A BILL
To amend the Justice for United States Victims of State Sponsored
Terrorism Act with respect to certain victims.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. IMPROVEMENTS TO THE JUSTICE FOR UNITED STATES VICTIMS OF
STATE SPONSORED TERRORISM ACT.
Section 404(d)(4)(D)(i) of the Justice for United States Victims of
State Sponsored Terrorism Act (34 U.S.C. 20144(d)(4)(D)(i)) is
amended--
(1) by striking ``Not later than 1 year'' and inserting the
following:
``(I) Audit.--Not later than 1
year''; and
(2) by adding at the end the following:
``(II) Catch-up payments.--
``(aa) In general.--A 1983
Beirut barracks bombing victim
or a 1996 Khobar Towers bombing
victim who has had a final
judgment issued before December
29, 2022, and had an
application accepted by the
Fund before December 29, 2022,
but missed one or more of the
four rounds of payments issued
by the Fund, shall be eligible
for a lump-sum catch-up
payment, calculated with the
same methodology used for 1983
Beirut barracks bombing victims
and 1996 Khobar Towers bombing
victims deemed eligible under
the Fairness for 9/11 Families
Act, but adjusted for any prior
payment from the first four
rounds.
``(bb) Audit.--Not later
than 30 days after the date of
this subclause, the Comptroller
General of the United States
shall conduct an audit and
publish in the Federal Register
a notice of proposed lump sum
catch-up payments to a 1983
Beirut barracks bombing victim
or a 1996 Khobar Towers bombing
victim eligible pursuant to
item (aa).''.
