R. 7842</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240329">March 29, 2024</action-date><action-desc><sponsor name-id="M001223">Mr. Magaziner</sponsor> (for himself, <cosponsor name-id="C001061">Mr. Cleaver</cosponsor>, <cosponsor name-id="M001143">Ms. McCollum</cosponsor>, and <cosponsor name-id="N000147">Ms. Norton</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend section 405 of title 23, United States Code, to permit a State to use grant funds for the purpose of providing on-bicycle education, and for other purposes.</official-title></form><legis-body id="H161069E716824F1BBD0D9E2D251BB4D9" style="OLC"><section id="HBF882785A6CE4785A5F8543B4E422DBE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biking Instruction, Knowledge, and Education Act of 2024</short-title></quote> or the <quote><short-title>BIKE Act of 2024</short-title></quote>.</text></section><section id="HAE4270854739459E99571F95524FFB28" section-type="subsequent-section"><enum>2.</enum><header>Grant funds to provide on-bicycle education</header><text display-inline="no-display-inline">Section 405(g)(5) of title 23, United States Code, is amended—</text><paragraph id="HF9B5AB805B94446B94DE0B668D0C7542" commented="no"><enum>(1)</enum><text>in subparagraph (C)(iv) by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="HAB0F1B48BB7545D996B9295D8359D4C8" commented="no"><enum>(2)</enum><text>in subparagraph (D) by striking the period at the end and inserting a semicolon; and </text></paragraph><paragraph id="H76197E819E0549B1A5F25A11ACCDDA6B" commented="no"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H82E5E6C8D57145268A4AB34FCBA96BD0" display-inline="no-display-inline"><subparagraph id="HBC2ECF64A4894E8DA710E2C2A0606485" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">providing on-bicycle education to elementary school and secondary school students.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H8BA2D26812274879A9F9019ACB35646E" commented="no"><enum>3.</enum><header>Revision of guidelines on pedestrian and bicycle safety</header><subsection id="HA2DF8FED5F5C450E8F20581ED4BB82A4" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary shall revise the Highway Safety Program Guideline No. 14 on Pedestrian and Bicycle Safety to encourage nonmotorized safety education for elementary and secondary school students. In revising the guidelines, the Secretary shall ensure that such guidelines—</text><paragraph id="H14801D34232F4472956D5CDB9D5565FA" commented="no"><enum>(1)</enum><text>encourage on-bicycle training that promotes bicycling skills and safe practices;</text></paragraph><paragraph id="H463190BF62A04A6D822141B4517471C2" commented="no"><enum>(2)</enum><text>increase awareness and proficiency in navigating roadways;</text></paragraph><paragraph id="H1EF1BCE053F44199B8B603FF77F3CCC5" commented="no"><enum>(3)</enum><text>emphasize traffic rules;</text></paragraph><paragraph id="H99D0D3579DE84FB695A26819E3D00B9C" commented="no"><enum>(4)</enum><text>describe safety precautions; and</text></paragraph><paragraph id="H6CB661E15F054C2BAB3E0B4F9AB6E1D2" commented="no"><enum>(5)</enum><text>emphasize the importance of helmet use for cyclists.</text></paragraph></subsection><subsection id="H8AC4BC506AA54043BCD5C3262FE2B7C0" commented="no"><enum>(b)</enum><header>Consultation and dissemination</header><text display-inline="yes-display-inline">In carrying out the revision under subsection (a), the Secretary shall—</text><paragraph id="HFD4678122FBA4BCAB4766C811A457E5D" commented="no"><enum>(1)</enum><text>consult with practitioners involved in education efforts to update any existing materials and curriculum, including the Bike Walk friendly assessment tool; and</text></paragraph><paragraph id="HD2F43356B234449986565689A47871E8" commented="no"><enum>(2)</enum><text>disseminate new curriculum and guidelines on pedestrian and bicycle safety to State educational agencies.</text></paragraph></subsection><subsection id="H34ED5230476C4DA198F5642465D042E7" commented="no"><enum>(c)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to Congress a report on—</text><paragraph id="H441F2C5D344646A9A34AE1FD0B05E80C" commented="no"><enum>(1)</enum><text>the state or activities implemented using the guidelines described in subsection (a), including any materials and curriculum revised under this section, and a process for tracking implementation;</text></paragraph><paragraph id="H8E1CBB150E134B8C904888D913B03F4F" commented="no"><enum>(2)</enum><text>consultation efforts to revise such guidelines and related materials; and</text></paragraph><paragraph id="H78BAAFB5517140A38F54E85D52D78A74" commented="no"><enum>(3)</enum><text>dissemination efforts of the guidance to State educational agencies, including training efforts and promotion, including opportunities for States to share implementation challenges and successes.</text></paragraph></subsection></section></legis-body></bill>
