R. 9302</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240802">August 2, 2024</action-date><action-desc><sponsor name-id="W000798">Mr. Walberg</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the National Labor Relations Act to require secret ballots and employee participation in the election of representatives.</official-title></form><legis-body id="HA91AAB48BF3E49B781698433F6BD1F4D" style="OLC"><section id="H0EB7EA3064964F2BAA0E4CEA47D273DE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Worker Enfranchisement Act</short-title></quote>.</text></section><section id="HFCFD21B18BF741ADAC13B1C442A56CD7"><enum>2.</enum><header>Employee enfranchisement</header><subsection id="H1E876C3A943949A8A5181906B955C3CC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 9 of the National Labor Relations Act (<external-xref legal-doc="usc" parsable-cite="usc/29/159">29 U.S.C. 159</external-xref>) is amended—</text><paragraph id="H41FC7756ECD54880A6E59D5B66A621C8" commented="no"><enum>(1)</enum><text>in subsection (a), by inserting <quote>That no person shall be an exclusive representative of employees in such unit unless such person has been designated or selected as the exclusive representative of such employees by a majority of the voters in a secret ballot election in which not less than two-thirds of such employees vote; <italic>Provided further</italic>, </quote> after <quote>employment: <italic>Provided</italic>, </quote>; and </text></paragraph><paragraph id="HEA0D574D50E9496DB9FADAB16AC48B42"><enum>(2)</enum><text>in subsection (c)(3), by inserting <quote>of the at least two-thirds of employees eligible to vote</quote> after <quote>majority</quote>.</text></paragraph></subsection><subsection id="H5D7985AFE5384F45A9F098A0E35A6713"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this Act shall apply in relation to elections occurring on or after the date that is 6 months after the date of enactment of this Act.</text></subsection></section></legis-body></bill>
