<section id="HAC1150A95B9E4DC8B49219CAB4768289" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Flight Training Responsibility Act of 2024</short-title></quote>.</text></section> <section id="HA87B3663DA4F4982AACE446446F54C84"><enum>2.</enum><header>Limitation on amount of entitlement to educational assistance payable for flight training under Post-9/11 Educational Assistance Program of Department of Veterans Affairs</header> <subsection id="H2BE24FF2DAD845B285FB34E265DE81C7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3313 of title 38, United States Code, is amended—</text> 
<paragraph id="H3659B255E78D46DC8433D97F8F52C38E"><enum>(1)</enum><text>in subsection (g)(3)(C), by striking <quote>In the case</quote> and inserting <quote>Subject to the limitation under subsection (m), in the case</quote>; and </text></paragraph> <paragraph id="H8B69EE091BBC4ED5B7B58F287AF87A5B"><enum>(2)</enum><text>by adding at the end the following new subsection:</text>

<subsection id="H5A7BEFDD60284A5691D5069F3E358E35"><enum>(m)</enum><header>Limitation on use of entitlement for flight training</header> 
<paragraph id="HC2F5A9EA4EE34281865548E30F106994"><enum>(1)</enum><header>Limitation</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this chapter, the maximum total amount payable under this chapter for flight training fees in the case of an individual pursuing a program of a flight training offered by a public institution of higher learning is $100,000, as increased under paragraph (2).</text></paragraph> <paragraph id="HE4285DAF8745406CA5034B0671DAC4C9"><enum>(2)</enum><header>Annual percentage increase</header><text display-inline="yes-display-inline">With respect to any fiscal year, the Secretary shall provide a percentage increase (rounded to the nearest dollar) in the maximum amount of payable under paragraph (1), equal to the percentage by which—</text> 
<subparagraph id="H0730B04186DD4DA88ED506B882900B78"><enum>(A)</enum><text>the Consumer Price Index (all items, United States city average) for the 12-month period ending on the June 30 preceding the beginning of the fiscal year for which the increase is made, exceeds</text></subparagraph> <subparagraph id="HE99E566A95034A37B00345BCF66C7CBC"><enum>(B)</enum><text>the Consumer Price Index for the 12-month period preceding the 12-month period described in subparagraph (A).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H29D2826DC4E2400499ED7C53CDDE57C4"><enum>(b)</enum><header>Applicability</header><text>The amendments made by subsection (a) shall apply with respect to an individual who first pursues a program of flight training on or after August 1, 2025.</text> </subsection></section> </legis-body></bill>
