<section id="H3D8F1C97D90F4CE3A4339AB75AB1EEE9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mamas and Babies in Underserved Communities Act of 2024</short-title></quote>.</text></section> <section id="H2B70127DD503409CB4DC6E6D37C56D4B"><enum>2.</enum><header>Grants to expand and improve maternal health care services in underserved communities</header><text display-inline="no-display-inline">Title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>) is amended by inserting after section 317K of such Act (247b–12) the following:</text>

<section id="H5615834DD9E449C5A480C7689E556E23"><enum>317K–1.</enum><header>Grants to expand and improve maternal health care services in underserved communities</header> 
<subsection id="H2D07AB989B12428FA17B4A36651422C1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award grants to eligible entities—</text> <paragraph id="H44893048D1F241BFBE96BEEE13CFA325"><enum>(1)</enum><text>to expand maternal health care services, including prenatal care, postnatal care for infants, and postpartum care for mothers;</text></paragraph> 
<paragraph id="HA470ADB90F75405A9E8AF1D8B7AA3FCD"><enum>(2)</enum><text display-inline="yes-display-inline">to improve the quality of such services;</text></paragraph> <paragraph id="HEE7618236C854A8795ACF1EAC6674A22"><enum>(3)</enum><text>to improve health outcomes for women and infants receiving such services; and</text></paragraph> 
<paragraph id="H5357090464EC42EF9DACB0C716B4B4CD"><enum>(4)</enum><text>to reduce disparities in access to care, in the quality of services received, and in health outcomes for women and infants in need of such services.</text></paragraph> </subsection> <subsection id="HDBD0D48A393E41C2AB24C4109A01594C"><enum>(b)</enum><header>Eligible entities</header><text>In this section, the term <term>eligible entity</term> means a public or nonprofit private health care provider that serves one or more minority, low-income, or medically underserved communities.</text> </subsection> 
<subsection id="HEEDAFA00696B4423A318F3D68F4DC768"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall give priority to eligible entities that, as determined by the Secretary—</text> <paragraph id="HF08BFA03E729400095CD992B81967836"><enum>(1)</enum><text>primarily serve minority, low-income, or medically underserved communities;</text></paragraph> 
<paragraph id="H7F15D24912334D5586681F325A4775AA"><enum>(2)</enum><text>are led by individuals who have lived, were educated, or currently reside in the communities served; and</text></paragraph> <paragraph id="HA1268F4EA6F24064BBEA40015E55B63B"><enum>(3)</enum><text>are geographically located in the communities served.</text></paragraph> </subsection> 
<subsection id="H37D5F6ABD8D1486DBB6B4AEA55D65C78"><enum>(d)</enum><header>Conditions for receiving grants</header><text>As a condition on receipt of a grant under this section, an eligible entity shall agree—</text> <paragraph id="H2CCC8D57132444AD9FFDDBCA166DC5F6"><enum>(1)</enum><text>to provide the health care services supported through the grant in a culturally and linguistically appropriate manner; and</text></paragraph> 
<paragraph id="H3CFB3ECC3CA342EFB88A5A824732E46B"><enum>(2)</enum><text>to limit the percentage of grant funds used for administrative expenses to not more than 10 percent.</text></paragraph></subsection> <subsection id="H8F606A99D6304B71883C59738EC6936F"><enum>(e)</enum><header>Application</header><text display-inline="yes-display-inline">To seek a grant under this section, an eligible entity shall submit an application at such time, in such manner, and containing such information and assurances as the Secretary may require.</text></subsection> 
<subsection id="HFB40245AC27F40A498EE7D50B1C5965C" commented="no"><enum>(f)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Secretary shall require grantees under this section—</text> <paragraph id="HA76716A3E1D5403E8B086AA1BDD539A3" commented="no"><enum>(1)</enum><text>to maximize the coordination of activities funded through this section with other federally funded maternal health care activities; and</text></paragraph> 
<paragraph id="HE0BFB4485F284AE1A75EA694CC8C3AE7" commented="no"><enum>(2)</enum><text>to minimize the duplication of such activities.</text></paragraph></subsection> <subsection id="HF3D8900EFE614B6C81FDB91013123962"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> 
<paragraph id="H212C0B7354354A82892F2743B9265956"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>medically underserved community</term> has the meaning given to such term in section 799B.</text></paragraph> <paragraph id="H1F17F6A9D6284022A1C325125696132B"><enum>(2)</enum><text>The terms <term>postnatal</term> and <term>postpartum</term> refer to the period of 12 months following an infant’s birth.</text> </paragraph></subsection> 
<subsection id="HBFBCAB4B15F84792BDCC2A5D0D731EB8"><enum>(h)</enum><header>Authorization of appropriations</header><text>To carry out this section, there are authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2029.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
