<section id="HAA0038BDF5FD4F0E914ABC4CC3C29466" section-type="section-one"><enum>1.</enum><header>Application of commercial motor vehicle safety</header> 
<subsection id="HDF5EC38161634D4982036BD2903FB441"><enum>(a)</enum><header>Definition</header><text>Section 31301(14) of title 49, United States Code, is amended—</text> <paragraph id="HE407F56B2375473C955CD44D81BD5EC3"><enum>(1)</enum><text>by striking <quote>and</quote> and inserting a comma; and</text></paragraph> 
<paragraph id="H38196560B7A14A2E90C0B60B349A4912"><enum>(2)</enum><text>by inserting <quote>, and Puerto Rico</quote> before the period.</text></paragraph></subsection> <subsection id="H1A0180FD3C934E26BEF2AC18F8320024"><enum>(b)</enum><header>Implementation</header><text>The Administrator of the Federal Motor Carrier Safety Administration shall work with Puerto Rico on obtaining full compliance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/313">chapter 313</external-xref> of title 49, United States Code, and regulations adopted under that chapter.</text></subsection> 
<subsection id="HE1C41C19560B43AAABC7A4B5DE84AA30"><enum>(c)</enum><header>Grace period</header><text>Notwithstanding section 31311(a) of title 49, United States Code, during a 5-year period beginning on the date of enactment of this Act, Puerto Rico shall not be subject to a withholding of an apportionment of funds under paragraphs (1) and (2) of section 104(b) of title 23, United States Code, for failure to comply with any requirement under section 31311(a) of title 49, United States Code. </text></subsection></section> </legis-body></bill>
