R. 8755</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240614">June 14, 2024</action-date><action-desc><sponsor name-id="C001072">Mr. Carson</sponsor> (for himself, <cosponsor name-id="G000583">Mr. Gottheimer</cosponsor>, <cosponsor name-id="J000309">Mr. Jackson of Illinois</cosponsor>, <cosponsor name-id="M001188">Ms. Meng</cosponsor>, <cosponsor name-id="O000173">Ms. Omar</cosponsor>, and <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 5, United States Code, to establish Eid Days as Federal holidays, and for other purposes.</official-title></form><legis-body id="H7A971104225843D6897C96ADB500EB4D" style="OLC"><section id="HFCCBEBFE246F46AA9991B12F009AFD16" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Eid Days Act</short-title></quote>.</text></section><section id="HE6034CE9ED034F40A29EBAE98B405E1D"><enum>2.</enum><header>Sense of Congress regarding Eid Days</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H44BDC03E13F04CA5A62FD08991EB87B0"><enum>(1)</enum><text>Eid is a holiday of great importance to 3,500,000 Muslim Americans and approximately 1,800,000,000 Muslims around the world.</text></paragraph><paragraph id="HF09254D1B9CE4321B6BBD04D775B51AB"><enum>(2)</enum><text display-inline="yes-display-inline">Eid al-Adha is an Islamic holiday which commemorates Abraham’s symbolic sacrifice of his son to God, as referenced in the Quran, Old Testament, and New Testament. Eid al-Adha also marks the annual pilgrimage to Mecca, called Hajj.</text></paragraph><paragraph id="HC86D2B7F60DF48E694C0C1410C8F1F57"><enum>(3)</enum><text display-inline="yes-display-inline">Eid al-Adha falls on the tenth day of the twelfth month of Dhul-Hijjah of the Islamic lunar (Hijra) calendar. The date of Eid al-Adha shifts back approximately 10 to 12 days every year on the Gregorian calendar.</text></paragraph><paragraph id="H05A6E18D730D4CB49AB719BA74BEF368"><enum>(4)</enum><text display-inline="yes-display-inline">Eid al-Fitr is an Islamic holiday which commemorates the sighting of the new moon, signifying a month-long end to fasting and reflection for all Muslim followers.</text></paragraph><paragraph id="H2ECFD678276F4171A561ECD63A4DD45B"><enum>(5)</enum><text display-inline="yes-display-inline">Eid al-Fitr falls on the first day of the tenth month of Shawal of the Islamic lunar (Hijra) calendar. The date of Eid al-Fitr shifts back approximately 10 to 12 days every year on the Gregorian calendar.</text></paragraph></section><section id="HB69B78DE47CF46EBAEAC1BCA942229A3"><enum>3.</enum><header>Eid Days</header><text display-inline="no-display-inline">Section 6103 of title 5, United States Code, is amended—</text><paragraph id="HBA5FE8F1BFA7482FBBB523339F505F12"><enum>(1)</enum><text>by redesignating subsection (d) as subsection (e); and</text></paragraph><paragraph id="H73E324767CC348A882BDC80EF51FAFEA"><enum>(2)</enum><text>by inserting after subsection (c) the following new subsection:</text><quoted-block style="USC" id="HA07AB23497B84968975EBEAB95778AC5" display-inline="no-display-inline"><subsection id="H28E3E704E171477CA6ACAF38F939C2CE" display-inline="no-display-inline"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H18547C4AC1484C838571BD980AAC925A"><enum>(1)</enum><text>Each Eid Day is a legal public holiday.</text></paragraph><paragraph id="H2726E98A177545B4833F60D034516C30"><enum>(2)</enum><text>For the purposes of this subsection, the Director of the Office of Personnel Management shall—</text><subparagraph id="H5C7DA4D729EB47E49C9A4A308B43DDC1"><enum>(A)</enum><text>determine each Eid Day for each calendar year; and</text></subparagraph><subparagraph id="H011DFC1CD1304227A20E224F24C356C7"><enum>(B)</enum><text display-inline="yes-display-inline">make such determination publicly available on a website of the Office of Personnel Management.</text></subparagraph></paragraph><paragraph id="H4C317C43F0D74B65B524F08C57C55FE3"><enum>(3)</enum><text display-inline="yes-display-inline">In this subsection, the term <quote>Eid Day</quote> means—</text><subparagraph id="H4A1166457E9B4D728C7B248D5D0F12E8"><enum>(A)</enum><text>the first day of Eid al-Adha; and</text></subparagraph><subparagraph id="H7B45558B79ED42F8AF73EE7130C57A39"><enum>(B)</enum><text display-inline="yes-display-inline">the first day of Eid al-Fitr.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
