R. 9487</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240906">September 6, 2024</action-date><action-desc><sponsor name-id="S001213">Mr. Steil</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Legislative Reorganization Act of 1970 to authorize the Legislative Counsel of the House of Representatives to designate more than one of the attorneys of the Office of the Legislative Counsel as a Deputy Legislative Counsel, and for other purposes.</official-title></form><legis-body id="H9D2D9089C8C3414CB89E3296F79287C6" style="OLC"><section id="HCD6631C5FD8545A6AF5DD4889B12C0B8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>House Office of Legislative Counsel Modernization Act</short-title></quote>.</text></section><section id="H02228CABB53243B5BF1A034E9893218E"><enum>2.</enum><header>Designation of multiple Deputy Legislative Counsels</header><subsection id="H6F1C4FCC6B204915BE70C8295BD98C45"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">Section 522(b)(1) of the Legislative Reorganization Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/2/282a">2 U.S.C. 282a(b)(1)</external-xref>) is amended—</text><paragraph id="HAE97DFFB5060447C84A84BA42D481DDE"><enum>(1)</enum><text>by amending the first sentence to read as follows: <quote>The Legislative Counsel shall designate one or more of the attorneys appointed under subsection (a) as a Deputy Legislative Counsel.</quote>; and</text></paragraph><paragraph id="H3CAEF8688F90438490F613E66263CCCB"><enum>(2)</enum><text>in the second sentence, by striking <quote>the Deputy Legislative Counsel shall perform the functions of the Legislative Counsel.</quote> and inserting <quote>the functions of the Legislative Counsel shall be performed by a Deputy Legislative Counsel. If there is more than one Deputy Legislative Counsel, the Deputy Legislative Counsel who shall perform such functions shall be determined in accordance with the order specified in a notice filed with the Speaker and the Minority Leader of the House by the Legislative Counsel.</quote>. </text></paragraph></subsection><subsection id="HB3F5411B38CE4BF685FDDA754B80284E"><enum>(b)</enum><header>Conforming amendment</header><text>Section 522(b)(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/282a">2 U.S.C. 282a(b)(2)</external-xref>) is amended by striking <quote>Deputy Legislative Counsel</quote> and inserting <quote>Deputy Legislative Counsels</quote>. </text></subsection></section></legis-body></bill>
