which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Workforce Innovation and Opportunity Act to address the economic and workforce impacts of substance use disorder.</official-title></form><legis-body id="H794A71424DDF4868A875E152B3017929" style="OLC"><section id="H3E64466A073D422B840DA37AB4DDE7E6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Workforce Opportunities for Communities in Recovery Act</short-title></quote>.</text></section><section id="H853734C416A649B0AF8CAE318D1007E7"><enum>2.</enum><header>Grants for addressing the economic and workforce impacts of substance use disorder</header><text display-inline="no-display-inline">Section 170 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3225">29 U.S.C. 3225</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="HE7A5E386020F4A3FB35D1E75F4AC9C5B"><subsection id="H9EE0FB0A5B3B409A87B0F3E1EEAFF5D8"><enum>(e)</enum><header>Grants for addressing the economic and workforce impacts of the substance use crisis</header><paragraph id="HF3528B18415644A8920D949FE2A565A1"><enum>(1)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="H2CFB39260E064FB5B1C713054669844A"><enum>(A)</enum><header>Education provider</header><text>The term <term>education provider</term> means—</text><clause id="H8536867E0A564D258F713E8B70A53E23"><enum>(i)</enum><text>an institution of higher education, as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>); or</text></clause><clause id="H030EFA561B0F4C4FB8D667E5F464F30D"><enum>(ii)</enum><text>a postsecondary vocational institution, as defined in section 102(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002(c)</external-xref>).</text></clause></subparagraph><subparagraph id="H63042B40E55F4E8F8247624F86A3D974"><enum>(B)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means a State board or local board.</text></subparagraph><subparagraph id="HEAC9DB04AF6B4CCDB2D8819CB1E6B333"><enum>(C)</enum><header>Participating partnership</header><text>The term <term>participating partnership</term> means a partnership evidenced by a written contract or agreement between—</text><clause id="H10F226C513A24785BC74DA195D619F56"><enum>(i)</enum><text>an eligible entity; and</text></clause><clause id="H91A5DB2BF28442E292EF5E4A2379ADF5"><enum>(ii)</enum><text>one or more of the following:</text><subclause id="H11F21397C43D467EB11CA7ABD6F68195"><enum>(I)</enum><text>A treatment provider.</text></subclause><subclause id="H3530700B5863448290142E95AEDE18F0"><enum>(II)</enum><text>An employer or industry organization.</text></subclause><subclause id="H1CCFAB605CA94BB6912388D169D161B2"><enum>(III)</enum><text>An education provider.</text></subclause><subclause id="H66F87349344747F6A60F96F5F13C7A04"><enum>(IV)</enum><text>A legal services or law enforcement organization.</text></subclause><subclause id="HD3942C0A43A44B9F9EBF54170ED919F5"><enum>(V)</enum><text>A community-based organization.</text></subclause><subclause id="H93DBB5831DE841E9B8CB57AA122E65DF"><enum>(VI)</enum><text>A State or local agency, including a county or local government.</text></subclause><subclause id="H5F01C09588EB4639A9719510967B904E"><enum>(VII)</enum><text>An Indian Tribe or tribal organization, as such terms are defined in section 166(b).</text></subclause><subclause id="H33FF4FDF57E24DC7BF8A2FD6634AB43F"><enum>(VIII)</enum><text>Another organization, as determined appropriate by the eligible entity.</text></subclause></clause></subparagraph><subparagraph id="H0BE9E69E23B04FACACF4C4770AD6BD3F"><enum>(D)</enum><header>Program participant</header><text>The term <term>program participant</term> means an individual who—</text><clause id="H0E213A0764AE4033856D2238C4D7F35A"><enum>(i)</enum><text>is a member of a population of workers described in paragraph (4)(B) that is served by a participating partnership through the pilot program under this subsection; and</text></clause><clause id="H2302B1EDA3AE4ECBA3F9CE8B3AA4D251"><enum>(ii)</enum><text>enrolls with the applicable participating partnership to receive any of the services described in paragraph (4)(C).</text></clause></subparagraph><subparagraph id="HC9E47DB294034E338920CBE3344F4724"><enum>(E)</enum><header>Provider of peer recovery support services</header><text>The term <term>provider of peer recovery support services</term> means a provider that delivers peer recovery support services through a recovery community organization (as defined in section 547(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290ee-2">42 U.S.C. 290ee–2(a)</external-xref>).</text></subparagraph><subparagraph id="HB62820D83E6940E6B18CF6725778EDF4"><enum>(F)</enum><header>Service area</header><text>The term <term>service area</term> means a county, community, region, or local area, that has been significantly impacted by widespread occurrence of a substance use disorder and will be served through a grant under this subsection.</text></subparagraph><subparagraph id="HCE347B6AECCB4510876C845A709D5C75"><enum>(G)</enum><header>Substance use disorder</header><text>The term <term>substance use disorder</term> has the meaning given such term by the Assistant Secretary for Mental Health and Substance Use.</text></subparagraph><subparagraph id="H3C97DF53016A4EB198FCF91B9BBC2DA6"><enum>(H)</enum><header>Treatment provider</header><text>The term <term>treatment provider</term>—</text><clause id="H6E53278386CB4191B8AB0531E4DA85F3"><enum>(i)</enum><text>means a health care provider that—</text><subclause id="H2D6C0A6E1A874C99BCB3292B61C06AEC"><enum>(I)</enum><text>offers services for treating substance use disorders and is licensed in accordance with applicable State law to provide such services; and</text></subclause><subclause id="HA7EFB4ED37EA456099FF251641CA924B"><enum>(II)</enum><text>accepts health insurance for such services, including coverage under a State plan (or a waiver of such plan) under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>); and</text></subclause></clause><clause id="H2804530C99C740589AB57E22816AE97B"><enum>(ii)</enum><text>may include—</text><subclause id="HFBB207102B644E22A29CEF20C265FC60"><enum>(I)</enum><text>a nonprofit provider of peer recovery support services;</text></subclause><subclause id="HF4EFA3337AC34860A9D24FDAD2299CF2"><enum>(II)</enum><text>a community health care provider;</text></subclause><subclause id="H69BE434C71A048AAB6C30642FC215F2A"><enum>(III)</enum><text>a Federally qualified health center (as defined in section 1861(aa)(4) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(aa)(4)</external-xref>));</text></subclause><subclause id="HABC52E8450F54C36BAAD85B96FFB3F5E"><enum>(IV)</enum><text>an Indian health program (as defined in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>)), including an Indian health program that serves an Urban center (as defined in such section); and</text></subclause><subclause id="H3781A510673D49638E1A9F889FE50AE4"><enum>(V)</enum><text>a Native Hawaiian health center (as defined in section 12 of the Native Hawaiian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11711">42 U.S.C. 11711</external-xref>)).</text></subclause></clause></subparagraph></paragraph><paragraph id="H25BA4CDA5ADA41DF8225FD54C0A83EC3"><enum>(2)</enum><header>Grants authorized</header><subparagraph id="H893D8E567AB1437593A4A75AC7A460B1"><enum>(A)</enum><header>In general</header><text>The Secretary shall carry out a pilot program to make grants, on a competitive basis, to eligible entities (on behalf of participating partnerships) to address economic and workforce impacts associated with widespread occurrence of a substance use disorder.</text></subparagraph><subparagraph id="H85152DDF59AA41CB88F265C8793AD402"><enum>(B)</enum><header>Grant duration</header><text>A grant made under this subsection shall be for a 2-year period.</text></subparagraph><subparagraph id="H35C87D4522F04186BB4F046DC2E0B144"><enum>(C)</enum><header>Equitable distribution</header><text>In making grants under this subsection, the Secretary shall ensure, to the extent practicable, the equitable distribution of grant awards, based on—</text><clause id="H88FA4FDE603C4F1AB47C5A6A6D1E384F"><enum>(i)</enum><text>geography (such as urban and rural distribution); and</text></clause><clause id="H499407EF7CDF4B5E8123D2FB7C483DFB"><enum>(ii)</enum><text>the relative degree of the negative impact due to substance use disorder demonstrated under paragraph (3)(B)(i)(I) for a service area as compared such negative impact for other service areas, as determined by the Secretary.</text></clause></subparagraph><subparagraph id="H276CD8406A084C9E933DDB3A84191C26"><enum>(D)</enum><header>Administrative costs</header><text>The Secretary may use not more than 5 percent of the funds made available under section 172(e) for the administrative costs of carrying out the pilot program.</text></subparagraph></paragraph><paragraph id="H775C8306F7C24A738416780AE3313ECC"><enum>(3)</enum><header>Grant applications</header><subparagraph id="HECC03A541A614756B374E21E66B3F1F5"><enum>(A)</enum><header>In general</header><text>An eligible entity applying for a grant under this subsection shall submit an application to the Secretary at such time and in such form and manner as the Secretary may reasonably require, including—</text><clause id="HD84A17118A51414E930DF7AF5D84B95B"><enum>(i)</enum><text>the information described in this paragraph; and</text></clause><clause id="H700A47E1E7F54F82879B13EFDE3EB8E2"><enum>(ii)</enum><text>an assurance that such eligible entity will pay at least a portion of the costs of the independent evaluation required under paragraph (5)(B).</text></clause></subparagraph><subparagraph id="H3D009CBBC1D845D79012B96C71FF8FF1"><enum>(B)</enum><header>Content</header><text>An eligible entity shall include in the application—</text><clause id="H9B243165C0DF419E88648DDE4D62A414"><enum>(i)</enum><text>information that demonstrates negative economic and workforce impacts associated with widespread occurrence of a substance use disorder in the service area, including information that demonstrates that such widespread occurrence has caused, or is coincident to—</text><subclause id="H76CC275CE5EA4B05B99D3B17D31C5153"><enum>(I)</enum><text>an economic downturn in the service area;</text></subclause><subclause id="HFFE908ED062C4FA78E9B8EC9FA0B378D"><enum>(II)</enum><text>persistent economically depressed conditions in such service area; or</text></subclause><subclause id="H563937FAC51A426A87F56B16D87B0C35"><enum>(III)</enum><text>a high unemployment rate or low labor force participation rate in the service area compared to the State in which the service area is located;</text></subclause></clause><clause id="HFE11B5941C3B47DB83115CC2DE11828F"><enum>(ii)</enum><text>in the case of an eligible entity proposing to serve a population described in paragraph (4)(B)(ii), a demonstration of a workforce shortage in occupations that support individuals with a substance use disorder, including information demonstrating such shortage, such as—</text><subclause id="HDDC90D4E0904404F9417AE6A1AC1E9EA"><enum>(I)</enum><text>the distance between—</text><item id="H14A62066288E471CB67BB1891EBBFB96"><enum>(aa)</enum><text>communities affected by substance use disorder in the service area; and</text></item><item id="H21DB089DA01A439E9F406D15A8721D20"><enum>(bb)</enum><text>facilities or individuals offering services for treating substance use disorders; or</text></item></subclause><subclause id="H2159397C1F404C3FA0D4FE45DABFA69B"><enum>(II)</enum><text>the maximum capacity of facilities of treatment providers, or occupations, to serve individuals in the service area;</text></subclause></clause><clause id="H9D0FC18C717C47D790AA6310DB674EB6"><enum>(iii)</enum><text>an analysis of the estimated performance of the eligible entity (through the participating partnership) in carrying out the proposed services and activities under the grant, based on—</text><subclause id="H2CCC536B8B1B4235AB885786DCD424C5"><enum>(I)</enum><text>the levels of performance for other services and activities carried out by the eligible entity on the primary indicators of performance under section 116(b)(2)(A)(i);</text></subclause><subclause id="H69E8524286EE4790AE85BABEF3271A67"><enum>(II)</enum><text>the estimated number of individuals with a substance use disorder who may be served by the proposed services and activities;</text></subclause><subclause id="H35AA9FEC128641BDA5B8B844FE975D33"><enum>(III)</enum><text>the record of the eligible entity in serving individuals with a barrier to employment; and</text></subclause><subclause id="HEA51546BF5FF4B29B6E496C4E8AAC67C"><enum>(IV)</enum><text>the ability of the eligible entity to establish a participating partnership; and</text></subclause></clause><clause id="HE066C519DC5C4DE38FDC2CB92075DB62"><enum>(iv)</enum><text>a description of any entity described in paragraph (1)(C)(ii) with whom the eligible entity will partner.</text></clause></subparagraph><subparagraph id="HCA15FD166059469DAA1DAA9EC89F76EF"><enum>(C)</enum><header>Information</header><text>In providing the information required under subparagraph (B), the eligible entity may use information including data on—</text><clause id="H7A649581816D4EFF8C5F693B1A1674BB"><enum>(i)</enum><text>the incidence or prevalence of substance use disorder;</text></clause><clause id="HFA57674F9A904609AA16CE12F76AF6DC"><enum>(ii)</enum><text>the age-adjusted rate of drug overdose deaths, as determined by the Director of the Centers for Disease Control and Prevention;</text></clause><clause id="H09E4EDC76A86415D86BD8E2817604F0C"><enum>(iii)</enum><text>the rate of nonfatal hospitalizations related to substance use disorder;</text></clause><clause id="HD0EB275F595D481FA69C3413CB9AFC05"><enum>(iv)</enum><text>documentation of any layoff or announced future layoff, a notification provided in accordance with section 3(a) of the Worker Adjustment and Retraining Notification Act (<external-xref legal-doc="usc" parsable-cite="usc/29/2102">29 U.S.C. 2102(a)</external-xref>), or documentation of legacy industry decline, decrease in an employment or labor market participation rate, or economic impact, whether or not the result described in this clause is related to, caused by, or contributing to widespread occurrence of a substance use disorder;</text></clause><clause id="H6355221928B64807968498C1A6B83433"><enum>(v)</enum><text>documentation showing decreased economic activity related to, caused by, or contributing to widespread occurrence of a substance use disorder, including a description of how the service area has been impacted, or will be impacted, by such a decrease;</text></clause><clause id="HFA65960AF727439998A118BBD440CDE8"><enum>(vi)</enum><text>information on rapid response activities that have been or will be conducted, including demographic data gathered by employer or worker surveys or through other methods; or</text></clause><clause id="H411292D2B51848829A4B1A126E238603"><enum>(vii)</enum><text>other relevant data, as determined appropriate by the Secretary.</text></clause></subparagraph></paragraph><paragraph id="HBF988D0F9B924946AE44A7C3AE0A5ECB"><enum>(4)</enum><header>Services and activities</header><subparagraph id="H72D01AABA1FB47BFBEA4ACC4405B403F"><enum>(A)</enum><header>In general</header><text>Each eligible entity that receives a grant under this subsection shall carry out the services and activities described in this paragraph through the participating partnership to the population proposed in the application.</text></subparagraph><subparagraph id="H50D578F5D8C24E548CE4999C3E37B569"><enum>(B)</enum><header>Selection of population to be served</header><text>A participating partnership shall provide services and activities under the grant to one or both of the following populations of workers:</text><clause id="HB4546CDFE6E540E08828F521E73A33DA"><enum>(i)</enum><text>Workers, including dislocated workers, individuals with barriers to employment, new entrants in the workforce, or incumbent workers (employed or underemployed), each of whom is directly or indirectly affected by widespread occurrence of a substance use disorder.</text></clause><clause id="H02BCDA637CEA491FBB9072A86A391881"><enum>(ii)</enum><text>Workers, including dislocated workers, individuals with barriers to employment, new entrants in the workforce, or incumbent workers (employed or underemployed), who—</text><subclause id="H72BA335780C84178B6F162A537F245F1"><enum>(I)</enum><text>seek to transition to occupations that support individuals struggling with a substance use disorder or who are at risk for developing such disorder, such as professions that provide—</text><item id="H610AF6B23B644A0B8E1A7179E00DB957"><enum>(aa)</enum><text>substance use disorder treatment and related services;</text></item><item id="HBD8356E29CF746518E74869CAFD8350C"><enum>(bb)</enum><text>services offered through providers of peer recovery support services;</text></item><item id="H9D898BCAE84643E8BB66A5FF08D1F969"><enum>(cc)</enum><text>nonaddictive pain therapy and pain management services;</text></item><item id="H81D429614A654E49890390634E3E17BE"><enum>(dd)</enum><text>emergency response services; or</text></item><item id="H4EC0819F08D441ACB2FE4F94DA52D9E9"><enum>(ee)</enum><text>mental health care; and</text></item></subclause><subclause id="H7A32CA10EDA04040BDCF41F66DE44FB2"><enum>(II)</enum><text>need new or upgraded skills to better serve such a population of struggling or at-risk individuals.</text></subclause></clause></subparagraph><subparagraph id="HEB0ADD75A1BD48BC928B99AEDA598ACC"><enum>(C)</enum><header>Use of funds</header><text>Each participating partnership shall use funds available through a grant under this subsection to carry out activities described in 1 or more of the following clauses:</text><clause id="HB4DA1627CE184BEA83495A7E3232ECF1"><enum>(i)</enum><header>Engaging employers</header><text>Engaging with employers to—</text><subclause id="H748E9083B5E64490B2EF9374F8CE619A"><enum>(I)</enum><text>learn about the skill and hiring requirements of employers;</text></subclause><subclause id="H7C204554A1104D76AAD61FDCD4389E4E"><enum>(II)</enum><text>learn about the support needed by employers to hire and retain program participants, and other individuals with a substance use disorder, and the support needed by such employers to obtain their commitment to testing creative solutions to employing program participants and such individuals;</text></subclause><subclause id="HDD5F55A6D78D4739AFD64E8A7F69E61C"><enum>(III)</enum><text>connect employers and workers to on-the-job training, incumbent worker training, or customized training programs before or after layoff to help facilitate reemployment;</text></subclause><subclause id="H9236B02C8F384DDE804D5590B44829AE"><enum>(IV)</enum><text>connect employers with an education or training provider to develop classroom instruction to complement on-the-job learning for program participants and such individuals;</text></subclause><subclause id="H25D1222BD4274709926B6F520BCA51D1"><enum>(V)</enum><text>help employers develop the curriculum design of an on-the-job training, incumbent worker training, or customized training program for program participants and such individuals;</text></subclause><subclause id="H646CCCF7C31841FD9D9FD0C70F730FF2"><enum>(VI)</enum><text>help employers employ program participants or such individuals engaging in an on-the-job training or customized training program for a transitional period before hiring such a program participant or individual for full-time employment of not less than 30 hours a week; or</text></subclause><subclause id="HCE1E95634DDF4D769FEF36D3A6B19F4F"><enum>(VII)</enum><text>connect employers to program participants receiving concurrent outpatient treatment and job training services.</text></subclause></clause><clause id="H94408C1AC70548EDA455D94F96FB02E8"><enum>(ii)</enum><header>Supportive services</header><text>Providing supportive services, which shall be coordinated with providers of career services to provide maximum support for program participants to assist such participants in maintaining employment and recovery for not less than 12 months, as appropriate, and may include additional services such as—</text><subclause id="HD733710646AF4F57B983BCFE5885515D"><enum>(I)</enum><text>assistance in establishing eligibility for assistance under Federal, State, Tribal, and local programs providing health services, mental health services, vocational services, social services, or services through early childhood education programs (as defined in section 103 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1003">20 U.S.C. 1003</external-xref>));</text></subclause><subclause id="H913FD54DE13C446F808818F6D39081C0"><enum>(II)</enum><text>evidence-based outpatient and community-based substance use disorder treatment services;</text></subclause><subclause id="HE716601A6E6348E3B89FA8F78D833354"><enum>(III)</enum><text>services offered through providers of peer recovery support services; or</text></subclause><subclause id="H98D6C01A5DD34CD58B89E722BF37A744"><enum>(IV)</enum><text>networking and mentorship opportunities.</text></subclause></clause><clause id="H4B5C7F66AEAF47449ED7A641B3DEE268"><enum>(iii)</enum><header>Career and job training services</header><text>Offering career services described in section 134(c)(2) and training services described in section 134(c)(3), and related services, concurrently or sequentially with the services provided under subparagraphs (i) and (ii) and, at the election of the participating partnership, providing other related services, which may include 1 or more of the following:</text><subclause id="HF86B720C480C4740AC319722F510CC78"><enum>(I)</enum><text>Services to promote employability skills such as punctuality, personal maintenance skills, and professional conduct.</text></subclause><subclause id="HB59EF74FDAA54A9CA7145D74B5968D0E"><enum>(II)</enum><text>Provision of payments and fees for employment and training-related applications, tests, and certifications.</text></subclause><subclause id="H6F895FBEE435471EBFB5CFEF2C52CC6C"><enum>(III)</enum><text>Mentorship services and job retention support for program participants.</text></subclause><subclause id="HD14F43FFECAA4597ABB2C3CE00111CAB"><enum>(IV)</enum><text>Services to assist program participants in maintaining employment for not less than 12 months, as appropriate.</text></subclause></clause><clause id="H8847E99BAE274CBF9AB04A69EEFEA8F2"><enum>(iv)</enum><header>Proven and promising practices</header><text>Leading efforts in the service area to identify and promote proven and promising strategies and initiatives for meeting the needs of employers and program participants.</text></clause></subparagraph><subparagraph id="H47B75F8B0DBD415186BD8DCDD15985E2"><enum>(D)</enum><header>Limitations</header><text>A participating partnership may not use—</text><clause id="H10247B63C8C44E43A848E89B694C4F1F"><enum>(i)</enum><text>more than 10 percent of the funds received under a grant under this subsection for the administrative costs of the partnership in carrying out this subsection; and</text></clause><clause id="HF8D1505C76634DBC9132ACEE9737831B"><enum>(ii)</enum><text>more than 10 percent of the funds received under such grant for the provision of supportive services described in subparagraph (C)(iii) to program participants.</text></clause></subparagraph></paragraph><paragraph id="HF5EB0D7E7E1545D3A8050A6C54EBB959"><enum>(5)</enum><header>Performance accountability</header><subparagraph id="HCD428465CB404D318FF0F4FB4542C475"><enum>(A)</enum><header>Reports</header><text>The Secretary shall establish quarterly reporting requirements for eligible entities who are recipients of grants under this subsection that, to the extent practicable, are based on the performance accountability provisions described in section 116.</text></subparagraph><subparagraph id="HC18903FF97284D98966411D18D78D579"><enum>(B)</enum><header>Evaluations</header><clause id="H7B875574BD784B948F6F1B080AC2D183"><enum>(i)</enum><header>Authority to enter into agreements</header><text>The Secretary shall ensure that an independent evaluation is conducted on the pilot program carried out under this subsection to determine the impact of the program on the employment of individuals with substance use disorders.</text></clause><clause id="H34B51FACA548429BBE6C27AE18004B23"><enum>(ii)</enum><header>Methodologies to be used</header><text>The independent evaluation required under this subparagraph shall use experimental designs using random assignment or, when random assignment is not feasible, other reliable, evidence-based research methodologies that allow for the strongest possible causal inferences.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H6B52E62042824035ADD57E0AD498EDAC"><enum>3.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 172 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3227">29 U.S.C. 3227</external-xref>) is amended—</text><paragraph id="HB843B6AE895F4D05816E9B35AA6C696D"><enum>(1)</enum><text>by redesignating subsections (e) and (f) as subsections (f) and (g), respectively; and</text></paragraph><paragraph id="HD7A3BAB038424B0696D1A071244737AC"><enum>(2)</enum><text>by inserting after subsection (d) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HD0BD69C93E164C52B9C5E6B117B6FD68"><subsection id="H742B046204FD472186E8589CA3F7CF0A"><enum>(e)</enum><header>Substance use crisis grants</header><text>There are authorized to be appropriated to carry out section 170(e)—</text><paragraph id="HFCDF76C559CC4C449356ED898A0EB6F7"><enum>(1)</enum><text>$25,000,000 for fiscal year 2025;</text></paragraph><paragraph id="H00530ABDA940495D9E5CEADF233F22B6"><enum>(2)</enum><text>$27,500,000 for fiscal year 2026;</text></paragraph><paragraph id="H7C993F58576C47E38DFAB14DB8E9012E"><enum>(3)</enum><text>$30,000,000 for fiscal year 2027;</text></paragraph><paragraph id="H27DA470573B0496480EF4B8721F41D9D"><enum>(4)</enum><text>$32,500,000 for fiscal year 2028;</text></paragraph><paragraph id="H0F4272E448C344E496A9C2C0B59B0B71"><enum>(5)</enum><text>$35,000,000 for fiscal year 2029; and</text></paragraph><paragraph id="HC0BD63FC1B2D424799FE5756C709A19B"><enum>(6)</enum><text>$37,500,000 for fiscal year 2030.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="H8E64CE457BEE42D6A0D95263A74D6283"><enum>4.</enum><header>Conforming amendments</header><text display-inline="no-display-inline">Section 170 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3225">29 U.S.C. 3225</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HF1897B28273243508B9CBE635083DA88"><enum>(1)</enum><text>in subsection (b)(1)(C), by striking <quote>this section</quote> and inserting <quote>this paragraph</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2E5080BDCDFE48629AFF6F655C20C04A"><enum>(2)</enum><text>in subsection (d)(4), by striking <quote>this section</quote> and inserting <quote>subsection (b)(1)(B)</quote>.</text></paragraph></section></legis-body></bill>
