which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To repeal the provisions of the National Voter Registration Act of 1993 other than the provisions requiring States to conduct a general program that makes a reasonable effort to remove the names of ineligible voters from the official lists of eligible voters in the State and the provisions imposing criminal penalties for fraudulent voter registration or voting activities.</official-title></form><legis-body id="HC460D659BDC449E69A3DE01943097364" style="OLC"><section id="HC20BECAFE0464A13BE8BC7109DD86291" section-type="section-one"><enum>1.</enum><header>Repeal of National Voter Registration Act of 1993</header><subsection id="H2175791056A9460683EF4F5DC6AC2783"><enum>(a)</enum><header>Repeal</header><text display-inline="yes-display-inline">Except as provided in subsection (b), the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20501">52 U.S.C. 20501 et seq.</external-xref>) is repealed, and any provision of law amended or repealed by such Act is restored or revived as if such Act had not been enacted into law.</text></subsection><subsection id="HB4F007079CE94E2C9F6C880C028A905A"><enum>(b)</enum><header>Exception</header><text>Subsection (a) does not apply with respect to the following provisions of such Act:</text><paragraph id="HD4378BF0F9EC445691EA8D1BF29820BD"><enum>(1)</enum><text>Section 1 (relating to the short title) (<external-xref legal-doc="usc" parsable-cite="usc/52/10101">52 U.S.C. 10101</external-xref> note).</text></paragraph><paragraph id="H441709418DA149209D2AB0DC7EED9667"><enum>(2)</enum><text>Section 3 (relating to definitions) (<external-xref legal-doc="usc" parsable-cite="usc/52/20502">52 U.S.C. 20502</external-xref>).</text></paragraph><paragraph id="H7876E291C9C14B799FD9C72EE15950E5"><enum>(3)</enum><text>Any section amended or redesignated under section 2 of this Act.</text></paragraph></subsection></section><section id="H65018C75E3FD4DB7A5B74B2B5561C179"><enum>2.</enum><header>Retention of certain provisions</header><subsection id="H1EBE138D13584586894E4B9A86F02C5B"><enum>(a)</enum><header>Revised statement of purposes of Act</header><text display-inline="yes-display-inline">Section 2 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20501">52 U.S.C. 20501</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H33F16E1C3CE641FE8BA19716E3553B5A" display-inline="no-display-inline"><section id="HE8E3300253F0424099632A44E75227DE"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are to—</text><paragraph id="H9AC957B0F089464FA728F3DC5F4A87B9"><enum>(1)</enum><text display-inline="yes-display-inline">protect the integrity of the electoral process; and</text></paragraph><paragraph id="H85189D8B79F34FCABDC7DC94ABA4476F"><enum>(2)</enum><text>to ensure that accurate and current voter registration rolls are maintained.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8F293AC9A36B4E9B8DC72B23F7491578"><enum>(b)</enum><header>Removal of names of ineligible voters from voter registration lists</header><text display-inline="yes-display-inline">Section 8 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507</external-xref>) is amended—</text><paragraph id="H36361ABD76DB482B8D7214E348E6DAA0"><enum>(1)</enum><text>by redesignating such section as section 4;</text></paragraph><paragraph id="HCDAFF022C6BB453496C112100CC3ADBD"><enum>(2)</enum><text>by amending subsection (a) to read as follows:</text><quoted-block style="OLC" id="HB744237D4E8C453D83D95D1B4E86AFF6" display-inline="no-display-inline"><subsection id="H78FD50066B41497ABCBDED3AFE294526"><enum>(a)</enum><header>Removal of names of ineligible voters</header><text display-inline="yes-display-inline">In the administration of voter registration for elections for Federal office, each State shall—</text><paragraph id="H255574E4B0BB4BDEBD1C9B032547195D"><enum>(1)</enum><text>provide that the name of a registrant may not be removed from the official list of eligible voters except—</text><subparagraph id="HA09892F60E824BC98680157A46962BB7"><enum>(A)</enum><text>at the request of the registrant;</text></subparagraph><subparagraph id="H30479C54F2DA4F6D9560E7D574A433F3"><enum>(B)</enum><text>as provided by State law, by reason of criminal conviction or mental incapacity; or</text></subparagraph><subparagraph id="H97B07EDE88BD4873B98099BACFC38239"><enum>(C)</enum><text>as provided under paragraph (2); and</text></subparagraph></paragraph><paragraph id="HEA89D9B502144EF3BFD93DF61F111793"><enum>(2)</enum><text>conduct a general program that makes a reasonable effort to remove the names of ineligible voters from the official lists of eligible voters by reason of—</text><subparagraph id="H0208DD11BD0D43EEB6E8EF21B56C617A"><enum>(A)</enum><text>the death of the registrant; or</text></subparagraph><subparagraph id="H6111D35737674E488BE2632C2AAEB348"><enum>(B)</enum><text>a change in the residence of the registrant, in accordance with subsections (b), (c), and (d).</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H4E53911E66394591A9D7A38994ACCE94"><enum>(3)</enum><text>in subsection (c)(1), by striking <quote>subsection (a)(4)</quote> and inserting <quote>subsection (a)(2)</quote>; and</text></paragraph><paragraph id="H72B94E9524044D8AB2D3551E1779DD28"><enum>(4)</enum><text>in subsection (c)(2)(B)(i), by striking <quote>paragraph (3) (A) or (B) or (4)(A) of subsection (a)</quote> and inserting <quote>paragraph (1)(A) or (B) or (2)(A) of subsection (a)</quote>.</text></paragraph></subsection><subsection id="H11ED8DFA909048529FC175440F16327A"><enum>(c)</enum><header>Designation of chief State election official</header><text>Section 10 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/20509">52 U.S.C. 20509</external-xref>) is redesignated as section 5.</text></subsection><subsection id="HD60D35A9C7FD4B17A78A0C158E63529D"><enum>(d)</enum><header>Criminal penalties for fraudulent activities</header><text>Section 12 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/20511">52 U.S.C. 20511</external-xref>) is redesignated as section 6.</text></subsection></section></legis-body></bill>
