R. 9636</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240917">September 17, 2024</action-date><action-desc><sponsor name-id="P000614">Mr. Pappas</sponsor> (for himself, <cosponsor name-id="K000399">Mrs. Kiggans of Virginia</cosponsor>, <cosponsor name-id="M001213">Mr. Moore of Utah</cosponsor>, and <cosponsor name-id="M001221">Mr. Molinaro</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To allow States to require payment of State fees related to boating as a condition for issuance of a vessel number and to collect such fees in conjunction with other fees related to vessel numbering.</official-title></form><legis-body id="H1F73CF16DAD644CABB7DD13D099601E2" style="OLC"><section id="HF62A4980651E46F2ACB0855C6A2B30BE" section-type="section-one"><enum>1.</enum><header>Collection of state fees related to boating</header><text display-inline="no-display-inline">Section 12307 of title 46, United States Code, is amended—</text><paragraph id="HA56ADED1283D4CE8A1B7A13F853FC6A5"><enum>(1)</enum><text>in the matter preceding paragraph (1)—</text><subparagraph id="H18A91B12D68D41A18F8858FDE5CC9E40"><enum>(A)</enum><text>by striking <quote>The authority</quote> and inserting <quote><header-in-text level="subsection" style="USC"><enum-in-header>(a)</enum-in-header> In general.—</header-in-text>The authority</quote>; </text></subparagraph><subparagraph id="H076F672B7B294A24ACB02028AA5074D3"><enum>(B)</enum><text>by striking <quote>that are—</quote> and inserting <quote>that—</quote>;</text></subparagraph></paragraph><paragraph id="HE9987663AD55460F8782DDE24ECA63AE"><enum>(2)</enum><text>in paragraph (1)—</text><subparagraph id="H82A1BF02C3544EEDADB10584313C94A0"><enum>(A)</enum><text>by inserting <quote>are</quote> before <quote>prescribed</quote>; and</text></subparagraph><subparagraph id="HA5123F9ED9D34E4F86C1CC8B8E435ADE"><enum>(B)</enum><text>by striking <quote>; or</quote> and inserting a semicolon;</text></subparagraph></paragraph><paragraph id="H4D79D49D5F29451CB16AD91DF33114C0"><enum>(3)</enum><text>in paragraph (2)—</text><subparagraph id="HF178DBE78A04463EAA464D27569CDD8C"><enum>(A)</enum><text>by inserting <quote>are</quote> before <quote>related</quote>; and</text></subparagraph><subparagraph id="H9DA937FE897E4E8696A4AEEE9D8EF9CD"><enum>(B)</enum><text>by striking the period and inserting <quote>; or</quote>; and</text></subparagraph></paragraph><paragraph id="H1B52BEA50F524CFCBAE6C574585F93A2"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block id="H4FEF99F244CA4A4EA3020C5C12DE4213" style="OLC"><paragraph id="HFF6C098AD18F4C1F91AEA70B54E8111E"><enum>(3)</enum><text>require the payment of State fees related to boating, which may include fees for search and rescue operations, boating safety measures, or efforts to address aquatic invasive species.</text></paragraph><subsection id="HFBDF655CFDD1444EAE5AA4C07319FB88"><enum>(b)</enum><header>State fees related to boating</header><text>A State issuing authority may collect a fee described in subsection (a)(3) in conjunction with the collection of any other fee established under this section.</text></subsection><subsection id="H609C741C5E6E4BDD893FFE39ADBBFB3C"><enum>(c)</enum><header>Use of fees</header><text display-inline="yes-display-inline">Fees collected by States under the authority this section may only be used to fund activities directly related to improving recreational boating, boater safety, boater access, use of waterways by recreational boaters, and aquatic invasive species. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
