R. 9749</legis-num><associated-doc role="report" display="yes">[Report No. 118–820]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240923">September 23, 2024</action-date><action-desc><sponsor name-id="B001311">Mr. Bishop of North Carolina</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><action display="yes"><action-date date="20241205">December 5, 2024</action-date><action-desc>Additional sponsor: <cosponsor name-id="G000590">Mr. Green of Tennessee</cosponsor></action-desc></action><action display="yes"><action-date date="20241205">December 5, 2024</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 to abolish the reorganization authority of the Department of Homeland Security, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="HA455F4FB3AEB454689E8BC9E92F15CBB" style="OLC"><section id="H0910716BCDF140F3897DF677A530BBAB" section-type="section-one"><enum>1.</enum><header>Abolition of reorganization authority of the Department of Homeland Security</header><subsection id="H2F1B624C97094889B3DEC4C3CFD59447"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title VIII of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/361">6 U.S.C. 361 et seq.</external-xref>) is amended—</text><paragraph id="H6D8958B2200349429FE3EA111EBD7146"><enum>(1)</enum><text display-inline="yes-display-inline">by striking section 857 (<external-xref legal-doc="usc" parsable-cite="usc/6/427">6 U.S.C. 427</external-xref>);</text></paragraph><paragraph id="H058A1F801151451688DB7A84F6EB0A04"><enum>(2)</enum><text>by redesignating section 858 (<external-xref legal-doc="usc" parsable-cite="usc/6/428">6 U.S.C. 428</external-xref>) as section 857;</text></paragraph><paragraph id="HCF5331B1892C4AE38D24A41D6058B9C4"><enum>(3)</enum><text>by striking section 872 (<external-xref legal-doc="usc" parsable-cite="usc/6/452">6 U.S.C. 452</external-xref>); and</text></paragraph><paragraph id="HC46205F5F8004DE58061AFBBFD4BB2BF"><enum>(4)</enum><text>by striking section 881 (<external-xref legal-doc="usc" parsable-cite="usc/6/461">6 U.S.C. 461</external-xref>).</text></paragraph></subsection><subsection id="H4E54BB13B0CA428F8075FE57F3ED86A3"><enum>(b)</enum><header>Conforming amendments</header><text>The Homeland Security Act of 2002 is amended—</text><paragraph id="H1292F5B4A0924E539F9B998CB9676255"><enum>(1)</enum><text>in section 506 (<external-xref legal-doc="usc" parsable-cite="usc/6/316">6 U.S.C. 316</external-xref>)—</text><subparagraph id="H4F6D6BAFCFE2495888F1BB9D057F20DB"><enum>(A)</enum><text>by striking subsection (b); and</text></subparagraph><subparagraph id="HF1CB3B0BC1334EE6A1F5522C6C97FD5E"><enum>(B)</enum><text>by redesignating subsections (c) and (d) as subsections (b) and (c), respectively; and</text></subparagraph></paragraph><paragraph id="H5F00C0A6CFCA465F90CE4CB8E2DBBA3D"><enum>(2)</enum><text>in section 702(b) (<external-xref legal-doc="usc" parsable-cite="usc/6/342">6 U.S.C. 342(b)</external-xref>), by striking paragraph (4).</text></paragraph></subsection><subsection id="H7B2DA5B9154C4E71BAD0D51C1F2198DB"><enum>(c)</enum><header>Clerical amendments</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended—</text><paragraph id="H9A9109A3057A47559EB8671C2220666A"><enum>(1)</enum><text>by striking the items relating to sections 857 and 858 and inserting the following new item:</text><quoted-block style="OLC" id="H20D6C05DD8E644349B9605B332E5E5C3" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 857. Identification of new entrants into the Federal marketplace.</toc-entry></toc><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H14214CB48222463F997157C7382863A7"><enum>(2)</enum><text>by striking the items relating to sections 872 and 881.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20241205">December 5, 2024</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
