects of 3 years of natural exposure if the eligible cool roof product has begun but not yet completed field exposure, in accordance with the most recent standard issued by the American National Standard Institute and Cool Roof Rating Council, S100–2021.</text></paragraph><paragraph id="H5C36BDB0AF1340178BFAC6380978957F" commented="no"><enum>(2)</enum><header>Eligible cool roof product</header><text>The term <term>eligible cool roof product</term> means a product that has a rating from the Cool Roof Rating Council.</text></paragraph><paragraph id="H2FFE4FE052AA482CB632C9093A98EA45" commented="no"><enum>(3)</enum><header>Eligible household</header><subparagraph id="H7E0D886A598C473D96673846F281512C" commented="no"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the term <term>eligible household</term> means an individual or family—</text><clause id="HB8CE77DDD92C464FBA2D8AE37D9DCEBA" commented="no"><enum>(i)</enum><text>residing in a single-family or multi-family building; </text></clause><clause id="H35304C3405F54E4883D855049CE87CB7" commented="no"><enum>(ii)</enum><text>the total annual income of which is less than 200 percent of the median income of the zip code in which the individual or family resides (as reported by the Department of Housing and Urban Development); and</text></clause><clause id="H84556F9FDA634ED39450F3A07C3D9CFF" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">residing in a ZIP Code Tabulation Area that is in the 75th percentile or higher of the Heat and Health Index of the Centers for Disease Control and Prevention.</text></clause></subparagraph><subparagraph id="H76BB88461F174921ACB99ABDA3AE2375" commented="no"><enum>(B)</enum><header>Alaska, Hawaii, and territories</header><text display-inline="yes-display-inline">With respect to an individual or family residing in Alaska, Hawaii, or a territory of the United States, until the date that their respective State or territory is added to the Heat and Health Index of the Centers for Disease Control and Prevention, the term <term>eligible household</term> means that such individual or family—</text><clause id="H399F18635AD845C9B474CB5FAE8E6D86" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">resides in a single-family or multi-family building; and</text></clause><clause id="HBFE923B57A3045E6BFE565E8FB4585F1" commented="no"><enum>(ii)</enum><text>has a total annual income that is less than 200 percent of the median income of the zip code in which the individual or family resides (as reported by the Department of Housing and Urban Development).</text></clause></subparagraph></paragraph><paragraph id="H38E1FB319D504E4EBC9A4E51C65B6234" commented="no"><enum>(4)</enum><header>Incident solar flux</header><text display-inline="yes-display-inline">The term <term>incident solar flux</term> means the solar power per unit area that strikes a surface. </text></paragraph><paragraph id="HE2AEEE33EFF5453D814975DDF10DE4D1" commented="no"><enum>(5)</enum><header>Low-sloped roof</header><text display-inline="yes-display-inline">The term <term>low-sloped roof</term> means a roof with a slope (ratio of rise to run) of 2:12 or less.</text></paragraph><paragraph id="H847D4FCC57EF4A5C93843BE1E3A79D5B" commented="no"><enum>(6)</enum><header>Radiant heat flux</header><text>The term <term>radiant heat flux</term> means the radiant power per unit area. </text></paragraph><paragraph id="HEF8A1F53EE7E47F1A7289510EC8E87DD" commented="no"><enum>(7)</enum><header>Reflected solar flux</header><text display-inline="yes-display-inline">The term <term>reflected solar flux</term> means the solar power per unit area reflected from a surface.</text></paragraph><paragraph id="H99B8D08E5C154DD8A3DDA34F23394EAE" commented="no"><enum>(8)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph><paragraph id="HBCD439869A29425C8A096675F2ADF6BF" commented="no"><enum>(9)</enum><header>Solar reflectance</header><text display-inline="yes-display-inline">The term <term>solar reflectance</term> means the ratio of reflected solar flux to the incident solar flux.</text></paragraph><paragraph id="H253A29348815488980178902FD8A624F" commented="no"><enum>(10)</enum><header>Solar Reflectance Index</header><text display-inline="yes-display-inline">The term <term>Solar Reflectance Index</term> means a calculated value that combines solar reflectance with thermal emittance into a single metric, in accordance with section 2.2.9. of the Cool Roof Rating Council’s Roof Product Rating Program Manual. </text></paragraph><paragraph id="H7DA48974401545BDA94B0E9B814645BB" commented="no"><enum>(11)</enum><header>Steep-sloped roof</header><text display-inline="yes-display-inline">The term <term>steep-sloped roof</term> means a roof with a slope (ratio of rise to run) greater than 2:12.</text></paragraph><paragraph id="H804E7848145C4156AF435959B9887E43" commented="no"><enum>(12)</enum><header>Thermal emittance</header><text display-inline="yes-display-inline">The term <term>thermal emittance</term> means the ratio of the radiant heat flux emitted by a material tested at a temperature near 300 kelvin.</text></paragraph></subsection></section></legis-body></bill>
