A BILL
To amend the Federal Fire Prevention and Control Act of 1974 to expand
the eligibility of certain recipients for SAFER grants, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Enhancing SAFER Grants for Local
Firefighters Act''.
SEC. 2. EXPANDED ELIGIBILITY FOR SAFER GRANTS.
Section 34 of the Federal Fire Prevention and Control Act of 1974
(15 U.S.C. 2229a) is amended--
(1) in subsection (a)(1)--
(A) in subparagraph (A), by inserting ``retaining
or'' before ``increasing the number'';
(B) in subparagraph (B), by inserting ``retain or''
before ``hire new''; and
(C) in subparagraph (F), by inserting ``retained
or'' before ``hired'';
(2) in subsection (b)--
(A) in paragraph (3)(D), by inserting ``retain,''
before ``seek,''; and
(B) by adding at the end the following new
paragraph:
``(4) In making a grant under this section, the Administrator of
FEMA may permit an applicant for such a grant to amend a submitted
application in lieu of creating a new application, for consideration
for funding for up to five subsequent years after the original
application was submitted for consideration for funding if such
applicant was not awarded a grant pursuant to such original
application.''; and
(3) in subsection (c)(1)--
(A) by inserting ``, bonuses,'' after ``salaries'';
and
(B) by inserting ``retain or'' before ``hire''.
