which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reauthorize the Global Fragility Act of 2019, and for other purposes.</official-title></form><legis-body id="H33B1F03D40014C93B3773D24913E2CC1" style="OLC"><section id="H1DDE6228FB084BB8AA33FCC6902D45B2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Global Fragility Reauthorization Act</short-title></quote>.</text></section><section id="H76873C84FBBB4F2E8E057F7FA9DBDA74"><enum>2.</enum><header>Annual Global Fragility Act Steering Committee Meeting on Policy Alignment</header><subsection id="H253E2B1A83A44B029D9AA20F50B98E55"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 506 of the Global Fragility Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/22/9805">22 U.S.C. 9805</external-xref>) is amended—</text><paragraph id="HFB7C3E8501134CF6A26A115F01801C95"><enum>(1)</enum><text>by striking <quote>Not later than</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general</header-in-text>.—Not later than</quote>; and</text></paragraph><paragraph id="HDD005255C5704D5CBCBED3EA8F9B9633"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HEEE4DEC1244547E29C83CC143BCB39A0" display-inline="no-display-inline"><subsection id="H39A76570B993428AA4E061FC98AF2CA7"><enum>(b)</enum><header>Annual meetings</header><paragraph id="H6D5773B84BCD47FDA0BC8FB3C0FD714C"><enum>(1)</enum><header>In general</header><text>The senior Federal officials referred to in paragraph (2) shall convene an annual meeting—</text><subparagraph id="HE8160F12AE3645CDB39D34646F64FBF5"><enum>(A)</enum><text>to evaluate the extent to which the strategic approach and objectives of priority country and regional plans described in section 506 align to current United States policy priorities in the relevant countries and regions;</text></subparagraph><subparagraph id="H56B76D22EC9E4AFF9BC4590BCADC73F4"><enum>(B)</enum><text>to assess the elements described in paragraphs (1) through (11) of subsection (a) and consider steps to address any deficiencies in such elements;</text></subparagraph><subparagraph id="H6815D3F4650E4648BC7DA4F4EF86E79A"><enum>(C)</enum><text>to determine any beneficial updates or amendments to the priority country and region plans or United States policy priorities to ensure effective short and long-term alignment; and</text></subparagraph><subparagraph id="H1E94C015348647BC91FD0A289469DA49"><enum>(D)</enum><text>to consider any beneficial steps to increase alignment of relevant diplomatic, development, and security assistance and cooperation activities with the objectives of such plans and priorities.</text></subparagraph></paragraph><paragraph id="H6A19F407876D4245910D2E6741F3CBC5"><enum>(2)</enum><header>Participants</header><text>Each meeting described in paragraph (1) shall be chaired by a position not lower than the Deputy Secretary of State or the Deputy National Security Advisor and include the participation of—</text><subparagraph id="HA2F83C260E1F4484969EC931C96712FC"><enum>(A)</enum><text>the Under Secretary of State for Civilian Security, Democracy, and Human Rights;</text></subparagraph><subparagraph id="HDAF190A6BAE3467CBA9943C5F431E188"><enum>(B)</enum><text>the Under Secretary of State for Political Affairs;</text></subparagraph><subparagraph id="H676B9E7709F4446BAA6847AB9CD80045"><enum>(C)</enum><text>the Administrator of the United States Agency for International Development (USAID);</text></subparagraph><subparagraph id="HD1CC5D6F49EC4DCFB442C4ED2D7F0A26"><enum>(D)</enum><text>the Deputy Administrator of USAID for Policy and Programming;</text></subparagraph><subparagraph id="H92EAFB4ED43440E997ED43FB86938765"><enum>(E)</enum><text>the Under Secretary of Defense for Policy;</text></subparagraph><subparagraph id="H89399216701243F99DFAA49468D0D3C5"><enum>(F)</enum><text>the Under Secretary of the Treasury for International Affairs;</text></subparagraph><subparagraph id="H3FCC8922DAD54828B76941F70F683C67"><enum>(G)</enum><text>each relevant Assistant Secretary, Assistant Administrator, National Security Counsel Senior Director, and relevant equivalent level official with regional or functional responsibility for planning, coordination, or implementation of diplomatic, development, or security cooperation or assistance activities in a priority country; and</text></subparagraph><subparagraph id="H83B63F6FFF54421887C3573D66C919BB"><enum>(H)</enum><text>equivalent level participation from all other relevant Federal departments and agencies with activities relevant to conflict prevention or stabilization in a priority county or region.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H53A112F54B4448B88218B4443D15D418"><enum>(b)</enum><header>Conforming amendments</header><text display-inline="yes-display-inline">The Global Fragility Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/22/9801">22 U.S.C. 9801 et seq.</external-xref>) is amended—</text><paragraph id="HF43B16156D7C4E97A60329A81950F996"><enum>(1)</enum><text>in section 507(1), by striking <quote>section 506</quote> and inserting <quote>section 506(a)</quote>; and</text></paragraph><paragraph id="HE5C06EE9ABEA42E4B11AFCC1989312D3"><enum>(2)</enum><text display-inline="yes-display-inline">in section 508(a), by striking <quote>section 506</quote> and inserting <quote>section 506(a)</quote>. </text></paragraph></subsection></section><section id="HE88FCBD6C1314DFF9B4467B57BD38D7D"><enum>3.</enum><header>Reauthorization of the Prevention and Stabilization Fund</header><text display-inline="no-display-inline">Section 509(a) of the Global Fragility Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/22/9807">22 U.S.C. 9807(a)</external-xref>) is amended—</text><paragraph id="H99DFC015C40A41A2BCDF473D1DE9C544"><enum>(1)</enum><text>in paragraph (2), by striking “2024” and inserting “2029”; and</text></paragraph><paragraph id="H89C8D6BB34104B13A3C56C326E22D550"><enum>(2)</enum><text>in paragraph (3)(A), by adding at the end the following: </text><quoted-block style="OLC" id="HCE2B712DEBDF43F2828B4546BF395CCD" display-inline="no-display-inline"><clause id="H0C1094ABD01E40709A35636D4DE3D641"><enum>(iii)</enum><text display-inline="yes-display-inline">for administrative and other expenses related to the operation, management, and monitoring, evaluation, and learning for programs and activities related to the implementation of the Global Fragility Strategy established pursuant to section 504, including diplomatic and other operational activities carried out to implement such strategy in countries and regions selected by the President, pursuant to section 505(a), notwithstanding any other provision of law.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HE3696171D2D6408EA21FA8F0010EF972"><enum>4.</enum><header>Reauthorization of the Complex Crises Fund</header><text display-inline="no-display-inline">Section 509(b)(2) of the Global Fragility Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/22/9807">22 U.S.C. 9807</external-xref>) is amended by striking “2024” and inserting “2029”.</text></section><section id="H07332B54F81A44008FEB34B6A12538EE"><enum>5.</enum><header>Use of Economic Support Fund to support monitoring, evaluation, and learning activities</header><text display-inline="no-display-inline">Funds authorized to be appropriated or otherwise made available to carry out chapter 4 of part II of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2346">22 U.S.C. 2346 et seq.</external-xref>; relating to the Economic Support Fund) are authorized to be made available for monitoring, evaluation, and learning activities in countries and regions selected by the President, pursuant to section 505(a) of the Global Fragility Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/22/9804">22 U.S.C. 9804</external-xref>), notwithstanding any other provision of law for any program funded from amounts available for the Prevention and Stabilization Fund established under section 509(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/9808">22 U.S.C. 9808(a)</external-xref>) in any fiscal year and related programs funded by other agencies to implement the Global Fragility Strategy established pursuant to section 504 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/9803">22 U.S.C. 9803</external-xref>).</text></section></legis-body></bill>
