R. 7519</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240301">March 1, 2024</action-date><action-desc><sponsor name-id="S001183">Mr. Schweikert</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize a temporary increase in the permitted use of certain homeland security grants, and for other purposes.</official-title></form><legis-body id="H93B49367BDA44CE58A658A840092F999" style="OLC"><section id="H126A406AA5EF469085A6842AFCBA56B8" section-type="section-one"><enum>1.</enum><header>Permitted use of certain homeland security grants</header><subsection id="HAF5AA0C11537478DB6D0763FE00AB3EE"><enum>(a)</enum><header>Temporary increase in limitation</header><paragraph id="H38BC89FF5E9A42E4AB5E913E6CE9568C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding the limitation under subsection (b)(2)(A) of section 2008 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/609">6 U.S.C. 609</external-xref>), not more than 75 percent of an amount awarded to a recipient of grant under section 2003 or 2004 of such Act (6 U.S.C. 604 and 605) in any fiscal year may be used to pay for covered expenses described in paragraph (2) in support of the permitted uses under subsection (a) of such section 2008 until September 30, 2025.</text></paragraph><paragraph id="HC5521456AEBB4950BA2B10E589E2EA73"><enum>(2)</enum><header>Covered expenses described</header><text>Covered expenses described in this paragraph are the following:</text><subparagraph id="HD2C66F6B78F64BF0A9BC62058A47A779"><enum>(A)</enum><text>The hiring of personnel, including public safety personnel.</text></subparagraph><subparagraph id="HD94B5E6712D94B63B4328619D5192F84"><enum>(B)</enum><text>Overtime and backfill costs.</text></subparagraph></paragraph></subsection><subsection id="H87062E625FED407AB0EB44E61CAA24E8"><enum>(b)</enum><header>Other grants</header><text display-inline="yes-display-inline">Notwithstanding any limitations under section 2009 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/609a">6 U.S.C. 609a</external-xref>), including any implementing rules, regulations, or guidance, relating to facility security personnel costs under subparagraph (C) of subsection (c)(1) of such section, the Secretary of Homeland Security, acting through the Administrator of the Federal Emergency Management Agency, shall permit a recipient of a grant under such section to pay not more than 75 percent of an amount awarded to such recipient for such costs until September 30, 2025.</text></subsection></section></legis-body></bill>
