R. 7426</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240220">February 20, 2024</action-date><action-desc><sponsor name-id="S001172">Mr. Smith of Nebraska</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend part A of title IV of the Social Security Act to target funds to families in need.</official-title></form><legis-body id="HE17E6D5078E942B4BE634743037FA8D1" style="OLC"><section id="H98E0FF3A5B0C4496BE5B73205DB6C651" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Targeting TANF to Families in Need Act</short-title></quote>.</text></section><section id="H2ED4038EAEC14638B2397D50B0100CAB"><enum>2.</enum><header>Targeting funds to families in need</header><subsection id="H773218FC57914BBB9BF20230F0CD5F45"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 404 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H0A9502B4D4C84FCCAE6496FEC7A1729B" style="OLC"><subsection id="H30CF244DEFEB4D5AA0FF7CED3CD8B47F"><enum>(l)</enum><header>Establishing a threshold for families in need</header><text>A State to which a grant is made under section 403(a)(1) shall use the grant only to provide assistance or services to a family whose income is less than twice the poverty guidelines updated periodically in the Federal Register under section 673(2) of the Omnibus Budget Reconciliation Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/9902">42 U.S.C. 9902(2)</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HB5588E124CB14D3097E90CB1D4C9C0F7"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect on October 1, 2025.</text></subsection></section><section id="H15BD74AA8CA34276A70043A4B2DE9719"><enum>3.</enum><header>Two-year reauthorization of the Temporary Assistance for Needy Families program</header><text display-inline="no-display-inline">Activities authorized by part A of title IV (other than under section 403(c) or 418) and section 1108(b) of the Social Security Act shall continue through September 30, 2026, in the manner authorized for fiscal year 2023, and out of any money in the Treasury of the United States not otherwise appropriated, there are hereby appropriated such sums as may be necessary for such purpose.</text></section></legis-body></bill>
