which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to carry out a pilot program to provide services from midwives to covered beneficiaries under the TRICARE program.</official-title></form><legis-body id="H7D28F1A30D2D438EB1C29380E230577B" style="OLC"><section id="H12E806C0312A4F42A91F5D0F6DCFA6F3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maternal and Infant Delivery Wellness and Integration with Vital Expertise Support for Service Members Act of 2024</short-title></quote> or the <quote><short-title>MIDWIVES for Service Members Act of 2024</short-title></quote> .</text></section><section id="H852DB177B67A4B74A473CEDCF59E97EE"><enum>2.</enum><header>Pilot program to make midwife services available through TRICARE</header><subsection id="H815D138F7FC44D3F84CBE8A8AF06E2B9"><enum>(a)</enum><header>Pilot program</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall begin a five-year pilot program to provide services from covered midwives to covered beneficiaries under the TRICARE program.</text></subsection><subsection id="HE85D3AFA74614D2A88F51E1C91945172"><enum>(b)</enum><header>Authority To make permanent</header><text display-inline="yes-display-inline">If the Secretary determines, after the termination of the pilot program that such pilot program was successful, the Secretary may prescribe such regulations to establish a permanent program to make services from covered midwives available to covered beneficiaries as the Secretary determines appropriate.</text></subsection><subsection id="H41744EA04E5345B6B5477784FD17A1FE"><enum>(c)</enum><header>Reports</header><paragraph id="HB7385367735C46EB9F2F84D76DEB1C8A"><enum>(1)</enum><header>Implementation report</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the Committees on Armed Services of the House of Representatives and the Senate a plan to implement the pilot program under subsection (a).</text></paragraph><paragraph id="H5A731771F5E54BE3BC58825B1232E7E3"><enum>(2)</enum><header>Annual report</header><text display-inline="yes-display-inline">Not later than one year after the date on which the pilot program begins and annually thereafter until the date that is 1 year after the termination of the pilot program, the Secretary shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report including:</text><subparagraph id="H70D889C8784248F1B36D5CB7AB4213AA"><enum>(A)</enum><text>The total cost of the pilot program and the cost per covered beneficiary who received care under the pilot program.</text></subparagraph><subparagraph id="H8CA54CF525E240489D34DB6C394284E3"><enum>(B)</enum><text>The total number of covered beneficiaries who received care under the pilot program.</text></subparagraph><subparagraph id="H5ABAB887C6F743ED899D3FB7DA81A026"><enum>(C)</enum><text>The race, ethnicity, age, sex, relationship status, Armed Force, military occupation, and rank, as applicable, of covered beneficiaries who received care under the pilot program.</text></subparagraph><subparagraph id="H1582C27DD78A4CF7A549010DB31C9447"><enum>(D)</enum><text>An assessment of the effects of the pilot program on quality of care, including—</text><clause id="H7CF7ABC70B2E4AF5B9B28E80E8B7380B"><enum>(i)</enum><text>on maternal and fetal outcomes; and</text></clause><clause id="HE775329DB36F4D918CC008CC8B2D29C4"><enum>(ii)</enum><text>on the number of pre-term births, low-weight births, and rates of caesarean section, and such other data points as the Secretary determines appropriate.</text></clause></subparagraph><subparagraph id="H5ADB6512C62B4C4B927316A79FE846EB"><enum>(E)</enum><text>An assessment of patient satisfaction of covered beneficiaries who received care through the pilot program.</text></subparagraph><subparagraph id="HBFB84756E63E4699914493988F37F9B5"><enum>(F)</enum><text>An assessment of access to maternity and labor and delivery care for covered beneficiaries, including average wait time for an initial appointment and average travel time to the provider.</text></subparagraph><subparagraph id="H87BD6DB77E22413D81340ED3AF07520F"><enum>(G)</enum><text>An assessment of the effectiveness of the pilot program.</text></subparagraph><subparagraph id="H328AAB32330E451387C1B8B64D0A204C"><enum>(H)</enum><text>Recommendations for adjustments to the pilot program.</text></subparagraph><subparagraph id="H1EE9E29806B44717A34429B2E315A16B"><enum>(I)</enum><text>The estimated cost savings as a result of improved maternal and fetal health outcomes due to the pilot program.</text></subparagraph><subparagraph id="H7BCFC1805D1646A2AF9E4ECB2176640B"><enum>(J)</enum><text>The Secretary of Defense’s recommendations relating to changes to the pilot program, an extension of the pilot program, and whether the pilot program should be expanded made permanent.</text></subparagraph></paragraph></subsection><subsection id="HB66AA168F71E4422B4C26DA1AB5B1B6D"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H5EC2D0AF21744582BD2F5A8C222DD690"><enum>(1)</enum><text>The terms <quote>covered beneficiary</quote> and <quote>TRICARE program</quote> have the meanings given such terms in section 1072 of title 10, United States Code. </text></paragraph><paragraph id="HFC161AEBE68F4C3AADE02C1B4052EA09"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>covered midwife</quote> means a certified professional midwife or certified midwife who meets—</text><subparagraph id="HEC95D5CF5E29427D962CA1254E9A47AC"><enum>(A)</enum><text>the international definition of a midwife, and global standards for midwifery education, established by the International Confederation of Midwives, and</text></subparagraph><subparagraph id="H49B0592BB9E643CA8509B30F106FD9CA"><enum>(B)</enum><text display-inline="yes-display-inline">any professional credentialing requirement required to practice midwifery under applicable State law.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
