<section id="H5C54C2D3077047A7AF385B61B544ED95" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Modernizing the Congressional Research Service’s Access to Data Act</short-title></quote>. </text></section> <section id="H100EF7F0AD09414481670F886BCA0CD0"><enum>2.</enum><header>Access of congressional research service to government information</header> <subsection id="H20A09695D53B4877944745C48E48C0F0"><enum>(a)</enum><header>Direct access to information</header><text display-inline="yes-display-inline">Section 203 of the Legislative Reorganization Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/2/166">2 U.S.C. 166</external-xref>) is amended—</text>
<paragraph id="HC948B075639E485D8E5B988A9AF97E4C"><enum>(1)</enum><text>by redesignating subsection (j) as subsection (k); and</text></paragraph> <paragraph id="H9E84F789EF72422AA9B3205FCD3123CF"><enum>(2)</enum><text>by inserting after subsection (i) the following new subsection:</text>

<subsection id="H1F46F26B33D64859A06FAC6FDD02E73F"><enum>(j)</enum>
<paragraph commented="no" display-inline="yes-display-inline" id="H312E1DBFFCC841CA8A58E5D3D274A73D"><enum>(1)</enum><text>In carrying out the duties and functions of the Congressional Research Service under subsection (d), the Director is authorized to secure books, records, correspondence, memoranda, papers, documents, secure information, and other data in all forms directly from the various departments, agencies, and establishments of the executive branch of the Government and the regulatory agencies and commissions of the Government as the Director determines to be necessary to carry out the request, and all such departments, agencies, establishments, and regulatory agencies and commissions shall furnish the Director with all such available material in a timely manner.</text></paragraph> <paragraph id="H1F2630AAE26948D3A309D86C0677796B" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">With respect to books, records, correspondence, memoranda, papers, documents, secure information, and other data in all forms obtained under paragraph (1), the Director shall maintain the same level of confidentiality as is required by law of the department, agency, establishment, or regulatory agency or commission from which it is obtained. Officers and employees of the Congressional Research Service shall be subject to the same statutory penalties for unauthorized disclosure or use as officers or employees of the department, agency, establishment, or regulatory agency or commission from which it is obtained. </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H71819E5410754F529AA539D8DF4D442C"><enum>(b)</enum><header>Conforming amendment</header><text>Section 203(d)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/166">2 U.S.C. 166(d)(1)</external-xref>) is amended in the matter following subparagraph (C) by striking <quote>and in the performance of this duty</quote> and all that follows through <quote>comply with such request;</quote>.</text></subsection></section> </legis-body><attestation><attestation-group><attestation-date date="20240909" chamber="House">Passed the House of Representatives September 9, 2024.</attestation-date><attestor display="no">Kevin F.
