R. 8751</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240614">June 14, 2024</action-date><action-desc><sponsor name-id="B001275">Mr. Bucshon</sponsor> (for himself and <cosponsor name-id="D000624">Mrs. Dingell</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Commerce to establish a grant program to support State data infrastructure projects, and for other purposes.</official-title></form><legis-body id="H7F1DFA398DAA4BCC807BB9F66F54358B" style="OLC"><section id="H19E2B4C118E04690B56BE7E58C000453" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Government Data-Driven Decisions Act</short-title></quote>.</text></section><section id="HB3C6EEAA4B434C3684841443FF85D0BD"><enum>2.</enum><header>Data infrastructure grant program</header><subsection id="HE816E5A2F03146E6A12D7596D7BFC846"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish a data infrastructure grant program under which the Secretary shall provide grants to support projects for centralized data sharing, correlation, and analysis capacity to facilitate effectiveness and efficiency in the administration of State programs and services.</text></subsection><subsection id="HA6A329840A064AA6ADAE81ED9F7C74D1"><enum>(b)</enum><header>Goals</header><text>The goals of the Program are—</text><paragraph id="H0044A7868AF64199BAAA24F18B004C8F"><enum>(1)</enum><text>to leverage data infrastructure created and maintained by State government agencies to inform innovation and efficiency efforts related to State programs and services;</text></paragraph><paragraph id="H38211E97041F4FFC9B97FA5936ED455D"><enum>(2)</enum><text>to improve information technology systems, practices, and procedures to enhance the security of data by such agencies;</text></paragraph><paragraph id="H171B22FD82F646AD9A9FDE2002C5A634"><enum>(3)</enum><text>to increase the capabilities of such agencies for implementing data management, augmented analytics, integration, business process improvement, and intelligent technologies; and</text></paragraph><paragraph id="HFE24C3F1031E47E390E5602AD4B89DA3"><enum>(4)</enum><text>to protect the privacy of individuals by adhering to all applicable State and Federal privacy laws and regulations.</text></paragraph></subsection><subsection id="H31FFAC38F2554FCC916C15033D9853F7" display-inline="no-display-inline"><enum>(c)</enum><header>Eligible recipients</header><text>The Secretary may make a grant under the Program to a State government.</text></subsection><subsection id="HFF1E1DB7453A493FAB1DC8D8DF28A935"><enum>(d)</enum><header>Applications</header><text>To be eligible for a grant under the Program, an entity described in subsection (c) shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></subsection><subsection id="H98616AAB8FB142B491CD2D769CC1DC04"><enum>(e)</enum><header>Grant amounts</header><paragraph id="HDFB60A4CA2AD416B9EFB2B0817BC6913"><enum>(1)</enum><header>Minimum</header><text>The minimum amount of a grant under the Program shall be $1,500,000.</text></paragraph><paragraph id="HF43F59BD56E64DED8D47D5491FA940F5"><enum>(2)</enum><header>Maximum</header><text>The maximum amount of a grant under the Program shall be $5,000,000.</text></paragraph></subsection><subsection id="H93755EDE69E244AB8BEC836F0202E206"><enum>(f)</enum><header>Definitions</header><paragraph id="H096A6F0FD1504CF88B455CF0273C6378"><enum>(1)</enum><header>Data infrastructure</header><text>The term <term>data infrastructure</term> means the people, processes, systems, and resources that enable the entire ecosystem for real time, high quality, and data-driven decisionmaking, including the collection and reporting of information, the secure and compliant retention systems, and the analysis and presentation of the information.</text></paragraph><paragraph id="H2F63FECF87B144728AEE70D43EA4AAB0"><enum>(2)</enum><header>Program</header><text>The term <term>Program</term> means the grant program established under subsection (a).</text></paragraph><paragraph id="H0A1D0778F32C40F28AF35C9473DE376C"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce.</text></paragraph></subsection><subsection id="HA8FEE18C9628443188397A97D1D61651"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out the Program $41,000,000 for each of fiscal years 2024 through 2028.</text></subsection></section></legis-body></bill>
