R. 7402</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240215">February 15, 2024</action-date><action-desc><sponsor name-id="W000816">Mr. Williams of Texas</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reimburse the State of Texas for expenses incurred for activities conducted relating to securing the southern international border of the United States, and for other purposes.</official-title></form><legis-body id="H8EB3C76098934796B1B2CC656466C17B" style="OLC"><section id="H7A3645C68D584FCEBA6F711F73C39342" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Operation Lone Star Reimbursement Act</short-title></quote>.</text></section><section id="HBF37B5BCF2F5407785A37B86F691EFAA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HE05FB84F1F694B8BA9CAC8FD27F2A000"><enum>(1)</enum><text>The Federal Government is primarily responsible for securing the borders of the United States at and between ports of entry.</text></paragraph><paragraph id="H00844EC2060249148D63B2C3DF52C95C"><enum>(2)</enum><text>Due to the lack of action by the Federal Government, the State of Texas has been forced to continually appropriate funds to secure the southern border of the United States.</text></paragraph><paragraph id="H3BBF1F6081A34FF182EB66EE3219C010"><enum>(3)</enum><text>Texas has taken these actions to help maintain safety and security for all citizens across the United States by protecting against the criminal acts of—</text><subparagraph id="HCB333B45A11E4A50B2E3C78E3D6C42E1"><enum>(A)</enum><text>human trafficking;</text></subparagraph><subparagraph id="HAB22D7E3448844BF955F3CE8454FD424"><enum>(B)</enum><text>sex trafficking;</text></subparagraph><subparagraph id="H6BAD49BE13A14732971F0B8581821401"><enum>(C)</enum><text>drug proliferation;</text></subparagraph><subparagraph id="H3C54B42FB0BF4323B9AA00DEC48634A1"><enum>(D)</enum><text>illicit movement of weapons and contraband;</text></subparagraph><subparagraph id="HDE98F61D2D5747069F8F505196A6F6A3"><enum>(E)</enum><text>criminal organizations; and </text></subparagraph><subparagraph id="H78B5080AF1434F31AA06A9DF0AB53DCF"><enum>(F)</enum><text>unlawful entry.</text></subparagraph></paragraph><paragraph id="H01E307B4BE6D419FB2871E0C3E263364"><enum>(4)</enum><text>The amount the State of Texas spent on border security to combat these criminal acts was—</text><subparagraph id="HD92390021DCA4AF7B2588D9C305BDD78"><enum>(A)</enum><text>more than $800,000,000 in the years 2020 through 2021; and</text></subparagraph><subparagraph id="H4476AF1C7FE34DECB1D06EF42B9A1447"><enum>(B)</enum><text>more than $2,926,400,000 in the years 2022 through 2023.</text></subparagraph></paragraph><paragraph id="H47CC63A4039D4B288FC3193882F225FE"><enum>(5)</enum><text>The State of Texas plans to spend an additional $4,600,000,000 to secure the border in the years 2024 through 2025.</text></paragraph></section><section id="H43CD52DE629F4FEEB04476D66966C5AF" section-type="subsequent-section"><enum>3.</enum><header>Reimbursements for the State of Texas</header><subsection id="H9AAB9F1A68C04332B7901B5AD37C2A32"><enum>(a)</enum><header>Application for reimbursement</header><text display-inline="yes-display-inline">The Governor of Texas shall submit to the Secretary of Homeland Security and the Secretary of the Treasury an application for reimbursement, which shall include—</text><paragraph id="H96836901104248C1AEB91A77791C5FED"><enum>(1)</enum><text display-inline="yes-display-inline">a list of expenses incurred by the State of Texas for activities conducted relating to securing the southern international border of the United States during the years 2020, 2021, 2022, 2023, and 2024; and</text></paragraph><paragraph id="H1483BE8E6CC945F9BC390B39535E18A9"><enum>(2)</enum><text>the total amount of expenses incurred for such activities.</text></paragraph></subsection><subsection id="H9466CF2ACBBE423BB0ACF05461A95434"><enum>(b)</enum><header>Reimbursement</header><text display-inline="yes-display-inline">Not later than 60 days after the State of Texas submits an application for reimbursement pursuant to subsection (a), the Secretary of the Treasury shall pay to the State of Texas, out of any amounts in the Treasury not otherwise appropriated, an amount equal to the total amount of expenses described in subsection (a)(2).</text></subsection></section></legis-body></bill>
