<subsection id="H833BF4D476AB419F9C301E2E2BC53854"><enum>(a)</enum><header>Prices</header><text>The price at which additional copies of Government publications are offered for sale to the public by the Superintendent of Documents shall be based on the cost as determined by the Director of the Government Publishing Office plus a premium to cover the costs of sale and delivery. A discount may be allowed as determined by the Superintendent of Documents.</text></subsection> <subsection id="H902BE2285E5F45FC982AE6075BBD7D4F"><enum>(b)</enum><header>Resale authority</header><text>The Superintendent of Documents may prescribe terms and conditions under which he authorizes the resale of Government publications by book dealers, and he may designate any Government officer his agent for the sale of Government publications under regulations agreed upon by the Superintendent of Documents and the head of the respective department or establishment of the Government.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H54DF131AA1E44C118F5986C93D4F04BD"><enum>(d)</enum><header>Authority of superintendent of documents To establish requirements for distribution, sale, and disposal of unneeded documents</header><text>Section 1720 of such title is amended by striking <quote>distribution or sale</quote> and inserting <quote>distribution, sale, or disposal in accordance with requirements established by the Superintendent of Documents</quote>.</text></subsection></section> <enum>II</enum><header>Public information programs</header> <section id="HE7C2B7582DA3433380EB398C2186FFFF"><enum>201.</enum><header>Purpose and establishment</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/19">Chapter 19</external-xref> of title 44, United States Code, is amended by inserting before section 1901 the following new section:</text>

<section id="HBE2EF16B23194A12B33EC543609AC1E5"><enum>1900.</enum><header>Purpose and establishment of the public information programs of the Superintendent of Documents</header>
<subsection id="H79D0A7B50B9445398D019080F315E42E"><enum>(a)</enum><text>The purposes of this chapter are the following:</text> <paragraph id="HEC24C691062A4E138F49C0DE6339D7C6"><enum>(1)</enum><text>To ensure the public’s right to free, equitable, and convenient access to Government public information.</text></paragraph>
<paragraph id="H94446C2F29A74558955A343BA3D7653A"><enum>(2)</enum><text>To establish the Public Information Programs of the Superintendent of Documents in the Government Publishing Office, that together, function to identify, acquire, catalog, preserve, authenticate, disseminate, reformat, and provide no-fee permanent public access to the corpus of Government public information for future generations, including the following programs and activities:</text> <subparagraph id="H73CFB11936B547C891808F9838C4ADC3"><enum>(A)</enum><text>The Federal Depository Library Program.</text></subparagraph>
<subparagraph id="H912383B9239342ED92496EFB5188C4C2"><enum>(B)</enum><text>The Cataloging and Access Services Program.</text></subparagraph> <subparagraph id="HDB5D2430CE1648AA8FE5B5F4DE126175"><enum>(C)</enum><text>Online System of Access.</text></subparagraph>
<subparagraph id="H02D3EBC035B147D5B77002E87733B490"><enum>(D)</enum><text>The National Collection of U.S. Government Public Information.</text></subparagraph> <subparagraph id="H4A942CFF327942419A31521D5B2E48F9"><enum>(E)</enum><text>Preservation Program.</text></subparagraph>
<subparagraph id="HD3627FD3720F41B18D4B169700F8277C"><enum>(F)</enum><text>Sales to the Public.</text></subparagraph></paragraph></subsection> <subsection id="HD718540D496A4258B1F5E26569778352"><enum>(b)</enum><text>The Superintendent of Documents shall engage in activities that enhance awareness and access to Government public information or provide services that support libraries in their efforts to serve their communities.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="H85E65396D5464E4EB2F2150BF4F922BA"><enum>202.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 1901 of such title is amended to read as follows:</text> <quoted-block id="H52E5B5B8DDD046D280626BE4C7BB0FDA" style="USC"> <section id="H42CB3492978E4445BE3871295EBA9AB1"><enum>1901.</enum><header>Definitions</header><text display-inline="no-display-inline">In this chapter—</text>
<paragraph id="HD371300E195B40CBA3A948EDFA19064E"><enum>(1)</enum><text>the term <quote>access services</quote> means those functions or services which enable or enhance discovery, awareness, and use of Government public information in the National Collection of U.S. Government Public Information, and Federal documents collections held by Federal depository libraries;</text></paragraph> <paragraph id="HAEFC4A51AFE54A7CADA8F2AD1703FF74"><enum>(2)</enum><text>the term <quote>Government public information</quote> means Federal Government publications or information resources, regardless of physical form or medium, compiled by Government employees, or at Government expense, or as required by law, and disseminated to the public by an agency or a contractor thereof or of educational value, including such publications or information resources which have been declassified;</text></paragraph>
<paragraph id="HE3BBE1DF1965423C829B5AE062FA602A"><enum>(3)</enum><text>the term <quote>Government publication</quote> means informational matter which is published as an individual document at Government expense, or as required by law;</text></paragraph> <paragraph id="H354FBFAFACC84A348FD3CEDE44CE78A1"><enum>(4)</enum><text>the term <quote>information</quote> means any communication or representation of knowledge such as facts, data, or opinions in any medium or form, including textual, numerical, graphic, cartographic, narrative, electronic, or audiovisual forms;</text></paragraph>
<paragraph id="HFA479348A7464912931C2DBED6689844"><enum>(5)</enum><text>the term <quote>information lifecycle management</quote> means the process of planning, budgeting, administering, processing, and controlling information, whether in the form of a tangible or digital information asset, throughout the stages of the asset, including the asset’s—</text> <subparagraph id="H2D2CC9BC6EDF4A6E86EB1FE9802B9BEF"><enum>(A)</enum><text>creation, identification, and acquisition;</text></subparagraph>
<subparagraph id="HE93F9A90FFCB48F6A0F5723B6E220C7D"><enum>(B)</enum><text>organization, bibliographic control, and metadata;</text></subparagraph> <subparagraph id="H4C7DE0046DD84C38AFE0B819BB03D92A"><enum>(C)</enum><text>preservation, digitization, and reformatting;</text></subparagraph>
<subparagraph id="H2343C198A4E34F2096765E73EE5F131B"><enum>(D)</enum><text>authentication, access, and dissemination;</text></subparagraph> <subparagraph id="H13E702712AE34FCD8B7245A2A6E602C4"><enum>(E)</enum><text>promotion;</text></subparagraph>
<subparagraph id="H33A3EEE1F93B46AD948C568C8008FD77"><enum>(F)</enum><text>storage; and</text></subparagraph> <subparagraph id="H6DEF6B9D6FB0420CB98ED5D3F4CF85C4"><enum>(G)</enum><text>management through a trusted digital repository;</text></subparagraph></paragraph>
<paragraph id="HB9ACDF1FBFBF47D881AE8C4BEF061288"><enum>(6)</enum><text>the term <quote>permanent public access</quote> means making Government public information resources discoverable and available to, and accessible by, the public on an indefinite, continuing basis, without charge;</text></paragraph> <paragraph id="H8E558F484C76467EA2850FD821F05C22"><enum>(7)</enum><text>the term <quote>preservation</quote> means strategic initiatives, programs, and processes designed to maintain useful access to information assets, serving the information needs of both present and future generations; and</text></paragraph>
<paragraph id="H10D294B5BC8946BD90079C2FD27F1364"><enum>(8)</enum><text>the term <quote>unreported public information</quote> means Government public information which is not cataloged or otherwise identifiable or retrievable by an end user of the catalog described in section 1917.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H3A2F29C087D145A4A76207AC049D1E67"><enum>203.</enum><header>Availability of Government publications</header><text display-inline="no-display-inline">Section 1902 of such title is amended to read as follows:</text>

<section id="H77BA472089854EBDA4C4049F1AF49D7E"><enum>1902.</enum><header>Availability of Government publications through Superintendent of Documents; notification of publications not ordered from Government Publishing Office</header>
<subsection id="H88C01AD4F4C24E81898DC363B73441D0"><enum>(a)</enum><header>Availability</header><text>The Superintendent of Documents shall make Government public information available to depository libraries through the Superintendent of Documents Public Information Programs.</text></subsection> <subsection id="HCF17C02F6848479A91D56E48E8475E73"><enum>(b)</enum><header>Requirements</header><text>Each component of the Government shall—</text>
<paragraph id="H52F57F92606D407D85D7CEA4E88D9EC2"><enum>(1)</enum><text>notify the Superintendent of Documents of tangible Government public information content it has issued that is not also available digitally;</text></paragraph> <paragraph id="HEC8CCD79CC7240828BAD82AA5EF1D577"><enum>(2)</enum><text>notify the Superintendent of Documents of digital Government public information content it has issued;</text></paragraph>
<paragraph id="H85FBD273E06D4D68B3A5A36E04FC29C5"><enum>(3)</enum><text>collaborate with the Superintendent of Documents to ensure any such digital Government public information remains permanently accessible; and</text></paragraph> <paragraph id="HA27C2BEF305842588F4B7725B99B801C"><enum>(4)</enum><text>furnish to the Superintendent of Documents any tangible Government public information it has issued that was obtained from sources other than the Government Publishing Office, unless other arrangements have been made with the Superintendent of Documents to ensure the information is accessible to depository libraries.</text></paragraph></subsection>
<subsection id="H0480B0F656DB48AE8B6D10C47E497088"><enum>(c)</enum><header>Exceptions</header><text>The requirements of subsection (b) do not apply to Government public information that is confidential in character or classified for reasons of national security.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H0149E0869BEF4217A6E35FBD851BCDF4"><enum>204.</enum><header>Selections available to depository libraries</header><text display-inline="no-display-inline">Section 1904 of such title is amended to read as follows:</text>

<section id="H07E8BE0EBCB347E38B815F2D22536991"><enum>1904.</enum><header>Selections available to depository libraries</header><text display-inline="no-display-inline">The Superintendent of Documents shall notify depository libraries of those Government public information products, regardless of format, that are available for selection for inclusion in their depository collections.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H2E736415B68A439E8E912302562C5BB4"><enum>205.</enum><header>Distribution to depositories</header><text display-inline="no-display-inline">Section 1905 of title 44, United States Code, is amended to read as follows:</text>
<quoted-block id="H5FF2D921FEB04B76903F2ED6248232BA" style="USC">
<section id="H4505BE7724FB4C98B95C96A69BEB2125"><enum>1905.</enum><header>Distribution to depositories; designation of additional libraries; justification; authorization for certain designations</header>
<subsection id="H8AAB7F4202994B01A44A12708B953AD8"><enum>(a)</enum><text>Government public information available from the Superintendent of Documents, and when requested from the Superintendent of Documents, shall be distributed or made accessible to depository libraries specifically designated by law and to libraries designated pursuant to this section.</text></subsection> <subsection id="H8A6F21B33A384D87AA6F63F822B0B296"><enum>(b)</enum><text>Libraries within areas served by Members of the House, Delegates, or the Resident Commissioner from the Commonwealth of Puerto Rico may be designated by them to receive Government public information to the extent that the total number of libraries designated by them does not exceed two within each area.</text></subsection>
<subsection id="HACF26D612E564020B837A85BC8B3EFBE"><enum>(c)</enum><text>Not more than two additional libraries within a State may be designated by each Senator from the State.</text></subsection> <subsection id="H0CFA41C92E2E40F092EC07254CDAE09E"><enum>(d)</enum><text>The Mayor of the District of Columbia may designate two depository libraries in the District of Columbia.</text></subsection>
<subsection id="HEDA63081723047C4A3A7D0898CD8EE62"><enum>(e)</enum><text>The Governor of the Commonwealth of Puerto Rico, the Governor of Guam, the Governor of American Samoa, and the Governor of the Commonwealth of the Northern Mariana Islands may each designate one depository library in the Commonwealth of Puerto Rico, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands, respectively. The Governor of the United States Virgin Islands may designate one depository library on the island of Saint Thomas and one on the island of Saint Croix.</text></subsection> <subsection id="H996E6C33431841AFB9C11E6866ADA795"><enum>(f)</enum><text>The Superintendent of Documents may designate libraries to be digital-only depository libraries for Government public information if they are located in an area with no congressional vacancies and they are not eligible to be designated under existing by-law library provisions of this section. Digital-only depository libraries must be freely accessible to and provide services for the general public and otherwise meet the requirements of this title.</text></subsection>
<subsection id="HBFBECE8E506B4645A4FF7156DA3A9D2C"><enum>(g)</enum><text>Before a library is designated as a depository for Government public information, the Superintendent of Documents shall assess the potential depository library to determine its sustainability for housing a depository collection and for providing access services, including providing access to digital content. The head of that library shall furnish justification of the necessity for the additional designation to the library’s Senator, Member of the House, Delegate, Resident Commissioner from the Commonwealth of Puerto Rico, or the Mayor of the District of Columbia or Governor, as the case may be. The justification shall also include the assessment of the Superintendent of Documents. The justification for depository library designations shall be transmitted to the Superintendent of Documents by the Senator, Member of the House, Delegate, the Resident Commissioner from the Commonwealth of Puerto Rico, or the Mayor of the District of Columbia or Governor, as the case may be.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H35B65C62424F4409B57A3692C7345FA7"><enum>206.</enum><header>Conforming amendment related to libraries of executive departments</header><text display-inline="no-display-inline">Section 1907 of title 44, United States Code, is amended—</text>
<paragraph id="HFD8564FBB1074E15B2CA970C338AB74B"><enum>(1)</enum><text>in the first sentence, by striking <quote>Government publications</quote> and inserting <quote>Government public information</quote>; and</text></paragraph> <paragraph id="H14E3105C2A6B43EBBEB5CC23DADD4C7E"><enum>(2)</enum><text>in the last sentence, by striking <quote>Library of Congress and the Archivist of the United States</quote> and inserting <quote>Superintendent of Documents</quote>.</text></paragraph></section>
<section id="H749F18493085422F8771F8B9B241AA68"><enum>207.</enum><header>Requirements for depository libraries</header><text display-inline="no-display-inline">Section 1909 of title 44, United States Code, is amended to read as follows:</text> <quoted-block id="H847F1F33EF9D4C96B91939A1BE1605AA" style="USC"> <section id="H3B5F940940F2475084A7054007E15D14"><enum>1909.</enum><header>Requirements of depository libraries; reports on conditions; consultations and training; termination; replacement</header> <subsection id="H1040D8D1C88B48E59F655D837ACB4F84"><enum>(a)</enum><text>Only a library able to provide access to, custody of, and services for deposited materials or access to and services for online digital content and located in an area where it can best serve the public need may be designated as a depository library. The designated depository libraries shall report to the Superintendent of Documents at least every two years concerning their condition.</text></subsection>
<subsection id="HAD88FDAEB4624ABF9BD5CF167EEBDDD8"><enum>(b)</enum><text>The Superintendent of Documents shall regularly assess conditions in depository libraries. The Superintendent of Documents shall provide needed training and support by making visits to depository libraries or by other means and include the results of consultations in the Superintendent of Documents’ annual report. When the Superintendent of Documents ascertains that the designated depository has ceased to be maintained so as to be accessible to the public, or that the Government publications which have been furnished the library have not been properly maintained, the Superintendent of Documents shall remove the library from the directory of depository libraries if the library fails to correct the unsatisfactory conditions within an agreed upon time frame. A library may be designated, pursuant to section 1905 of this chapter, to replace a library deleted by the Superintendent of Documents, provided that the designation may not be in excess of the number of depository libraries authorized by law.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H35CD5CA4130D459A8381C08F721429EE"><enum>208.</enum><header>Free use of Government public information in depositories</header><text display-inline="no-display-inline">Section 1911 of title 44, United States Code, is amended to read as follows:</text>

<section id="HCD4274DBE42446CFAAAA09EDB2F622FE"><enum>1911.</enum><header>Free use of Government public information in depositories; disposal of unwanted Government public information</header>
<subsection id="HDCC0A7D66C5A45B2AAF8D9AF4831DAD7"><enum>(a)</enum><header>Free use of the general public</header><text>Depository libraries shall make Government public information available for the free use of the general public.</text></subsection> <subsection id="H2CD0DCCAFAA441E68245A2080319EAC0"><enum>(b)</enum><header>Digital information substitutes</header><text>Depository libraries may substitute digital information for tangible publications in accordance with Superintendent of Documents policy and guidance. Depository libraries may dispose of tangible publications which are Government property after retention for five years under section 1912 of this title, if the depository library is served by a regional depository library.</text></subsection>
<subsection id="H174B46AADEFA4C58A7B11BACE28D2F58"><enum>(c)</enum><header>Disposal</header><text>A depository library not served by a regional depository library, or that is a regional depository library, may dispose of unwanted Government public information, superseded publications, or those issued later in bound form in accordance with Superintendent of Documents policy and guidance.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HFDEF088B7FDC4EB2900E9CAB616CECE7"><enum>209.</enum><header>Regional depositories</header><text display-inline="no-display-inline">Section 1912 of title 44, United States Code, is amended to read as follows:</text>

<section id="H7AF013322FC545F3AF7EC3F085073D54"><enum>1912.</enum><header>Regional depositories; designation; functions; shared responsibilities, disposal of publications</header>
<subsection id="H2BECAD0D0C934194AD38DE752D2CFFD0"><enum>(a)</enum><text>Not more than two depository libraries in each State and the Commonwealth of Puerto Rico may be designated as regional depositories and shall receive from the Superintendent of Documents copies of or access to all new and revised Government publications authorized for dissemination to depository libraries. Designation of regional depository libraries may be made by a Senator or the Resident Commissioner from Puerto Rico within the areas served by them. Prior to the designation the Superintendent of Documents shall consult with the head of the potential regional depository library and ascertain that the library will fulfill the requirements for depository libraries. The agreement to function as a regional depository library shall be transmitted to the Superintendent of Documents by the Senator or the Resident Commissioner from Puerto Rico when the designation is made.</text></subsection> <subsection id="H8A8257C87C544AF9B3B22F5726A1F3E1"><enum>(b)</enum><text>Regional depository libraries shall retain at least one copy of all Government publications received, except those authorized to be discarded by the Superintendent of Documents policy and guidance or covered by collaborative agreements approved by the Superintendent of Documents, or make accessible digital versions (in accordance with Superintendent of Documents policy) and, within the area served, will provide leadership and coordination for the provision of program-related activities for depository libraries.</text></subsection>
<subsection id="H4F153926C23049AB874538AFD6F264D9"><enum>(c)</enum><text>Regional depository libraries from different States may share responsibilities by entering into agreements in accordance with Superintendent of Documents guidance and upon approval of a Senator from each of the States.</text></subsection> <subsection id="HF33B90E13C0B49789F0FEAD6DBDD8446"><enum>(d)</enum><text>The Superintendent of Documents shall establish not fewer than four multistate collection service areas to support collaborative collection and service coordination among depository libraries within such area.</text></subsection>
<subsection id="H7EF684207B1443229054B0E0D1E3AE8B"><enum>(e)</enum><text>Publications distributed by the Superintendent of Documents to depository libraries are holdings of the National Collection of U.S. Government Public Information and remain the property of the United States Government. Libraries designated as regional depositories will coordinate with the Superintendent of Documents on the disposition of Government Publications from depository libraries, within the areas served by them, which the depository library has retained for five years or when the depository library is relinquishing its depository designation. The Superintendent of Documents shall manage the National Collection of U.S. Government Public Information to maximize the access to, use of, and preservation of Government information in the depository library program.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HDEFBC54834D3431CA47D826AFCA828BE"><enum>210.</enum><header>Cataloging and access</header> <subsection id="HB90B65092796446BA5AD9F6809CAE9A7"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/19">Chapter 19</external-xref> of title 44, United States Code, is amended by adding at the end the following new section:</text>

<section id="HF9A725989EA74390BF3914B0C652752A"><enum>1917.</enum><header>Cataloging and access services</header>
<subsection id="H96F9DC03CA7D471A84322620162E7B7B"><enum>(a)</enum><header>Cataloging described</header><text>The Superintendent of Documents shall provide descriptive cataloging records for the corpus of Government public information. The cataloging records shall be created using library or information industry standards and best practices and shall include metadata elements in accordance with Superintendent of Documents policy.</text></subsection> <subsection id="HA1F5BE7934174D8F934A5885D5BBEA9A"><enum>(b)</enum><header>Access and awareness services</header><text>The Superintendent of Documents shall engage in activities that enhance access to and awareness of Government public information or provide services that support libraries or library support organizations in their efforts to serve their communities’ Government information needs.</text></subsection>
<subsection id="H5CEF1EC717A44BB0B2452559E1B73048"><enum>(c)</enum><header>Specific access services</header>
<paragraph id="H9DC0E72C81EF4FADB8F4D98A4BBE46CE"><enum>(1)</enum><text>The Superintendent of Documents shall maintain an online comprehensive catalog of historical and current, tangible and digital Government public information cataloged under subsection (a), and such catalog shall show where the Government public information may be obtained or accessed. The catalog shall be machine- or device-independent and available for free use by the public.</text></paragraph> <paragraph id="H6A6303C7758A479EB12CDFFB436B3E57"><enum>(2)</enum><text>The Superintendent of Documents shall carry out a program to bring unreported Government public information under bibliographic control and to make records associated with such information available through the catalog established by this section and such other methods as may be appropriate.</text></paragraph>
<paragraph id="H79D81114A66A4AF4A753B8347C2A9820"><enum>(3)</enum><text>The Superintendent of Documents may make the records of such catalog available to Federal depository libraries, bibliographic utilities that support widely available record sharing, or other entities that make available Government public information.</text></paragraph> <paragraph id="HD818A0086EC54EAFAEBC1260E59970F7"><enum>(4)</enum><text>The Superintendent of Documents may accept records for inclusion in such catalog from libraries and agencies of the Federal Government, Federal depository libraries, bibliographic utilities that support widely available record sharing, or other entities that make available Government public information.</text></paragraph>
<paragraph id="H5877A7916B574F7A97F327ABB9A80BDD"><enum>(5)</enum><text>The Superintendent of Documents may acquire digital Government public information for inclusion in the Cataloging and Access Services Program, Federal Depository Library Program, and GPO’s System of Online Access through automated and manual harvesting of public websites. Such content will be cataloged, made accessible through the catalog established under this subsection, and preserved.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HB675EA8B84DD461F83AA326B3CAA25F4"><enum>(b)</enum><header>Conforming amendments</header><text>Chapter 17 of such title is amended by repealing sections 1710 and 1711.</text></subsection></section>
<section id="H0C83648EB49542CA9CAA153885A98C30"><enum>211.</enum><header>National Collection of United States Public Information</header>
<subsection id="H55E22F08D7F747589A4A32E294F46CEE"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/19">Chapter 19</external-xref> of title 44, United States Code, is amended by adding at the end the following new section:</text> <quoted-block id="H15DC321062524F4D945492824B2194C1" style="USC"> <section id="H50DDAA2947F741C8AB9C8BBF2EC36310"><enum>1918.</enum><header>National Collection of United States Public Information</header> <subsection id="HC0F7A6307B564188A8E79D2730A94051"><enum>(a)</enum><header>Establishment and purpose</header> <paragraph id="H32DD1CFA241640DE9A355EAC739EC2C5"><enum>(1)</enum><header>Establishment</header><text>There is hereby established a National Collection of United States Government Public Information (referred to in this chapter as the <quote>National Collection</quote>).</text></paragraph>
<paragraph id="HD37F866D81A7452584D40C3F299BA4F6"><enum>(2)</enum><header>Purpose</header><text>The Federal Government’s publications and information are national assets and resources. Their availability and accessibility ensures an informed citizenry and an improved quality of life for them while spurring innovation. The National Collection is established to ensure the public’s right to free, equitable, and convenient access to Government public information.</text></paragraph></subsection> <subsection id="HE86BBDBA74954C85A46E07D7CD14D6F6"><enum>(b)</enum><header>Scope of the national collection</header><text>The content included in the National Collection is the corpus of Government public information.</text></subsection>
<subsection id="HB1D30285DE29413FA62494BE79220B70"><enum>(c)</enum><header>Responsibilities of the superintendent of documents</header><text>The Superintendent of Documents shall administer the National Collection and shall—</text> <paragraph id="H596A493BACB745F58814C4A5265F3539"><enum>(1)</enum><text>guarantee free permanent public access to the geographically distributed National Collection;</text></paragraph>
<paragraph id="H0081B37572A4437EB99D9E3749013750"><enum>(2)</enum><text>apply information lifecycle management best practices to the National Collection;</text></paragraph> <paragraph id="H93AEE3F077C54C3782EBAA58A0680031"><enum>(3)</enum><text>acquire and bring under bibliographic control public Government information products, regardless of format, in scope of the National Collection;</text></paragraph>
<paragraph id="H73352CCA71F74B29B04238A2E3305616"><enum>(4)</enum><text>ensure a minimum of four tangible copies of distributed publications exist in the depository library program distributed geographically in four National Collection service areas; and</text></paragraph> <paragraph id="H99AEC11D704447DFAC8E3A6D5AF55EE4"><enum>(5)</enum><text>collaborate with stakeholders, including the Library of Congress, libraries of the United States, Federal agencies, Congress, the Judiciary, and Federal Depository Library Program member libraries in as much as is practicable, to ensure preservation, comprehensiveness, and accessibility of the National Collection.</text></paragraph></subsection>
<subsection id="H1B450243046043D1A7F9B271BA904F0D"><enum>(d)</enum><header>Responsibilities of the director of the government publishing office</header><text>The Director of the Government Publishing Office, acting through the Superintendent of Documents, shall—</text> <paragraph id="HA21455D3DE704B079BEE70D8DF112262"><enum>(1)</enum><text>operate a digital repository system that functions as the Government Publishing Office’s online system of access through which members of the public may obtain, at no charge, information that is included in the National Collection;</text></paragraph>
<paragraph id="H18F20CB76325458A88F94BEA148C372A"><enum>(2)</enum><text>develop and enhance such system as needed;</text></paragraph> <paragraph id="HF489894589AE4B829E3426FF3D59C6FD"><enum>(3)</enum><text>digitize, authenticate, manage, preserve, and provide a permanent means of accessing information;</text></paragraph>
<paragraph id="HB8F6F2C43EA042EAB88A2FAF4590FEEF"><enum>(4)</enum><text>provide access to information in an open format to the extent practicable;</text></paragraph> <paragraph id="H39F67B58FACE475686F5EB48FDA711E3"><enum>(5)</enum><text>provide funding for system development, operational support, and infrastructure; and</text></paragraph>
<paragraph id="HDF5D85D01AD1456688D2103EC237CFE3"><enum>(6)</enum><text>have the ability to provide services to Federal agencies for the purpose of carrying out this title.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H9CEACB5612E1461697E222042C2AC6F1"><enum>(b)</enum><header>Conforming amendment</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/41">Chapter 41</external-xref> of title 44, United States Code, is hereby repealed.</text></subsection></section>
<section id="HAAE9BC3B7C72483CBEF1EBB5038C998D"><enum>212.</enum><header>Printing or publication of Congressional Directory</header><text display-inline="no-display-inline">Section 721 of title 44, United States Code, is amended to read as follows:</text> <quoted-block id="HA75D2B2CAC9640D59B5AB20CC6F6D7E2" style="USC"> <section id="HA5F6393BFE504BBAA226A805A9D542A5"><enum>721.</enum><header>Congressional Directory</header><text display-inline="no-display-inline">There shall be prepared under the direction of the Joint Committee on Printing (1) a Congressional Directory, which shall be printed or published and such printed or published Congressional Directory shall be distributed as early as practicable during the first session of each Congress and (2) a supplement to each Congressional Directory, which shall be printed or published and such printed or published supplement shall be distributed as early as practicable during the second regular session of each Congress. The Joint Committee shall control the number and distribution of the Congressional Directory and each supplement.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
<enum>III</enum><header>Administrative provisions</header>

<subsection id="H927F71B210BC490A8D2EFB0D2D67D1C7"><enum>(b)</enum><header>Authority described</header><text>Section 318 of such title is amended by adding at the end the following new subsection:</text> <quoted-block id="H93753469CE3B406AA501D99062CCB8D0" style="OLC"> <subsection id="H9D32449C2FBE4B409156EBF6B7CAD6B4"><enum>(c)</enum> <paragraph commented="no" display-inline="yes-display-inline" id="H047C5814617E4861897474818318BDD6"><enum>(1)</enum><text>Gifts and bequests of money and the proceeds from sales of other property received as gifts or bequests shall be deposited in the Revolving Fund established under section 309 of this title and shall be used solely for governmental purposes.</text></paragraph>
<paragraph id="HD0EBA94DFFD64819AFB5D8694A8FF23A" indent="up1"><enum>(2)</enum><text>Property accepted pursuant to this provision, and the proceeds thereof, shall be used as nearly as possible in accordance with the terms of the gift or bequest.</text></paragraph> <paragraph id="H0B710E69D84F421CA7391A0FAF9BE499" indent="up1"><enum>(3)</enum><text>For purposes of Federal income, estate, or gift taxes, property accepted under this section shall be considered as a gift, devise, or bequest to the United States.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H30841FA258384BE89D5FB5C66B92A202"><enum>(c)</enum><header>Technical amendment</header><text>The heading of section 318 of such title is amended by adding <quote><header-in-text>; gift acceptance</header-in-text></quote> at the end.</text></subsection></section> <section id="H323BF7D7432E4CD58EABECCE3D9A62D3"><enum>303.</enum><header>Simplified acquisitions</header><text display-inline="no-display-inline">Section 311 of title 44, United States Code, is amended—</text>
<paragraph id="H0577CAD7EFBB416AAC8FC97AC77B6EC5"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text>small purchase</header-in-text></quote> and inserting <quote><header-in-text>simplified acquisition</header-in-text></quote>;</text></paragraph> <paragraph id="H86254D1693E245A6B49E48E0DBA86071"><enum>(2)</enum><text>by amending subsection (b) to read as follows:</text>

Persons appointed under this subsection serve at the pleasure of the Director.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="HF313AF129B9D43A4A8063533920D3FD7"><enum>307.</enum><header>Leave carryover for certain Government Publishing Office positions</header><text display-inline="no-display-inline">Section 6304(f)(1) of title 5, United States Code, is amended—</text>
