which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the gender-based violence survivor workforce program.</official-title></form><legis-body id="H781DD79985B04294AE96AB1CE78AF025" style="OLC"><section id="H66E65DD400E943E8A5F7A1CCA1A5565F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Skills Against Violence Act of 2024</short-title></quote>.</text></section><section id="HF3E742C4DAD242D1AB38FC0097B64B1B"><enum>2.</enum><header>Workforce program</header><text display-inline="no-display-inline">Title IV of the Violent Crime Control and Law Enforcement Act of 1994 is amended by adding at the end the following:</text><quoted-block style="OLC" id="HBBD3CDCC5960471189AC22130F968196" display-inline="no-display-inline"><section id="HF0498A09CCDF4E029E415C1DA040859E"><enum>41001.</enum><header>Gender-Based Violence Survivor Workforce Program</header><subsection id="H0809EB69AF4947D587C9A9C861CB0413"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Office on Violence Against Women (in this section, referred to as <quote>Director</quote>), in consultation with the Director of the Women’s Bureau, the Assistant Secretary for Employment and Training Administration, and the Secretary of Labor, shall award grants, as appropriate, to States, units of local government, Indian tribes, and nonprofit organizations, including domestic violence and sexual assault victim service providers and domestic violence and sexual assault coalitions, that have a documented history of effective work concerning domestic violence, dating violence, sexual assault, or stalking to carry out programs to provide assistance to minors, adults, and their dependents.</text></subsection><subsection id="H392D49CE5C3042F3AA010B2631234396"><enum>(b)</enum><header>Use of funds</header><text>Any grant awarded under this section may be used for programs that provide the following:</text><paragraph id="H7B72112DE528408BAA48B3E47F43015F"><enum>(1)</enum><text display-inline="yes-display-inline">Activities to help survivors secure employment, including obtaining employment counseling, occupational training, job retention counseling, and counseling concerning re-entry into the workforce. </text></paragraph><paragraph id="HD9B3AB5E5FB84B6BBBBD699790BCA9ED"><enum>(2)</enum><text>Outreach activities to make survivors aware of services offered under this program.</text></paragraph><paragraph id="H2DC9552434E441BD8240A9278A782454"><enum>(3)</enum><text display-inline="yes-display-inline">Outreach activities to connect survivors with employers that meet their needs and that support a safe workspace for survivors.</text></paragraph><paragraph id="H89392FC8F45D44AF90543DA3BA2120CF"><enum>(4)</enum><text display-inline="yes-display-inline">Support services (as defined by section 3 of the Workforce Innovation and Opportunity Act), including—</text><subparagraph id="H34CF4C4C03B44F12A36561DB6775631D"><enum>(A)</enum><text display-inline="yes-display-inline">child care, disability care, elder care, and other forms of care;</text></subparagraph><subparagraph id="HEC86DACFDE744A08A826ADF88614F623"><enum>(B)</enum><text>transportation;</text></subparagraph><subparagraph id="H38395F9FCEFD4ED5B5FA9696FE29C764"><enum>(C)</enum><text>professional clothing and equipment;</text></subparagraph><subparagraph id="HCC06895C172D4AEAA1D4A85EBCC824BF"><enum>(D)</enum><text display-inline="yes-display-inline">legal services; and</text></subparagraph><subparagraph id="H88B655681BEC439EB044C456A6D15E0E"><enum>(E)</enum><text display-inline="yes-display-inline">gender-based violence counseling and other mental health counseling.</text></subparagraph></paragraph></subsection><subsection id="H448FFCB8DD964F6E8E756705B87F7722"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">To receive a grant under this section, an eligible entity shall submit an application to the Director at such time, in such manner, and accompanied by such information as the Director may reasonably require.</text></subsection><subsection id="HCC046FFD53CD4C78BB9C79EFC390BC5F"><enum>(d)</enum><header>Reports</header><paragraph id="H859C1E0B3BB442C69850E5F59AB42CA1"><enum>(1)</enum><header>Report to Director</header><text display-inline="yes-display-inline">As a part of the report required to be submitted under section 40002(b)(6) of this title, an eligible entity that receives a grant under this section shall annually submit to the Director information relating to the effectiveness of the programs carried out with amounts from the grant, including—</text><subparagraph id="H0BA5B76FA4224A7FA90F43BCF230AC49"><enum>(A)</enum><text display-inline="yes-display-inline">the number of survivors for whom the eligible entity supported workforce development;</text></subparagraph><subparagraph id="H01E526DA8B7B42498B232D966898F8C8"><enum>(B)</enum><text>if applicable, the number of survivors who—</text><clause id="H0B2E7E1106B1406A8F74C0CCC557C25E"><enum>(i)</enum><text>sought career services from the eligible entity; and</text></clause><clause id="H1A50791DBF7F40D6A0D08E947482AD38"><enum>(ii)</enum><text>the eligible entity could not serve;</text></clause></subparagraph><subparagraph id="HBC83F438EF1B4B119E62059AECD3EEEA"><enum>(C)</enum><text>if applicable, the number of survivors who—</text><clause id="H7E1491D154BB4D6595EC822DDD107AA1"><enum>(i)</enum><text>sought occupational skills training;</text></clause><clause id="H9DBB8005DC9045249DE523F02E2475FF"><enum>(ii)</enum><text>received occupational skills training; and</text></clause><clause id="H4D2B414D2FFB463A80ADF636EDEDCD03"><enum>(iii)</enum><text>completed occupational skills training;</text></clause></subparagraph><subparagraph id="H3AD8CC79C83A4881955963AA44CE45EB"><enum>(D)</enum><text display-inline="yes-display-inline">if applicable, the number of individuals who—</text><clause id="HA89181C1FEEE461787897F138CF25E4C"><enum>(i)</enum><text display-inline="yes-display-inline">sought supportive services under subsection (b)(4);</text></clause><clause id="H51913E7BFC794469B2C131E74F56D332"><enum>(ii)</enum><text>received supportive services under subsection (b)(4);</text></clause></subparagraph><subparagraph id="H5AA1A74D5B0240E3881FBC09097A3743"><enum>(E)</enum><text display-inline="yes-display-inline">a survivor evaluation component that is documented through survey or interview, including the satisfaction of survivors with the career services;</text></subparagraph><subparagraph id="H89CCDC0988FE4DC78E1857E168923B30"><enum>(F)</enum><text>if applicable, the number of survivors who received career services who—</text><clause id="HBD53CE583E9D4F85801CCBA4735C1FB0"><enum>(i)</enum><text>enter employment;</text></clause><clause id="HE9B17C64AD4B48E7A8925E78E687C0B3"><enum>(ii)</enum><text>failed to enter employment; and</text></clause><clause id="HF31E39112ABA4D9BA4904D473FFC1DE9"><enum>(iii)</enum><text>any other qualitative or quantitative information determined by the Director.</text></clause></subparagraph></paragraph><paragraph id="H270DC2B0974149CA8E8D2A60D3D0BAE2"><enum>(2)</enum><header>Report to Congress</header><text>Not later than 2 years after the date of enactment of this section, and biennially thereafter, the Director shall submit to Congress a report that summarizes the reports received by the Director under paragraph (1).</text></paragraph></subsection><subsection id="HCCCA4D7CBBCD4F83880D9DA435011A78"><enum>(e)</enum><header>Survivors defined</header><text display-inline="yes-display-inline">The term <quote>survivor</quote> means a survivor of domestic violence, dating violence, sexual assault, gender-based violence, trafficking, sexual harassment, and stalking.</text></subsection><subsection id="H54CC5C6B80D645549C4F821326D843FB"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Director such sums as may be necessary for each of fiscal years 2025 through 2029 to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
