Mr. Bishop of North Carolina introduced the following bill; which was
referred to the Committee on Homeland Security

A BILL
To amend the Homeland Security Act of 2002 to abolish the
reorganization authority of the Department of Homeland Security, and
for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. ABOLITION OF REORGANIZATION AUTHORITY OF THE DEPARTMENT OF
HOMELAND SECURITY.
(a) In General.--Title VIII of the Homeland Security Act of 2002 (6
U.S.C. 361 et seq.) is amended--
(1) by striking section 857 (6 U.S.C. 427);
(2) by redesignating section 858 (6 U.S.C. 428) as section
857;
(3) by striking section 872 (6 U.S.C. 452); and
(4) by striking section 881 (6 U.S.C. 461).
(b) Conforming Amendments.--The Homeland Security Act of 2002 is
amended--
(1) in section 506 (6 U.S.C. 316)--
(A) by striking subsection (b); and
(B) by redesignating subsections (c) and (d) as
subsections (b) and (c), respectively; and
(2) in section 702(b) (6 U.S.C. 342(b)), by striking
paragraph (4).
(c) Clerical Amendments.--The table of contents in section 1(b) of
the Homeland Security Act of 2002 is amended--
(1) by striking the items relating to sections 857 and 858
and inserting the following new item:
``Sec. 857. Identification of new entrants into the Federal
marketplace.''; and
(2) by striking the items relating to sections 872 and 881.
