which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Agriculture to carry out research and development with respect to winter oilseed crops, and for other purposes.</official-title></form><legis-body id="HEC5CCB4ECFE146599CD74BB7BAE49056" style="OLC"><section id="HB9FA31DBD53D48AA95CF4DE2E994E640" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Winter Oilseed Study Act of 2024</short-title></quote>.</text></section><section id="HA397D63EED154111988314A7D0BC47AC"><enum>2.</enum><header>Purposes and findings</header><subsection id="H739D1FD1EB2A4923B31E3F40D6AF403F"><enum>(a)</enum><header>Purposes</header><text>The purposes of this Act are as follows:</text><paragraph id="HA2DE744CA50141F88D4F1262330C57A3"><enum>(1)</enum><text>To ensure the continued growth of clean and sustainable feedstocks, crops such as winter canola will need access to crop insurance products that allow for additional growing practices.</text></paragraph><paragraph id="H54215A9BE9174019AC0F06A19E490908"><enum>(2)</enum><text>To recognize the importance and regionality characteristics of rotationally and double-crop grown canola and the economic and environmental benefits to producers.</text></paragraph><paragraph id="H45C3F7104E9241D39F869F49142EC80A"><enum>(3)</enum><text>By investing in lower carbon-intensity renewable fuels, such as those produced from canola, the United States can provide sustainable fuels, create jobs, enhance our rural communities, and bolster our national security.</text></paragraph></subsection><subsection id="H5475365D08224CB5A307F444FDFF17CA"><enum>(b)</enum><header>Findings</header><text>Congress finds the following:</text><paragraph id="H5867CE0361724CCABEB6F3086D506358"><enum>(1)</enum><text>Canola improves farm economics by increasing yield in cereal, soybean, and other crops that follow winter canola.</text></paragraph><paragraph id="H74FC82849C754852977077DCB5A6ABC8"><enum>(2)</enum><text>Canola oil is a source of renewable energy as a feedstock for biodiesel, renewable diesel, and jet biofuel.</text></paragraph><paragraph id="H1B38099106074C37BD98DC494F2B1B9F"><enum>(3)</enum><text>Canola oil-based renewable fuels reduce greenhouse gas emissions by over 50 percent compared to conventional fuels, providing significant air quality improvements.</text></paragraph><paragraph id="H78687D8507264A70B66184F7139ACAF7"><enum>(4)</enum><text>Expanding winter canola production will provide additional feedstock to meet growing renewable fuel demand without bringing new land into production, which will yield an even more favorable carbon intensity compared to conventional fuels.</text></paragraph></subsection></section><section id="H98F6A94E063545FA936AD1135EB8FEAD"><enum>3.</enum><header>Study of inclusion of certain oilseed crops under double and rotational cropping policies</header><text display-inline="no-display-inline">Section 522(c) of the Federal Crop Insurance Act (7 <external-xref legal-doc="usc" parsable-cite="usc/4/1522">4 U.S.C. 1522(c)</external-xref>) is amended by adding at the end the following: </text><quoted-block id="H3C31EE8907F24CFDB1D1A4D891101112" style="OLC"><paragraph id="H8A9A1E7B0E704E93922BA35B8BA1BADE"><enum>(20)</enum><header>Double cropping and rotational cropping of certain oilseed crops</header><subparagraph id="HFDBB33A0EB4F42A99C3A76BF1D2E7FC6"><enum>(A)</enum><header>Definition of covered oilseed crops</header><text>In this paragraph, the term <term>covered oilseed crops</term> means rapeseed and canola crops.</text></subparagraph><subparagraph id="H34028327EB22418198384FEE59B0E4B9"><enum>(B)</enum><header>Research and development</header><text>The Corporation shall carry out research and development, or offer to enter into 1 or more contracts with 1 or more qualified persons to carry out research and development, with respect to the inclusion of covered oilseed crops under double cropping and rotational cropping policies.</text></subparagraph><subparagraph id="H0A5248D44A6E4870910FA1EBD7512B3E"><enum>(C)</enum><header>Requirements</header><text>The research and development carried out pursuant to subparagraph (B) shall be conducted in consultation with stakeholders to evaluate—</text><clause id="H204054A15F4142C58110C12115C61486"><enum>(i)</enum><text>the factors impacting availability and cost of crop insurance when incorporating covered oilseed crops into double cropping and rotational cropping policies; and</text></clause><clause id="HA0DC73D3A0FC4554ACDA948277DB5FE0"><enum>(ii)</enum><text>the potential risk management benefits associated with incorporating covered oilseed crops into double cropping and rotational cropping policies, specifically with respect to winter planted covered oilseed crops, including risk management benefits to soil health, biodiversity, and the profitability of farming operations.</text></clause></subparagraph><subparagraph id="H593E823FE57B42FEB5A6B7478D98CEA5"><enum>(D)</enum><header>Emphasis</header><text>In awarding contracts under subparagraph (B), the Corporation may place emphasis on qualified persons that—</text><clause id="HAA8A4DAF4A4F4B778A54293898DAA5F6"><enum>(i)</enum><text>have previous research experience with covered oilseed crops; and</text></clause><clause id="H46667682E1E94C3F89EDE253D6F104BB"><enum>(ii)</enum><text>have access to a facility with the capacity to carry out the applicable research.</text></clause></subparagraph><subparagraph id="H41D286A84EEA40889A880A45C4B0E632"><enum>(E)</enum><header>Report</header><text>Not later than 13 months after the date of enactment of this paragraph, the Corporation shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that describes—</text><clause id="HE2628B91DA3644F2AE369FD9D3D88A0B"><enum>(i)</enum><text>the results of the research and development carried out under subparagraph (B); and</text></clause><clause id="H822610C2D7274E8398C8D19BF0AB914F"><enum>(ii)</enum><text>any recommendations with respect to those results.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HC56753D9587249D19EEDB06C45ECD764"><enum>4.</enum><header>National Institute of Food and Agriculture amendments</header><text display-inline="no-display-inline">Section 1473D of the Food and Agriculture Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3319d">7 U.S.C. 3319d</external-xref>) is amended—</text><paragraph id="H919B2286A58449D686D08E8772C11026"><enum>(1)</enum><text>in subsection (c)(3)—</text><subparagraph id="HEE23437E681A4A288D37B441DA5E7763"><enum>(A)</enum><text>in subparagraph (E), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="H33AFA3465A994CE399AAD36D18FB5FD4"><enum>(B)</enum><text>by redesignation subparagraph (F) as subparagraph (G); and</text></subparagraph><subparagraph id="H203E6F1559C24D36A3D951684C53A06C"><enum>(C)</enum><text>by inserting after subparagraph (E) the following:</text><quoted-block id="HC1A313C33DC949A18A9478888D074DCC" style="OLC"><subparagraph id="HD596DF8EE3A2426692723C71A450B2AC" indent="up1"><enum>(F)</enum><text>to examine potential benefits and opportunities for supplemental and alternative crops (including winter-planted rapeseed and winter-planted canola crops); and</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H111F57B6CFA14F789E8D8E513EA40C0D"><enum>(2)</enum><text>in subsection (e) by adding at the end the following:</text><quoted-block id="H12E9BBA700174D5D93E2C62EEF42D051" style="OLC"><paragraph id="H857AFE54C72D4DD4AE48C5DD9CEAC6EF"><enum>(4)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H0BC4CB06626B4F189AC3896D0E20CAE6"><enum>5.</enum><header>Report to Congress</header><text display-inline="no-display-inline">Not later than 13 months after the date of enactment of this Act, the Corporation shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that describes—</text><paragraph id="H48B4A66E2B8D4F78ACE9624A1860E522"><enum>(1)</enum><text>the results of the research and development carried out under the amendments made by section 3; and</text></paragraph><paragraph id="H7CF2C1402C50447CB91E76F5C838686A"><enum>(2)</enum><text>any recommendations with respect to those results.</text></paragraph></section></legis-body></bill>
