which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Housing and Urban Development to establish a grant program to award amounts to eligible entities to pay for the cost of certain home maintenance or repair projects for veteran homeowners, and for other purposes.</official-title></form><legis-body id="HD183D8974FB6415F85D5BEB7B620C39C" style="OLC"><section id="H219879173AFD4C6FBF4A64267B70BC16" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Housing Assistance for Veterans Act</short-title></quote>. </text></section><section id="H3290D95418A1448DB01D513221752B65" section-type="subsequent-section"><enum>2.</enum><header>Safe Housing Assistance Program for Veterans</header><subsection id="H6F349EDA3567405D95B712597EE5D9EF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section, the Secretary of Housing and Urban Development shall establish a grant program to be known as the <quote>Safe Housing Assistance Program for Veterans</quote> to award grants on a competitive basis to 10 county community development agencies to provide subgrants to eligible veteran homeowners to pay for certain home maintenance or repair projects.</text></subsection><subsection id="H96037CE9DB434CCBBD2E90040907C58C"><enum>(b)</enum><header>Eligible uses</header><text>A county community development agency shall use grant amounts awarded under this section to provide competitive subgrants of not more than $15,000 to eligible veteran homeowners to pay for the cost of a home maintenance or repair project on the property of such homeowner, including—</text><paragraph id="H6AC322943EE74095978FF33199176FE7"><enum>(1)</enum><text>a mechanical repair, including a repair with respect to—</text><subparagraph id="HB98A8D72A2564DA78C1231BD502F366B"><enum>(A)</enum><text>water supply;</text></subparagraph><subparagraph id="H41B94D70C201412380CC802199B60A9C"><enum>(B)</enum><text>plumbing; </text></subparagraph><subparagraph id="H5C5311C86B004BA3A7AB3CA22427534C"><enum>(C)</enum><text>a heating system; or </text></subparagraph><subparagraph id="HBC36EDEDFB2349B1B6A886B52ABB924A"><enum>(D)</enum><text>an electrical system;</text></subparagraph></paragraph><paragraph id="H3CE8201C29854D5D99DE7A046AFF50F7"><enum>(2)</enum><text>a structural repair, including a repair with respect to—</text><subparagraph id="HC2823D152819488BBFCBA4B5B0DD7732"><enum>(A)</enum><text>a roof;</text></subparagraph><subparagraph id="H42F262F53C22417581B85DC740354701"><enum>(B)</enum><text>a foundation;</text></subparagraph><subparagraph id="H11AF55F026A542B785E55FF398DB0C45"><enum>(C)</enum><text>a porch; or</text></subparagraph><subparagraph id="H804A50AAE30F499388410A35DCADB11C"><enum>(D)</enum><text>stairs;</text></subparagraph></paragraph><paragraph id="H022F24380E3343ED923BD569C152AF65"><enum>(3)</enum><text>the installation of any safety- or energy-related item, including—</text><subparagraph id="HCE1C3429E8284880A98537BB4B16D0B2"><enum>(A)</enum><text>a deadbolt lock;</text></subparagraph><subparagraph id="HFAED3CE57A0C4717BCDDAA5BE7661594"><enum>(B)</enum><text>a smoke detector;</text></subparagraph><subparagraph id="H01594E538E4F4B9BB5339F9401396B1F" commented="no"><enum>(C)</enum><text>a grab bar;</text></subparagraph><subparagraph id="HAC47367AC2FA42E184C2BC2ACDF8CC7E"><enum>(D)</enum><text>a storm window; or</text></subparagraph><subparagraph id="HA06E889ED7B44C6F8D8537941A944581"><enum>(E)</enum><text>insulation; and</text></subparagraph></paragraph><paragraph id="HE190C6AFE4BE4459ABFD7AC435EEEB09" commented="no"><enum>(4)</enum><text>the reduction of lead-based paint hazards.</text></paragraph></subsection><subsection id="H9454D3AE64B04E7B9CC07D3E7422F934"><enum>(c)</enum><header>Report</header><text>On the date that is 5 years after the date of the enactment of this section, the Secretary shall submit to the appropriate congressional committees a report that includes a description of—</text><paragraph id="H0914FE4E6BF54DC8B973F1B2F7E24BFD"><enum>(1)</enum><text>the county community development agencies that were awarded amounts under this section;</text></paragraph><paragraph id="H9A5622FDA61547C89F7C040891DFD4A3"><enum>(2)</enum><text>how such agencies utilized such amounts; and</text></paragraph><paragraph id="H043E2F4E167045B3B607645841ED63FE"><enum>(3)</enum><text>the projects completed by eligible veteran homeowners with amounts provided under this section.</text></paragraph></subsection><subsection id="H7E8447A1ABC244DD8994FED4498E4ED4" commented="no"><enum>(d)</enum><header>Appropriations</header><paragraph id="HE2C3C58DA9BD48AB84037F6D83819DD6" commented="no"><enum>(1)</enum><header>In general</header><text>The Secretary shall carry out this section using the unobligated amounts appropriated under title II of division F of the Consolidated Appropriations Act, 2024 to the Office of Inspector General.</text></paragraph><paragraph id="H9825D5E88D3840F9ADB20EA1C14ADF49" commented="no"><enum>(2)</enum><header>Grant amounts</header><text display-inline="yes-display-inline">Of the unobligated amounts described in paragraph (1), the Secretary shall use $15,000,000 to make grants of $375,000 under this section to each of the county community development agencies selected under subsection (a) for each of fiscal years 2025 through 2028.</text></paragraph></subsection><subsection id="H7A9BBF4F80414F378C2DB8E896F451C1"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H84E68315E9124D45BE89D2AE80CA0777" commented="no"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text><subparagraph id="H418BC47D0307450ABE06B1A1FF5B5701"><enum>(A)</enum><text>the Committee on Financial Services of the House of Representatives;</text></subparagraph><subparagraph id="H54DECED890D046C68BA9B741190F8EA1"><enum>(B)</enum><text>the Committee on Banking, Housing, and Urban Affairs of the Senate;</text></subparagraph><subparagraph id="H4AAC67142CE441B486FF200CC663CF98"><enum>(C)</enum><text>the Committee on Veterans’ Affairs of the House of Representatives; and</text></subparagraph><subparagraph id="HC4398833DC8D4B60B39519B33D62B9A3"><enum>(D)</enum><text>the Committee on Veterans’ Affairs of the Senate.</text></subparagraph></paragraph><paragraph id="H79C0263E15FC4119A58EC4B21AE2E9B4"><enum>(2)</enum><header>County community development agency</header><text>The term <quote>county community development agency</quote> means an entity that—</text><subparagraph id="H48F7AD9DACEA4257B5678262D228272C"><enum>(A)</enum><text>is established or recognized by a county government to promote, within such county—</text><clause id="H39B7E6641A124187ABC6BED6FA77C588" display-inline="no-display-inline"><enum>(i)</enum><text>economic development;</text></clause><clause id="H89E6AA37BEBE49039932BAA4E1D841FB" display-inline="no-display-inline"><enum>(ii)</enum><text>affordable housing;</text></clause><clause id="H4D3891555A814D4896A6FFFD6853D33C" display-inline="no-display-inline"><enum>(iii)</enum><text>infrastructure improvement; or</text></clause><clause id="H66227D3F84B143B88E9F6352988FBD06" display-inline="no-display-inline"><enum>(iv)</enum><text>any other community development activity; and</text></clause></subparagraph><subparagraph id="H47FE3AC192EE4F78ABFD2A319BE6AB7D" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">demonstrates that there are not less than 100 eligible veteran homeowners in the service area of the agency.</text></subparagraph></paragraph><paragraph id="H147FE7F071694EA2B92DB1956446B755" commented="no"><enum>(3)</enum><header>Eligible veteran homeowner</header><text display-inline="yes-display-inline">The term <quote>eligible veteran homeowner</quote> means an individual who—</text><subparagraph id="H882575B759204B6EB399213507DD62DB" commented="no"><enum>(A)</enum><text>is a veteran;</text></subparagraph><subparagraph id="H8ED37D5A0B324AEAA5593D379D4B1FB0" commented="no"><enum>(B)</enum><text>for at least 1 year, has owned and occupied the property on which a home maintenance or repair project described in subsection (b) will be carried out;</text></subparagraph><subparagraph id="HD1B5BAA465654329A2EB0F7806C8604A" commented="no"><enum>(C)</enum><text>is current on any taxes owed on such property;</text></subparagraph><subparagraph id="HFAFF4D890343461394CD41E707CB5BE3" commented="no"><enum>(D)</enum><text>has homeowners insurance for such property; and</text></subparagraph><subparagraph id="HFD631F5C2DA24C93AADBCC412FCCC2EB" commented="no"><enum>(E)</enum><text>has an annual gross income that is less than—</text><clause id="H47954B30AFA94A5BB381522F1712022D" commented="no"><enum>(i)</enum><text>in the case of a household size of 1, $53,100;</text></clause><clause id="H45B3D1AA7EC34D45983EEB35A7E14F85" commented="no"><enum>(ii)</enum><text>in the case of a household size of 2, $60,700;</text></clause><clause id="HC89079B3398843C59593B582F415579A" commented="no"><enum>(iii)</enum><text>in the case of a household size of 3, $68,300;</text></clause><clause id="H83FCFD4D39C648D989195547077C0799" commented="no"><enum>(iv)</enum><text display-inline="yes-display-inline">in the case of a household size of 4, $75,850;</text></clause><clause id="H07589EA052E140A4936F73CDBA894C5F" commented="no"><enum>(v)</enum><text display-inline="yes-display-inline">in the case of a household size of 5, $81,950;</text></clause><clause id="H0317B5C0590E4B3385A2ABB898B9B72D" commented="no"><enum>(vi)</enum><text display-inline="yes-display-inline">in the case of a household size of 6, $88,000;</text></clause><clause id="HCC1F7627D63B4F39998B8534F5B32B32" commented="no"><enum>(vii)</enum><text display-inline="yes-display-inline">in the case of a household size of 7, $94,100; or</text></clause><clause id="H9402B73472F8450A9E77F45953D2EDE1" commented="no"><enum>(viii)</enum><text display-inline="yes-display-inline">in the case of a household size of 8 or more, $100,150.</text></clause></subparagraph></paragraph><paragraph id="HA239030F55B44387B40B578F0660069E"><enum>(4)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Housing and Urban Development.</text></paragraph><paragraph id="HD6D88407D9064E44BAADEA986F0F86A9"><enum>(5)</enum><header>Veteran</header><text display-inline="yes-display-inline">The term <quote>veteran</quote> has the meaning given the term in section 101 of title 38, United States Code.</text></paragraph></subsection></section></legis-body></bill>
