<section id="H881300D4240B49BDB34950EFDF5B4A9C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Equity in Agency Planning Act of 2024</short-title></quote>.</text></section> <section id="HCF90FEF7B5864785BE4822F21052167D"><enum>2.</enum><header>Amendments</header> <subsection id="H30B7703162DD4E84886D09EBCE3D96A3"><enum>(a)</enum><header>Agency strategic plans</header><text display-inline="yes-display-inline">Section 306 of title 5, United States Code, is amended—</text> 
<paragraph id="HE3186A20704D475590FD9DABBB826AB9"><enum>(1)</enum><text>in subsection (a)(2), by inserting after <quote>of the agency</quote> the following: <quote>, with at least one goal, or 20 percent of the total number of goals, whichever is greater, relating to improving the equitable provision of services to underserved communities and individuals</quote>; </text></paragraph> <paragraph id="H3E6671E8871747CCBE8A8E680B6F5403"><enum>(2)</enum><text>in subsection (d), by inserting after <quote>in such a plan</quote> the following: <quote>, including nongovernmental organizations and other stakeholders, including academic and research partners, State and local governments, and community and advocacy groups, that can address how to improve the equitable provision of services to underserved communities and individuals</quote>; and</text></paragraph> 
<paragraph id="H02427BDFC58045E7BB87FAF2F779A37A"><enum>(3)</enum><text>by adding at the end the following new subsection:</text> <quoted-block style="USC" id="H3FC31C4FCD274B8BBE20CC6024F73BC4" display-inline="no-display-inline"> <subsection id="H00DDCAA1A5564EDD9F06B203A6CB6FA6"><enum>(d)</enum><header>Additional definitions</header><text display-inline="yes-display-inline">In this section and sections 1115 and 1120 of title 31:</text> 
<paragraph id="H89D408242F5C4DF3B22954F4DF3A42E8"><enum>(1)</enum><header>State</header><text>The term <term>State</term> means each State of the United States, the District of Columbia, each commonwealth, territory, or possession of the United States, and each federally recognized Indian Tribe.</text></paragraph> <paragraph id="HCC3EB1EABB534F0CA0E84CF2DE8BD630"><enum>(2)</enum><header>Underserved communities</header><text>The term <term>underserved communities</term> means populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life.</text></paragraph> 
<paragraph id="H60142067533D40779556D4BA341019B6"><enum>(3)</enum><header>Underserved individual</header><text>The term <term>underserved individual</term> means a member of an underrepresented community.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H696F2E0D22B24281A5E513FA27D9EAB0"><enum>(b)</enum><header>Agency performance plans</header><text display-inline="yes-display-inline">Section 1115(b) of title 31, United States Code, is amended—</text> 
<paragraph id="HBDB5DC58B3D94A4A883CB7747AF5C147"><enum>(1)</enum><text>in paragraph (1), by inserting after <quote>and the next fiscal year</quote> the following: <quote>, with at least one performance goal, or 20 percent of the total number of performance goals, whichever is greater, relating to improving the equitable provision of services to underserved communities and individuals</quote>; and</text></paragraph> <paragraph id="H5729B6300F5E497C836C2C07EFF76523"><enum>(2)</enum><text>in paragraph (5)(D), by inserting after <quote>other agencies</quote> the following: <quote>, nongovernmental organizations, and other stakeholders, including academic and research partners, State and local governments, and community and advocacy groups,</quote>. </text></paragraph></subsection> 
<subsection id="HE251A967C77C4E39A8DA98E135AFD10C"><enum>(c)</enum><header>Agency priority goals</header><text>Section 1120(b)(1) of title 31, United States Code, is amended by inserting after the first sentence the following: <quote>At least one of the priority goals of each agency, or 20 percent of the priority goals of the agency, whichever is greater, shall be related to improving the equitable provision of services to underserved communities and individuals.</quote>. </text></subsection></section> </legis-body></bill>
