Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133</external-xref>, <external-xref legal-doc="usc" parsable-cite="usc/42/5135">42 U.S.C. 5135</external-xref>, <external-xref legal-doc="usc" parsable-cite="usc/42/5170c">42 U.S.C. 5170c</external-xref>) and section 1366 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4104c">42 U.S.C. 4104c</external-xref>) for home energy storage for single residence structures.</official-title></form><legis-body id="HA1A84FAF8CCE4D4292607CC902EE1AC7" style="OLC"><section id="H2894F74456C245AAAE5F8B6625007F6D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Energy Storage for Resilient Homes Act</short-title></quote>. </text></section><section id="H4ED33A0D842A46EF83F365CD3A6EA9BE" section-type="subsequent-section"><enum>2.</enum><header>FEMA home energy storage program</header><subsection id="H107BAC7A8EE04759AEDEB223A4DB457A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the Federal Emergency Management Agency shall provide financial assistance under sections 203, 205, and 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133</external-xref>, <external-xref legal-doc="usc" parsable-cite="usc/42/5135">42 U.S.C. 5135</external-xref>, <external-xref legal-doc="usc" parsable-cite="usc/42/5170c">42 U.S.C. 5170c</external-xref>) and section 1366 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4104c">42 U.S.C. 4104c</external-xref>) for home energy storage for single residence structures.</text></subsection><subsection id="H3E97686A63774D6BA77B2737D4E4AC75"><enum>(b)</enum><header>Cost effectiveness</header><text>In providing assistance under subsection (a), the Administrator shall only provide assistance for projects that are determined to be cost effective for disaster resilience. </text></subsection><subsection id="HB2AB13E5FD1C4E09A5DFCB14951B799E"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H078A98614B3F465AA45EF45147686A44"><enum>(1)</enum><header>Energy storage system</header><text display-inline="yes-display-inline">The term <quote>energy storage system</quote> means any system, equipment, or technology that—</text><subparagraph id="HA2325C91196D4F4980DB011B3B4AF30C"><enum>(A)</enum><text>is capable of absorbing or converting energy, storing the energy for a period of time, and dispatching the energy; and</text></subparagraph><subparagraph id="H7583F3AA47B145268D59A8E858D97344"><enum>(B)</enum><text>uses mechanical, electrochemical, thermal, electrolysis, or other processes to convert and store electric energy that was generated at an earlier time for use at a later time.</text></subparagraph></paragraph><paragraph id="HF32007FCA656435FA78692FC10D8FC2C"><enum>(2)</enum><header>Home energy storage</header><text>The term <quote>home energy storage</quote> means a fixed or portable energy storage system manufactured and sold for use in single residence structures. </text></paragraph><paragraph id="H414E128901484D4EB955E3629652B218"><enum>(3)</enum><header>Single residence structures</header><text>The term <quote>single residence structures</quote> means—</text><subparagraph id="HF24CFDF5424C4328AEB6AA2DE2482E0E"><enum>(A)</enum><text display-inline="yes-display-inline">a residential single-family building in which the total floor area devoted to non-residential uses is less than 50 percent of the building's total floor area;</text></subparagraph><subparagraph id="H8A84C4A8427C49C5B3FB4521525DC252"><enum>(B)</enum><text display-inline="yes-display-inline">a single-family residential unit in a duplex, fourplex, or other mutli-use building in which more than 50 percent of the floor area is for single-family residences; or </text></subparagraph><subparagraph id="H5AE0DF53BD194B089BCBAA0D371DE850"><enum>(C)</enum><text>a single-family residential unit within a 2 to 4 family building, other-residential building, business, or non-residential building, in which commercial uses within the unit are limited to less than 50 percent of the unit's total floor area.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
