<section id="HB27D354088D147B49FDEFE6C67CC265B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Theodore Roosevelt Presidential Library Act</short-title></quote>.</text></section> <section id="HEE54BE81C8764B8D902C1FFCBDD6CDFC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H48BC1FB19DEC4B88A46FB7F37B974BF3"><enum>(1)</enum><text display-inline="yes-display-inline">The Theodore Roosevelt Association was founded in 1919 and chartered by Congress in 1920 to perpetuate the memory of Theodore Roosevelt for the benefit of the people of the United States and the world.</text></paragraph> <paragraph id="HB99FC841318B41D38AA69806FB54726D"><enum>(2)</enum><text display-inline="yes-display-inline">The Theodore Roosevelt Presidential Library will celebrate the unique legacy of one of the most influential Presidents and actively bring the lessons of Theodore Roosevelt’s life into the Nation’s present moment.</text></paragraph> 
<paragraph id="H5307F030F67240ADBEA95CD81C3FC78B"><enum>(3)</enum><text>Many of Theodore Roosevelt’s artifacts and memorabilia are scattered across the country and not available to the public for viewing.</text></paragraph> </section> <section id="HBF488AEA6B1144FA90493DEFB8F639FB"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H0379AC7E8121460AB8B9405A5B0A46B3"><enum>(1)</enum><header>Foundation</header><text>The term <term>Foundation</term> means the Theodore Roosevelt Presidential Library Foundation.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H67F421F2417C4BE8AA340B519A578C82"><enum>(2)</enum><header>Library</header><text>The term <term>Library</term> means the Theodore Roosevelt Presidential Library, to be located in Medora, North Dakota.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H78DA491716E84998977889140120A9E1"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph></section> <section commented="no" display-inline="no-display-inline" id="H4CB0025FF4C64A3AB94156633E4BA45E" section-type="subsequent-section"><enum>4.</enum><header>Federal contributions toward establishment of the Theodore Roosevelt Presidential Library</header> <subsection id="H50FF8BBB07CF4B74B9250619612D1B80"><enum>(a)</enum><header>Grants</header> <paragraph commented="no" display-inline="no-display-inline" id="HE2D0A7007A5A4C8D943F25393EB25F9E"><enum>(1)</enum><header display-inline="yes-display-inline">Authorization</header><text display-inline="yes-display-inline">To the extent provided in advance in appropriations Acts and subject to paragraphs (2) and (3), the Secretary shall provide a grant to the Foundation for the establishment of the Library—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H33A98C53778A45048F1C2B630CAC895D"><enum>(A)</enum><text display-inline="yes-display-inline">to preserve and make available to the public materials relating to the life of President Theodore Roosevelt; and </text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H4CE174E745464644B28E66A647F50283"><enum>(B)</enum><text display-inline="yes-display-inline">to provide interpretive and educational services that communicate the meaning of the life of Theodore Roosevelt.</text></subparagraph></paragraph> 
<paragraph id="HC1FE87779E9E4AF09C8F09810EDBC2A9"><enum>(2)</enum><header>Matching Requirement</header><text>The Secretary may not provide a grant under paragraph (1) until the date on which the Foundation certifies to the Secretary that the Foundation has received an amount equal to not less than twice the amount of the grant funds to be provided under that paragraph from funds for the Library—</text> <subparagraph id="H42DD08BBE3544A368B81056E94DC3AB8"><enum>(A)</enum><text>contributed by the State of North Dakota; or</text></subparagraph> 
<subparagraph id="H64AC916BE8894EF09BB8B24AB41405E9"><enum>(B)</enum><text>raised from non-Federal sources during the period beginning on the date on which the Foundation was established and ending on the date of the certification.</text></subparagraph></paragraph> <paragraph id="H28BD887FE6E04664B936A8365477F7B7"><enum>(3)</enum><header>Prohibition on use of funds</header><text>Grant funds provided under this subsection may not be used for the maintenance or operation of the Library.</text></paragraph></subsection> 
<subsection id="H3AD4918C132649328D5C6B78B3B47084"><enum>(b)</enum><header>Federal artifacts and objects relating to Theodore Roosevelt</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H8C315D45BC3E46859AFC6D9C38A8DA88"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary shall—</text> <subparagraph id="HE9397254BDB14988A0930B1468DB67EB"><enum>(A)</enum><text>offer to enter into one or more agreements with the Foundation; and</text></subparagraph> 
<subparagraph id="H607C5B6925B34481BB36F4FCCA709CD7"><enum>(B)</enum><text>enter into any related interagency agreements that the Secretary determines to be necessary, to preserve and exhibit at the Library, for the benefit of the public, Federal curatorial collections relating to the life and legacy of Theodore Roosevelt.</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H3F9A786965F14493B63513BEBBFD45DB"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">An agreement entered into with the Foundation under paragraph (1) shall provide for the loan, transfer, or conveyance from Federal agencies (including the National Park Service, the United States Fish and Wildlife Service, the Library of Congress, and the National Archives and Records Administration) to the Foundation of historic, educational, artistic, natural, and other museum artifacts and objects, particularly artifacts and objects of Federal agencies that are not on display to the public, without monetary consideration, subject to such terms and conditions as the Secretary determines to be necessary for the preservation and exhibition of the artifacts and objects.</text></paragraph></subsection> 
<subsection id="H9180C7995E0D42C3BF4F0E41AC58A8C7"><enum>(c)</enum><header>Non-Federal operation</header><text display-inline="yes-display-inline">The Secretary or any other Federal entity shall have no involvement in the operation of the Library, except at the request of the non-Federal entity responsible for the operation of the Library.</text></subsection> <subsection id="HEB95F15E9D5C480698ACCFF3D87DD93A"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">For the purpose of carrying out this Act, including providing a grant under subsection (a), there is authorized to be appropriated such sums as may be necessary for fiscal year 2024 and each subsequent fiscal year. Such authorizations of appropriations are in addition to other authorizations of appropriations that are available for such purpose. Amounts made available to the Secretary pursuant this subsection shall remain available until expended.</text></subsection> </section>
