R. 8037</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240417">April 17, 2024</action-date><action-desc><sponsor name-id="U000040">Ms. Underwood</sponsor> (for herself, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, and <cosponsor name-id="T000486">Mr. Torres of New York</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To continue to fund the IMPROVE initiative through the Eunice Kennedy Shriver National Institute of Child Health and Human Development, and for other purposes.</official-title></form><legis-body id="H84A8AA8144FA45F1892E55BB72EF344E" style="OLC"><section section-type="section-one" id="H24B32273A94A43419CBAB9FC20FAABC8"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>NIH Implementing a Maternal health and PRegnancy Outcomes Vision for Everyone Act</short-title></quote> or the <quote><short-title>NIH IMPROVE Act</short-title></quote>.</text></section><section id="HD386549668214964998E1F17B540B31A"><enum>2.</enum><header>IMPROVE Initiative</header><text display-inline="no-display-inline">Subpart 7 of part C of title IV of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/281">42 U.S.C. 281 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H722023825D6F45838029D93BA3DCF42E"><section id="HEBB69C03D6124CD094D6613045BA3FBC"><enum>452H.</enum><header>IMPROVE initiative</header><subsection id="HF8A3D5706FFC4A3F9E41560F7AD0FDC1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Institute shall continue to carry out the IMPROVE initiative (referred to in this section as the <quote>Initiative</quote>) through the Institute for the following:</text><paragraph id="H4DE5E007B015445E81C157016B6750F0"><enum>(1)</enum><text>Advancing research to—</text><subparagraph id="H1D35361725B24DABB88054E0ABBC21A4"><enum>(A)</enum><text>reduce preventable causes of maternal mortality and severe maternal morbidity;</text></subparagraph><subparagraph id="H6BFBECBCE9A34665B7DE5BD4DCC07A64"><enum>(B)</enum><text display-inline="yes-display-inline">reduce racial, ethnic, geographic, and socioeconomic disparities in maternal health outcomes; and</text></subparagraph><subparagraph id="H4FDD411B920A487187FFDB56EA41A133"><enum>(C)</enum><text>improve health for pregnant and postpartum individuals before, during, and after pregnancy.</text></subparagraph></paragraph><paragraph id="HE777D50ABB1540BBB91BAB6F5321E8E1"><enum>(2)</enum><text display-inline="yes-display-inline">Using an integrated approach to understand the biological, behavioral, sociocultural, and structural factors that affect maternal mortality and severe maternal morbidity by building an evidence base for improved care and outcomes in specific regions of the United States.</text></paragraph><paragraph id="H30327CA4CFCC45A384D18F95DA683298"><enum>(3)</enum><text display-inline="yes-display-inline">Targeting health disparities associated with maternal mortality and severe maternal morbidity by—</text><subparagraph id="H58AAA66C3A9C47C980B1AB9B98C5EDBA"><enum>(A)</enum><text>implementing and evaluating community-based interventions for disproportionately affected individuals; and</text></subparagraph><subparagraph id="H687B4210CE1A40A3BF9099624CB239A7"><enum>(B)</enum><text display-inline="yes-display-inline">identifying risk factors and the underlying biological mechanisms associated with leading causes of maternal mortality and severe maternal morbidity in the United States, including cardiovascular disease, infection and immunity, vitamin and nutrient deficiencies, and mental and behavioral health.</text></subparagraph></paragraph></subsection><subsection id="HB5B41402A4CB4E34B9F51E2A71E8BB04"><enum>(b)</enum><header>Implementation</header><text display-inline="yes-display-inline">The Director of the Institute may award grants or enter into contracts, cooperative agreements, or other transactions to carry out subsection (a), including with researchers from racial and ethnic minority groups (as defined in section 1707(g)(1)).</text></subsection><subsection id="H0DD20EB4C6A54494858E641ED241213F"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $53,400,000 for each of fiscal years 2025 through 2031.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
