R. 8887</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240628">June 28, 2024</action-date><action-desc><sponsor name-id="F000466">Mr. Fitzpatrick</sponsor> (for himself and <cosponsor name-id="Q000023">Mr. Quigley</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 to establish a grant program to increase access to medical care for retired Federal working dogs, and for other purposes.</official-title></form><legis-body id="H237F725A4C0B475CAF27998B3BE31695" style="OLC"><section id="H2965D9B15A454AB2AB8DA103AA0E752A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Honoring our K9 Heroes Act</short-title></quote>.</text></section><section id="H05BA9E716E664A1884B5EAEB4F9F581F"><enum>2.</enum><header>Program to establish increased access to medical care for retired Federal working dogs through certain homeland security grants</header><subsection id="HACA2A29555D541BE868D99C581532C87"><enum>(a)</enum><header>In general</header><text>Subtitle A of title XX of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/603">6 U.S.C. 603 et seq.</external-xref>) is amended by adding at the end the following new section:</text><quoted-block id="H815B60D993674260847EE412289C9D1C"><section id="H04717C0FF3D445ACA8C13FB30A3CEBC6"><enum>2010.</enum><header>Grants for increased access to medical care for retired Federal working dogs</header><subsection id="HB5B8896528284B61A35FEAD5E4F4C8D6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish a grant program under which eligible entities may enter into an agreement with the Secretary to cover a portion of medical care expenses for retired Federal working dogs described in subsection (d).</text></subsection><subsection id="HB31BA42F48CB46B987C1E69CB8ADAADD"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">An entity is eligible to receive a grant under the program established pursuant to subsection (a) if such entity—</text><paragraph id="H7B1AD7A59DD84B15B06B1734BD1C6B37"><enum>(1)</enum><text>is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code;</text></paragraph><paragraph id="H2A74EF7F214C4B3E882AA21783994322"><enum>(2)</enum><text>provides assistance for medical care for retired Federal law enforcement and military working dogs; and</text></paragraph><paragraph id="HE0BDBBD860BC4B9AB8255AE00D6236DE"><enum>(3)</enum><text>prior to the date of application, has not less than a two-year history of providing such assistance.</text></paragraph></subsection><subsection id="H40759C46269E4D7A94EB8B493A4F6D1A"><enum>(c)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible to receive a grant under the program, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="H0EEF2E2D903C4A08A6CE316527F1D6A9"><enum>(d)</enum><header>Retired Federal working dogs described</header><text>A retired Federal working dog described in this subsection—</text><paragraph id="H23B7150E817D49A482CC35DB70F8BF71"><enum>(1)</enum><text display-inline="yes-display-inline">has been issued a retirement letter from the Federal department or agency that employed such dog; and</text></paragraph><paragraph id="HFFB42E20CF064E75A96BCBAD14862654"><enum>(2)</enum><text>is in the care of its handler.</text></paragraph></subsection><subsection id="H7D1FF9A92FBC4BD9B3050AE102A2311C"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this section $1,000,000 for each of fiscal years 2025 through 2029.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HA10B8F20EE1444D3A03B2A93291FA67C"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 2009 the following new item:</text><quoted-block style="OLC" id="HAC016A0312EF48558A36279C4C46B742" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 2010. Grants for increased access to medical care for retired Federal working dogs.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
